
Insurers win relief on commercial policies from UK regulator

Britain's financial regulator is to create a new definition of insurance for big companies, bowing to insurers' calls for more of their commercial policies to be excluded from costly conduct and compliance rules.
The Financial Conduct Authority on Wednesday announced plans to scrap existing rules that cause confusion among insurers, push up insurance costs for companies and restrict the availability of cover for smaller groups.
The regulator said the move was part of a wider set of proposals to remove 'ineffective, outdated or duplicated regulation' for insurers as it responded to calls by Sir Keir Starmer's government to do more to support UK economic growth and competitiveness.
'We have listened to industry and we are taking action — in doing so we will reduce regulatory costs and increase the competitiveness of the already world-leading UK insurance sector, while maintaining vital protections for smaller customers,' said Matt Brewis, FCA director of insurance.
The updated definition for insurance 'contracts of commercial or other risks' will align the definition of larger businesses with the existing size thresholds determining which companies can appeal to the Financial Ombudsman Service.
The regulator will continue to exclude certain types of insurance from its conduct rules, such as aviation and maritime policies. But these exclusions will not apply to retail consumers purchasing such cover, introducing a distinction between cover for container ships and canal boats or between jumbo jets and small private planes. UK insurers writing policies for customers and risks located entirely overseas would also be excluded from conduct and compliance rules to avoid duplication and conflict with foreign countries' regulations, the FCA said.
The FCA predicted the changes would 'encourage new entrants into the market' and said they 'should deliver benefits to commercial customers through enhanced competition and through new, innovative services'.
The changes 'could lead to worse outcomes' for small and mid-sized companies whose insurance contracts were no longer covered by the conduct and compliance rules, the FCA said.
But it added that they were judged to have 'sufficient resources to protect their own interests' and would still benefit from some of its high-level rules.
Executives in the UK commercial insurance sector, which takes in about £95bn in annual premiums, have long called for changes to rules that they say too often impose the hefty compliance requirements of retail consumers on contracts for big corporate customers.
'A new definition of large commercial insurance customers is particularly welcome,' said Caroline Wagstaff, chief executive of the London Market Group, which represents businesses across the insurance industry.

'If applied consistently across the rule book, it will allow the regulator to focus on protecting the retail and SME consumers who really need it, while reducing unnecessary regulatory requirements for corporate clients,' she said.
The FCA said the introduction two years ago of its consumer duty rules, which require companies to ensure customers receive a good outcome, meant it could scrap overlapping rules, including a requirement for insurers to review the value of their product every year. Rolling back the scope of the consumer duty was a central plank in the lobbying agenda of the British Insurance Brokers' Association, which is holding its annual conference on Wednesday in Manchester.

Government struggles to slash foreign aid spent on asylum hotels
The government is struggling to cut the billions of pounds of foreign aid partly used to house asylum seekers in hotels, according to new figures. The £2.2bn Home Office estimate to spend £2.2bn of overseas development assistance (ODA) in this financial year is only slightly less than the £2.3bn spent in 2024/25. The vast majority is used for the accommodation for asylum seekers who have arrived in the UK, with recent figures showing more than 32,000 were being housed in hotels at the end of March. Labour has pledged "to end the use of asylum hotels" and the government says it has reduced the overall asylum support costs by half a billion pounds, including £200m in ODA savings, which had been passed back to the Treasury. Prime Minister Sir Keir Starmer has said he will cut the overall ODA from its current level of 0.5% of gross national income (GNI) to 0.3% in 2027. Foreign aid is supposed to be spent on providing humanitarian and development assistance in other countries, but the UK is allowed to count refugee-hosting costs as ODA under internationally agreed rules. Labour MP Sarah Champion previously said a "scandalously large amount" of ODA has been diverted to the Home Office and has called for a cap on how much can be spent supporting asylum seekers and refugees in the UK. Asylum seekers and their families are housed in temporary accommodation if they are waiting for the outcome of a claim or an appeal and have been assessed as not being able to support themselves independently. They are housed in hotels if there is not enough space in accommodation provided by local authorities or other organisations. A Home Office spokesperson said: "We inherited an asylum system under exceptional pressure, and are urgently taking action to restore order, and reduce costs. "This will ultimately reduce the amount of Official Development Assistance spent to support asylum seekers and refugees in the UK. "We are immediately speeding up decisions and increasing returns so that we can end the use of hotels and save the taxpayer £4bn by 2026."

NHS set for boost of up to £30bn as other budgets feel squeeze
The NHS is expected to receive a funding boost of up to £30 billion in the spending review next week at the expense of other public services. The Department of Health is set to be handed a 2.8% annual increase in its day-to-day budget over a three-year period. The cash injection, which amounts to a rise of about £30 billion by 2028, or £17 billion in real terms, will see other areas including police and councils squeezed, The Times newspaper reported. Sir Keir Starmer has pledged to ensure that by the next election 92% of patients in England waiting for planned treatment are seen within 18 weeks of being referred. Chancellor Rachel Reeves has acknowledged that she had been forced to turn down requests for funding in a sign of the behind-the-scenes wrangling over her spending review. She insisted the blame for the tight economic situation lay with the Conservatives rather than her rigid rules on borrowing and spending. The Chancellor said despite a £190 billion increase in funding over the spending review period 'not every department will get everything that they want next week and I have had to say no to things that I want to do too'. On top of the increase in day-to-day spending, funded in part by the tax hikes Ms Reeves set out in her budget, looser borrowing rules will help support a £113 billion investment package. Economists have warned the Chancellor faces 'unavoidably' tough choices when she sets out departmental spending plans on June 11. The Institute for Fiscal Studies (IFS) think tank said defence and the NHS will dominate the review, raising the prospect of cuts to other unprotected departments.
