Welsh Business Confidence Rises as More Firms Plan to Hire
Business confidence in Wales rose 21 points during May to 36%, according to the latest Business Barometer from Lloyds.
Companies in Wales reported higher confidence in their own business prospects month-on-month, up 28 points at 52%. When taken alongside their optimism in the economy, up 14 points to 21%, this gives a headline confidence reading of 36% (vs 15% in April).
A net balance of 23% of businesses in the country also expect to increase staff levels over the next year, up 28 points on last month.
Looking ahead to the next six months, Welsh businesses identified their top target areas for growth as introducing new technology, such as automation or AI (45%), entering new markets (39%), and evolving their offering, for example by introducing new products or services (35%).
The Business Barometer, which surveys 1,200 businesses monthly and which has been running since 2002, provides early signals about UK economic trends both regionally and nationwide.
National picture
Overall, UK business confidence increased 11 points in May to 50% – its highest level since August 2024.
Firms' optimism in their own trading prospects strengthened six points to 56%, while their confidence in the wider economy also climbed 16 points to 44%.
The East Midlands was the most confident UK nation or region in May (66%), followed closely by the North East (65%).
Sector Insights
Construction firms' confidence rose to a nine-month high of 56%, while those in the service sector reported a one-year high of 54%. Manufacturing confidence also rose by two points to 40%. However, retail confidence fell by five points to 40%, the lowest level since January this year.
Sam Noble, regional director for Wales at Lloyds, said:
'It's great to see business leaders in Wales increasingly confident about their prospects and the wider economy.
'Firms up and down the country are setting out clear plans to drive further growth, from investing in technology or launching new products or services, and we'll be ready with our support to help them take the next steps on their journey.'
Hann-Ju Ho, Senior Economist, Lloyds Commercial Banking, said:
'The rebound in business confidence suggests that firms might be in a stronger position for the next quarter. The rise in confidence is driven by a sharp increase in economic optimism, reflecting the recovery in financial markets amid more promising prospects for potential global trade agreements.
'Equally as encouraging is the fact that trading prospects, wage expectations and hiring intentions also saw improvements this month. The positive trends in these metrics are important signals for potential growth and resilience in the business community and the wider economy. While we know that fluctuations do occur month on month and the global economic outlook remains uncertain, this month's increase in confidence is an encouraging sign.'

The scheme includes a contribution to affordable housing, set at 10 per cent of the development value for Hayscastle Cross, amounting to £15,262.50. Contributions towards affordable housing in the county can range from as low as 5% in Fishguard and Pembroke Dock to as high as 25% in towns like Narberth. However, the proposal did not go unchallenged, with five letters of objection. Article continues below These raised concerns about drainage, traffic generation, housing need, flooding and the linear nature of the development. Despite these objections, an officer report concluded: "The proposal would result in residential development over a small area of the countryside location in conflict with the requirements [of policies]. "However, the minimal area of land involved and the ability it provides to facilitate development of the site are material considerations which outweigh the identified policy conflicts." At the meeting, Andrew Vaughan-Harries of Hayston Developments & Planning Ltd expressed his surprise at the lengthy process since the application's submission five years ago, citing "a lot of hurdles" including the Covid-19 pandemic, phosphate concerns, and proximity to a nearby SSSI. He argued that the development, with its £15,000 contribution to affordable housing, would "enhance this little bit of Haycastle Cross". Councillor Brian Hall moved the application, while new committee chair Cllr Mark Carter, representing a nearby ward, remarked: "This to me, is just a natural progression of the village which has expanded over the years; it's just joining the rest of the row." Go-ahead for Wetherspoon pub at holiday park near Prestatyn
Haven, the owners of Presthaven Sands Holiday Park in Gronant, applied to Flintshire County Council for planning permission for this development in late 2024. The proposals involve an extension to the park's Mash and Barrel pub, which is to become The Boathouse pub under the JD Wetherspoon chain. Flintshire County Council has since approved these plans, following a recommendation to do so in a report by planning officer, Nicola Drury. Last month, it revealed that new pubs will open at its sites in Devon, Lincolnshire, Kent and Northumberland in 2025, in a £6.7million investment. When contacted on Wednesday (June 4), JD Wetherspoon was unable to provide an update on the timeframe for the development. Planning agents Harrison Ince Architects Ltd wrote in a planning statement: 'The proposal aims to extend the bar's internal customer area within the main building complex, enhancing capacity to accommodate guests. 'The design creates a secure environment, fostering a safe and protective atmosphere for families to reside. 'Our proposal centres on preserving the Welsh coastal vernacular aesthetic by integrating vernacular features into an extension to the existing main complex building within the Presthaven Beach Resort. 'With a focus on energy efficiency, the design prioritises natural light and insulation principles as much as possible, aligning with contemporary standards of eco-conscious design.' The first JD Wetherspoon pub at a Haven park opened at Haven Primrose Valley Holiday Park in North Yorkshire in the spring of 2024. The planning statement added: "This development not only supports the resort's growth but also reinforces our commitment to sustainability and accessibility, ensuring that Presthaven Beach Resort remains a premier destination for leisure and relaxation. 'We believe this extension will contribute significantly to the local economy and community, fostering an inviting atmosphere that attracts both new and returning guests." A green infrastructure statement added: 'The proposed extension seamlessly integrates into the existing environment, incorporating high-quality materials, enhanced outdoor spaces, and sustainable design principles. 'The project at Presthaven will support ecological connectivity, water management, and community wellbeing, while aligning with Wales' environmental policies.'

Welsh Planning Agency Celebrates 20 years with New MD and Growth Plans
A planning consultancy is looking to the future with a new face at the helm following a period of growth. Associate Planner Sioned Edwards is stepping up to become managing director of the award-winning chartered town planning consultancy Cadnant Planning, based in Conwy and Pulford, near Wrexham and Chester. Their team of six has worked with a raft of big names on some of the region's landmark projects including infrastructure developments, leisure operators, further education providers, landowners, commercial developers and leading private housebuilders and RSLs (Registered Social Landlords). Alongside founder and director Rhys Davies – who launched the business 20 years ago before rebranding to become Cadnant Planning in 2012 – Sioned is excited to focus on continuing to support existing and new clients in the future on projects across North Wales and into Cheshire, Wirral and across the North West, where they have enjoyed success in past years. 'Together we have built up the reputation and client base of the company, and nothing will change from that perspective, but we have taken a long-term view in terms of the future of Cadnant, and I am very excited to step forward into this new role,' she said. 'That growth has been organic and happened quite naturally over the last decade, so we are now looking more specifically at new areas, both geographically and in the private and public sectors.' Rhys added: 'I will still be a director and integral part of the business but it's about looking ahead now, with Sioned leading on that vision and our long-term strategy. 'That strategy includes strengthening our presence in Flintshire, Wrexham and over the border, where we have collaborated on some major projects over recent years.' Providing a wide range of services from planning appraisals/strategies, applications, appeals and specialist planning documents such as Welsh language impact assessments to land promotion and expert witness representation, the firm is proud of its Welsh roots and 'local values' centred on sustainability, bilingualism and providing opportunities for the next generation of planners. Originally from Montgomeryshire and now living in Conwy, Sioned joined the practice as a graduate 13 years ago and is determined to build on its history while embracing technological and legislative advances in the sector. As she prepares to take her place on the panel at Place North West's sub-regional briefing event, where they will discuss developments and challenges facing the industry and the current housing landscape, she admits there is a need for a more simplified, joined-up approach to the current planning system, given the differences in England and Wales. 'There are consultations ongoing via the Welsh Government with regards housing, and there is planning reform in England, but a lot of people are unaware of the big changes ahead and differences in each country,' said Sioned. 'That is a USP for us, that we are on top of the legislation on both sides of the border and have fed into a task group in Wales looking at affordable housing, another crucial issue given the need for more funding, better infrastructure in rural areas especially, and leadership to provide solutions and identify targets, because at the moment the process is far too complex.' Looking ahead to the future, she said: 'I have been a part of Cadnant from the beginning, so I'm very excited to see where we go from here. 'There have been a lot of changes along the way, we have expanded our base at Riverside Business Park and navigated the Covid pandemic – where the breadth of our offering ensured we were relatively unaffected. 'Rhys and I have kept moving forward and have been busy throughout. We now have a very strong team at present having been successful in recruiting in a tough market over recent years. 'We have a brilliant team here and we're looking to do even more from our Conwy office and from our Pulford base in Wrexham, Flintshire, Chester and beyond – we can't wait for the next chapter.' Rhys, from Anglesey, says the business is in 'very safe hands' and is proud of its legacy. He added: 'The business was set up from nothing, initially it was just me in a small office in Conwy, then the two of us and now there is a core team of six across several disciplines – we have worked very hard to establish ourselves over that period. 'From this point it will be Sioned driving things forward. I am delighted for her and know Cadnant Planning will continue to go from strength to strength.'
