‘Why schools can't solve it alone': New book tackles chronic absenteeism

Researchers Sarah Winchell Lenhoff and Jeremy Singer have been studying chronic absenteeism in Detroit for years, talking to scores of parents, students, educators, and school administrators along the way, and keeping track of many school efforts to reduce absenteeism.
One thing they've learned during that time is that no matter how much passion schools put into solving the chronic absenteeism problem, they may be fighting a losing battle. That's because while chronic absenteeism 'is a problem for schools,' it's not a problem that can be solved by schools.
Their new book, 'Rethinking Chronic Absenteeism: Why Schools Can't Solve it Alone,' which was released Tuesday by Harvard Education Press, explains why and provides a road map for what they describe as an 'ecological' instead of an 'educational' approach to addressing chronic absenteeism.
Why? Because poverty weighs heavily into the reasons students miss school, particularly in communities like Detroit where the overwhelming majority of students come from low-income homes.
Chronic absenteeism has been a problem in Detroit for years and is also affecting school districts across Michigan. Statewide, nearly 30% of students were considered chronically absent, meaning they missed 10 or more days of school, during the 2023-24 school year, according to state data. In the Detroit Public Schools Community District, the rate was nearly 66%. Many charter schools in the city also have high rates of chronic absenteeism.
The pandemic fueled a surge in chronic absenteeism, though rates have since decreased.
The book has a number of recommendations for policymakers, school and district leaders, and community-based organizations and coalitions.
'I hope that folks outside of education pick up the book and think yes, there's a role for me in health, or for me in housing, for me in transportation, or for me as a lawmaker,' said Singer, an assistant professor of educational leadership and policy studies at Wayne State University.
For policymakers, who have the power to legislate change, the authors recommend they substantially increasing efforts to reduce poverty, eliminate punishments for schools and students for chronic absenteeism, invest in systems to ensure students have the resources they need, and reduce the emphasis on chronic absenteeism within school accountability systems.
Lenhoff said she hopes the book will shatter stereotypes people may have that children who are chronically absent aren't motivated to attend school and that their parents don't care.
'Detroit parents want their kids in school,' said Lenhoff, the Leonard Kaplan Endowed Professor and an associate professor of educational leadership and policy studies at Wayne State. 'Many parents, even parents who have kids with really good attendance, are going to extremely great lengths to get their children to school, coordinating all kinds of different resources and backup transportation.'
Lenhoff and Singer lead the Detroit Partnership for Education Equity & Research, or Detroit PEER, with Lenhoff as its director and Singer as its associate director.
Chalkbeat talked with Lenhoff and Singer in a wide-ranging interview about chronic absenteeism.

Lenhoff: That's a big reason why we wrote this book was feeling a real need to have an intervention on the current discourse around chronic absenteeism and attendance in schools. In Michigan, and the majority of states around the country, chronic absence is counted against schools when they have many students who are missing lots of school. We have observed how that has seeped into the everyday practices of schools, such that lots of people are thinking about chronic absence, lots of people are trying to do something about it. They're spending a lot of time on things that may not have a lot of benefit for students, may not be able to improve attendance, which means that they're not spending time on other things that might be more within their scope of influence.
The second big thing is we really wanted to expand the table of people and institutions who are thinking about student attendance as part of their scope of work. Primarily schools are like the only institutions where we look to solve this issue. Lots of other institutions are maybe even in a better position to solve some of the root causes that are keeping kids from school … things like housing instability, things like transportation inequity, health inequity, you know, a lot of these things are really far outside what schools can do, and so looking to other institutions to see what they can do to improve conditions for student attendance seems like a really important move.
Lenhoff: It's all the more difficult in the current political climate where schools are likely to have less funding, not more. There's going to be a deemphasis on things like social welfare programs and affordable housing, and equitable transportation. Things we think can make a difference are in this current federal political climate going to be really challenging to pull off. What I would say now is that working closely with the nonprofit community, with the kind of local government agencies that you already have connections with that are maybe already trying to do things around youth programming or supportive work with families, and just trying to connect the dots with attendance. A lot of groups are already thinking about kids. They're thinking about families with kids — how to better support them, how to increase employment opportunities, increase extracurricular engagement. All these things, we think could have a positive effect on attendance, and they might require a little bit of coordination on the school side.
Singer: If there are policymakers who are thinking, 'What could we do now, knowing that we have an important role to play,' it could make sense to even just try small block grants or pilot programs that can help schools try some creative things in partnership with community organizations or other state agencies. The same goes for philanthropy. Foundations might be able to play a role in just helping to pilot something that might be otherwise unattainable financially, like giving rideshare credits or experimenting with some new form of … transportation, or some kind of new health intervention or providing health services. If there's a way to try them at a smaller scale and start to identify promising models that we could then expand to other places that would be a great opportunity.
Singer: We have a mayoral race coming up, and I'd love to see the next mayor of Detroit both acknowledge this as an issue but acknowledge the roots of this issue in the right way. We've heard Detroit Superintendent [Nikolai] Vitti speak to this issue in terms of identifying the root causes of poverty and inequality and the long history of that. Public figures can play a really great role in helping to set the tone for how we think about these problems. And so hearing the mayor speak to the fact that the city and departments within the city need to play a role in the solution — because the problem lies in things like transportation challenges, health problems, financial strain on families, housing issues —would be a really great place to start.
Lenhoff: it's likely to be a priority for any new administration focused on economic and neighborhood development, right, and trying to increase the population of Detroit, or at least stabilize it, those conversations by and large, you know, to the extent that I'm aware of them, largely don't have have much to do about schools. Schools are not often at the table in those conversations about which neighborhoods we're going to invest in, where we're going to cite affordable housing, where we're going to invest in new commercial activity. if you're trying to make a walkable neighborhood, a school should be part of that calculus, that you should be able to walk to a local public school, and because it's an important resource. The affordable housing piece is essential. You know, investing in affordable housing that is big enough for families and that's near schools, right? I've heard folks talk about building affordable housing for families, and they're like, one-bedroom units. What does a family actually need to live in a home over the long term and stay there?
Lenhoff: Some of the big ones have to do with the punitive approaches to student attendance. We've seen some move to deficit thinking about family … leads to this dynamic where the school is maybe not trying to build a trusting relationship with a family so that they can (learn) what barriers they face. The book shows that it's really time consuming to build strong relationships with families. But that can be the root of figuring out what's going on and solving those issues. Instead, schools are spending a lot of time on things that maybe take less time, and maybe are less costly, but maybe don't have the weight of building those strong relationships. One example is we see a lot of short-term, incentive-based approaches. Schools love incentives. They love, you know, they love to celebrate the kids, and they should. But there's very little evidence that those sorts of things actually improve attendance.
Lenhoff: It's ultimately a reflection of schools and districts getting to the end of their rope and feeling like they're not able to fully solve this issue alone. But these are counterintuitive ways of solving the problem, because they erode the very things that are at the core of good attendance. So punitive approaches like court prosecution can erode school family relationships and weaken families, parents and students, ties to the district, that sense of belonging or engagement. You know, taking away social services is getting rid of resources that are crucial to actually enabling regular participation in school if a family has financial issues or some, some host of problems relating to those that cause them to miss school.

The Republican-controlled House passed two bills last week that would bar transgender girls from competing on girls sports teams. But Democrats, who control the Senate, say they will not consider the legislation. 'Our legislative agenda is long and attacking kids is not on it,' Senate Majority Leader Winnie Brinks, a Democrat from Grand Rapids, told Chalkbeat in a statement. Failure to take up the Republican-sponsored bills could draw unwelcome political attention to Michigan at a time when the Trump administration has targeted for investigation states that don't comply with its view on Title IX, the federal civil rights law that prohibits discrimination based on sex. Since taking office for the second time, Trump has issued several executive orders targeting the rights of transgender Americans. One in January said the U.S. government would only recognize two genders, male and female, while another issued that month attempted to ban gender-affirming health care for transgender youth. A February executive order called for schools to block trans girls from competing on girls sports teams. Trump has threatened to withhold federal funding from schools that don't comply with his executive orders. Executive orders cannot override existing state and federal statutes, though, and there have been legal challenges to the constitutionality of Trump's executive orders. But the Trump administration's threats to states that don't comply with the order have stoked fears over how he intends to enforce it. Multiple federal agencies opened investigations into Maine this year after a heated exchange between Trump and the state's Democratic governor, Janet Mills, in which she promised to follow the state's law protecting transgender rights. In one of those federal cases, a judge issued an injunction to stop the government from freezing federal funds to the state. But there are two other open cases that have been assigned to the Department of Justice to enforce. U.S. Attorney General Pam Bondi has said other states are at risk of losing federal funding for Title IX violations, specifically singling out California and Minnesota. Officials in those states have said their civil rights laws preclude them from complying with Trump's executive order. Bondi's office announced Wednesday that it has opened an investigation into California. Like some other states, Michigan recently expanded state protections from discrimination on the basis of sexuality and gender identity and expression. The expansion of those protections two years ago has long been a signature issue for Democratic Gov. Gretchen Whitmer. She signed the expansion of the state's Elliott-Larsen Civil Rights Act in 2023, saying in a statement that 'Michigan is a place that will fight for your freedom to be yourself.' It is possible what has happened in Maine could happen in Michigan, said Nancy Chi Cantalupo, associate professor of law at Wayne State University. 'But what is happening in Maine is in no way a success for the current administration at this point,' she said, noting that the federal government has never withdrawn funds from a state under Title IX or any other civil rights statutes it enforces. 'It's not like there's a light switch the federal government can use to just turn off federal funds at its whim,' she said. 'There are a lot of steps it has to go through.' Brinks did not respond to a question about whether she or others in the Democratic Party have concerns Michigan may be targeted by the Trump administration. Whitmer's office did not respond to questions about the bills. In Michigan, a prohibition against trans girls competing on girls sports teams would affect few athletes statewide. The Michigan High School Athletic Association, the private organization that runs the state's high school sports competitions, said there were no trans girls competing on spring sports teams this year. None played on winter sports teams, while two played on fall teams. About 25 states have already passed similar laws restricting trans girls from playing on sports teams aligned with their gender identity. Advocates for transgender rights say sports bills aren't really about limiting the teams trans girls and women can play on. 'If this bill were just about sports, it wouldn't be proposed in coordination with all of these other anti-trans bills [nationwide,]' said Kye Campbell-Fox, a research assistant and laboratory manager at Michigan State University, who studies the impact of legislation targeting the rights of trans kids. 'This is a coordinated campaign to push trans people out of public life.' Though the Michigan bills have effectively died, advocates say lawmakers' focus on the issue — and the language they often use to talk about trans athletes — is still harmful to all trans children. The Michigan bills, for example, referred to trans girls as 'biological males,' ignoring their gender identities. And some lawmakers have said that the presence of trans girls in locker rooms could lead to sexual violence against other girls. Rep. Mike Harris, a Republican from Waterford, said during a hearing for the bills that he was concerned about the potential for sexual assault if trans girls use girls locker rooms. 'I don't think it's appropriate to place biological boys and girls in the same room, to strip down naked next to each other,' he said. There is no evidence to support the idea that trans girls will assault other girls, though there is evidence that trans populations face increased risks when they use bathrooms according to the sex they were assigned at birth. Republican lawmakers' rhetoric has emboldened some students and adults to feel freer to make hateful remarks, and LGBTQ+ youth are being affected by it. 'I'm hearing a lot of fear from youth,' said Jude Krajnyák, a regional coordinator for a research policy project at the Michigan Organization on Adolescent Sexual Health. 'Things everyone else gets to take for granted — like playing soccer in middle school — are rights that are being taken away from us.' Krajnyák said he heard from a trans girl in middle school who gave up on playing soccer because she said 'it's just not worth' the backlash. Currently, the Michigan High School Athletic Association determines eligibility for trans girls to play on girls teams on a case-by-case basis. The executive director of the association, Mark Uyl, makes the determination based on a number of factors, including what gender is recorded on the students' school documents and other paperwork. Students are also asked whether they've begun hormone therapy and gender-affirming surgeries. 'The MHSAA asks for documentation on therapy and surgery as our policy allows for a waiver to be both approved and denied — and part of that decision is based on where in the transitioning process a student is at the time,' Geoff Kimmerly, director of communications for the association, told Chalkbeat. The policy went into effect in 2012, according to the association. It aligned with federal law during the Obama administration, as well as federal requirements from the Office for Civil Rights during Trump's first term and Biden's presidency. 'The MHSAA follows and will continue to follow all applicable state and federal laws,' said Kimmerly in a statement. 'We are monitoring developments in this regard closely.' Bronx high school student Dylan detained by ICE asks judge to order his release

Dylan, the 20-year-old Bronx public school student arrested by federal immigration authorities sued the Trump administration late Thursday night over his ongoing detention in Pennsylvania. The 'habeas corpus' petition asked a western Pennsylvania federal judge to find Dylan's arrest was unconstitutional and violated his due process rights — and order his immediate release. 'As long as he remains detained, his health is at continued, serious risk; his ability to [seek a green card] is jeopardized; and he will fall behind on his schoolwork,' read the suit. The complaint, which was first reported by Chalkbeat, names Todd Lyons, the acting director of U.S. Immigrations and Customs Enforcement, Kristi Noem, the Secretary of Homeland Security, and Pennsylvania-based immigration authorities as defendants. The Daily News has withheld Dylan's last name at the request of his family. Dylan, who fled persecution in Venezuela, is currently being held at the Moshannon Valley Processing Center in Clearfield County, Penn. He has no criminal history and entered the country legally with humanitarian parole under President Biden. He and his mother appeared on May 21 without a lawyer for a routine court hearing, where the federal government asked a Manhattan immigration judge to dismiss his case. Late last week, his newly retained lawyers at the New York Legal Assistance Group filed a motion to reconsider the dismissal. On their way out of the courthouse, two plainclothes ICE officers followed them into an elevator, handcuffed Dylan and threatened to take in his mother if she tried to record his arrest on her cellphone, according to court documents. His lawyers allege the dismissal was part of a new 'coordinated practice' to transfer Dylan and others out of standard proceedings into a process known as 'expedited removal,' which offers fewer protections. They say the student was selected at 'random.' Removal proceedings are overseen by immigration judges, who are part of the U.S. Department of Justice. Through the process, people can gather evidence and present witnesses, and appeal deportation orders up to the Board of Immigration Appeals and the Circuit Courts of Appeals. By contrast, the expedited removal process — which has been greatly expanded during the Trump administration — is overseen by DHS. That means Dylan and other immigrants in his position have no opportunity to bring their case before a judge or appeal their decision, the lawyers said. DHS earlier this week condemned a Biden-era asylum process that allowed immigrants like Dylan to enter the country with a notice to appear before a judge. The agency claimed President Trump has reverted back to following the law and that the student and others in his position should have faced expedited removal from the beginning. 'If individuals have a valid credible-fear claim, they will continue in immigration proceedings,' officials said in a statement, 'but if no valid claim is found, aliens will be subject to a swift deportation.' Dylan's interview with DHS over his fear claim was Thursday morning. If decided in his favor, his case would revert back to the regular deportation process, according to the suit — but he would remain in detention 'far from loved ones and counsel.' His claim remained pending as of the petition's filing. His lawyers claim he did not meet the requirements for an expedited removal due to the length of time he's been in the United States and that he was legally paroled into the country when he entered. 'The government has not justified why it specifically targeted, arrested, and detained Dylan, a high school student without a criminal record and abiding by all immigration laws and procedures,' read the complaint. And the harms of continuing to detain Dylan may be irreparable, the habeas petition argued. Dylan has a chronic illness related to his stomach, according to his lawyers, which his doctors are still trying to diagnose and treat. The process has required various medical tests to determine whether his symptoms are indicators of cancer or Crohn's disease, and on Tuesday, he got results back that require an in-person appointment as soon as possible. Before he was arrested, Dylan was also in the middle of a process to obtain what's known as Special Immigrant Juvenile (SIJS) status based on the death of his father, which would give him a pathway to a green card. He had a hearing scheduled in that process for Friday, which his lawyers expected to miss. Dylan turns 21 later this year and would no longer be eligible for that process. While the case plays out, Dylan's lawyers requested that he remain in Pennsylvania. Since he was taken into custody, Dylan has been moved between facilities in Pennsylvania, Texas, Louisiana and New Jersey. His lawyers accused the federal government of misrepresenting Dylan's whereabouts and said they were unable to speak with Dylan until Wednesday morning — a week after his arrest. In the year and change he was in New York, Dylan enrolled in ELLIS Prep, a program for English learners overaged for traditional high school. Dylan was granted work authorization and took care of his two younger siblings. While his mom worked long hours, he picked the kids up from school. And with the help of his supplemental income as a part-time delivery driver, they were able to move their family out of a homeless shelter — and into their own apartment. New York politicians and immigration advocates have condemned Dylan's detention, including a protest on the steps of the public school system's headquarters on Thursday, which drew hundreds of supporters and even the city schools chancellor. After distancing himself earlier this week from Dylan's arrest, Mayor Adams under pressure from local lawmakers on Friday released a statement that he was 'sad to learn of this incident,' especially since Dylan was following a legal process. 'Keeping New Yorkers safe has always been Mayor Adams' top priority,' said his spokesman Zachary Nosanchuk, 'and he has been clear that our city is less safe when people are afraid to use public resources — like sending their children to school … or partaking in legal proceedings at court.'
