COAS links clemency for terrorists to surrender

Express Tribune17-02-2025

ISLAMABAD:
Chief of Army Staff (COAS) General Syed Asim Munir categorically stated that Pakistan would not allow Fitna-al-Khawarij to impose their ideology on Pakistan but left room for possible clemency if such misguided groups surrender and place themselves at the mercy of the state.
Addressing a group of university students, the army chief described Fitna-al Khawarij – a term used for terrorists belonging to the banned Tehreek-e-Taliban Pakistan (TTP) – as a disruptive group that is ignorant of Islam and completely external to its teachings.
The interaction with students took place at GHQ on Wednesday, but parts of his candid remarks surfaced on social media on Sunday. "We are fighting the anarchists of Fitna-al-Khawarij. These external elements distort the true teachings of Islam and violate its principles," he remarked.
"We fight like comrades, and that is the beauty of the army—there is no Sindhi, Baloch, Punjabi, or Pashtun; we are all Pakistanis," the army chief stated.
Quoting verses from the holy Quran, General Asim Munir reinforced his position on Fitna Khawarij, stating that the Quran clearly prescribed severe punishments for those who wage war against Allah and His Messenger (PBUH) and spread anarchy on earth.
Referring to the Quranic teachings, he said: "For those who wage war against Allah and His Messenger and create disorder in the land, their punishment is execution, crucifixion, the amputation of their hands and feet, or exile from the land. This is their punishment in this world, and in the Hereafter, they will face a severe punishment."
The chief of army staff further explained that those who wished to avoid divine punishment should surrender and submit, as Allah is the Most Forgiving and Merciful, and the state, too, might show mercy in such cases. "Those who surrender to the state can expect mercy," he stated.
On the topic of women's rights, General Asim Munir stated, "Islam has elevated women to the highest status, whether as a mother, wife, or sister. Who are you to take away their dignity, and who gave you the right to do so? No one can take away their rights."
His remarks seem to be aimed at the Afghan Taliban, who banned girls education.
General Asim Munir reiterated that the Pakistan Army was fighting against corrupt elements who misinterpreted Islam. He stated that the Khawarij were violating Islamic teachings, and the religion had clear directives regarding such troublemakers.
During his interaction, the Army chief encouraged the students to strive for excellence in their academic pursuits and develop skills that would enable them to contribute positively to the country's progress. He also shared perspective on the impact of external environment on Pakistan, especially the threat from trans-border terrorism.
The army chief praised the youth for their energy, creativity, and ability to innovate, stating that they were the future leaders of Pakistan. Emphasising the need "to imbibe Pakistaniat", COAS highlighted the significance of Pakistan's history, culture, and values "in the intellectual development of our youth".
The army chief highlighted the role of the army in safeguarding the country's sovereignty and territorial integrity. He honoured the sacrifices of the people of Pakistan in the nation's struggle against the menace of terrorism, and appreciated their resolute support to the Armed Forces and LEAs.
