CASA Kane County forms advisory council to help reduce number of children going into foster care
On Thursday, CASA Kane County announced the launch of a cross-county advisory council meant to reduce the number of children who enter foster care, according to a news release from the organization.
CASA Kane County is a nonprofit that advocates for children in foster care through Court Appointed Special Advocate, or CASA, volunteers, the group has said. The nonprofit trains and supervises volunteers who then represent children in foster care in juvenile courts, according to its website.
The formation of the council is in response to a major increase in children entering the foster care system, the news release said. In 2024, CASA Kane County said it served nearly 700 children, roughly double the number it served in 2019, according to the release.
CASA Kane County is still adding organizations to the council, so the full list is not yet finalized, Executive Director Jim Di Ciaula said on Thursday. Some of the organizations they've already brought on board include Rush Copley Pediatrics, Northwestern Medicine, the Kane County Health Department, Waubonsee Community College, Aurora University, Geneva counseling provider TriCity Family Services and Aurora and Elgin police.
Di Ciaula announced the newly-formed advisory council at the organization's annual 'Hands Around the Courthouse' event in Geneva last week, saying they would soon be launching a pilot program focused on assisting children 14 years old and older.
The initiative is meant to focus on prevention, education and early intervention, according to Thursday's press release. One of its early priorities is connecting existing programs and services to 'reduce the complexity and simplify ease of access,' Di Ciaula said in the release.
'This isn't a Band-Aid solution,' CASA Kane County board member and volunteer Laura Oswald said in the release. 'This is about truly changing the landscape for generations to come.'
The initiative is in line with the Department of Children and Family Services' statewide goals of focusing on families and encouraging community-based support, the press release said.
'When all partners in the child welfare system work together, we become stronger and are able to do more to ensure young people can grow and thrive,' Illinois DCFS Director Heidi Miller said in the release.
The council has outlined short- and long-term goals, the release said. It is currently seeking more community leaders, identifying what resources are available and finding gaps in service in the community.

CASA reaching 'end of the tunnel' with new building, donations still needed
For the past 23 years, court appointed special advocates with CASA for Hunt County have worked with children who have been removed from abusive living situations by the courts and advocated for those children while they're in foster care. In 2024 alone, CASA volunteers served 133 kids. On Saturday, members of the community gathered at CASA's new location-to-be at 2701 Washington St. where they 'blessed' the building by writing inspirational messages on the stud beams. Many of the messages written offered thoughtful prayers, while others quoted Bible verses such as 'By their fruits you will know them' or the words of people they admire like 'The most interesting information comes from children for they tell all they know and then stop' by Mark Twain. CASA purchased the building in May of last year and with it being nearly 60% larger than their current location, staff and volunteers hope to serve more children by including a large volunteer training and meeting room, individual offices for confidential casework as well as a volunteer networking area. With the long-vacant building in need of roof repair, a new heating and air conditioning system, flooring, paint, office buildouts, technology system installations and more, CASA has been collecting donations from within the community through its 'Renovation Required' campaign as well as through other means, including a $25,000 grant from the Texas Bar Foundation. 'Thanks to the incredible support of foundations, grants, civic groups, businesses, individual donors and CASA's own funds, we've already accomplished a great deal: architectural design; asbestos removal; interior demolition; and a brand-new roof, HVAC system, plumbing and electrical work,' CASA executive director Lori Cope said. 'We're now in the exciting phase of interior construction,' she added. 'Our target move-in date is mid- to late August 2025 and we are seeking funding to help us cross the finish line. Contributions will help cover vital interior items such as flooring, lumber, paint, bathroom fixtures and office furniture.' With about $80,000 needed to complete the remaining work, CASA is still asking for donations through the 'give' tab on its website, In addition to financial donations, the organization is also looking for people to volunteer labor; whether it be construction, painting or helping install its technology infrastructure. Those interested in helping with the actual renovation efforts can contact CASA by email at CASA@ or phone at (903) 450-4410. The organization is also planning to soon start another pre-service volunteer training course for those who would like to serve children in crisis more directly. Community invited to share positive messages at future CASA office site
The community is invited to take part in a special event this weekend to support CASA for Hunt County, an organization dedicated to advocating for children in foster care. The public is encouraged to visit the future site of the organization's permanent home to write blessings, hopes or kind thoughts on the building's wooden framework before the walls go up. The event will take place on Saturday from 9 a.m. to noon and again on Sunday from noon to 2 p.m. at 2701 Washington St. in Greenville. Attendees can bring a favorite pen or marker to leave a message, though supplies will also be available on site. Messages can include prayers, quotes or any words of encouragement for CASA staff, board members, volunteer advocates and the children they serve. CASA volunteers work to ensure children in foster care find safe, permanent homes. The new office space will help the nonprofit continue and expand its mission in Hunt County.
