Lodi's budget up 8.35% on rising costs
Jun. 7—The Lodi City Council approved the 2025-26 budget on Wednesday, and staff said the $291 million spending plan reflects an 8.35% increase over last year. The increase was primarily driven by rising staff costs, supplies and materials, staff said. Despite a slowing economy, general fund revenues are expected to see a modest 4.1% increase. "Our budget and finance team has done a great job managing our resources," Mayor Cameron Bregman said. "Because of smart planning and solid reserves, we're in a good spot to handle an uncertain economy without cutting essential services. We'll keep focusing on what matters most — supporting public safety, growing our local economy, and taking care of our proud community." The projected increase in revenues comes from recently approved Parks, Recreation and Cultural Services facility rental rate hikes, as well as an anticipated $560,000 in annual rental income from a new power plant on the south west side of Lodi Lake and $1.7 million of interest income. Reserves will continue to support park improvements, information technology upgrades and vehicle and equipment replacements, staff said. The budget also includes investments in capital infrastructure, deferred maintenance and addressing the city's underfunded pension liabilities. For example, $16.9 million has been allocated to infrastructure projects that include water main rehabilitation, signal improvements at the Ham Lane and Turner Road intersection, security cameras at city parks, the Ham Lane widening project, and transit facility repairs and upgrades. "Operating within a constrained fiscal environment, particularly within the general fund, required deliberate reflection and thoughtful choices to ensure a balanced and responsive plan to sustain our core services," Acting City Manager James Lindsay said. "To align our resources with current market conditions, we implemented a series of mitigations totaling $7.4 million to balance revenue assumptions and expenses." In addition, the budget includes allocating $2.23 million from existing reserves to cover worker's compensation, general liability, and property liability coverage; cutting a proposed $154,000 increase in the Lodi Police Department's part-time budget for pay raises to retired annuitants; reducing department budget requests by about $952,000; and eliminating a proposed $2 million budget for a new facility internal service fund. The 2025-26 draft budget is available online at and the adopted budget book will be available in the coming weeks after approved updates have been completed.

Trump's Proposed Cut Would Deal Serious Setback to California High-Speed Rail
The Trump administration's plan, announced this week, to terminate $4 billion in grants to California's bullet train project could delay the start of even limited passenger operations on the nation's largest infrastructure project for what some analysts said could be as long as a decade. Even if the state can eventually win a legal challenge or a future president elects to restore the money, the project, already plagued with delays and funding shortages, is facing one of the most serious setbacks in its 17-year history. The project to link Los Angeles and San Francisco with a high-speed train that could make the trip in two hours and 40 minutes has already been scaled back numerous times, as costs spiraled and construction schedules faced repeated delays. Until now, however, the California High-Speed Rail Authority always had enough money in the bank to take incremental steps forward. But over the last four years, the state has drawn down almost all of a $9 billion bond that voters approved in 2008. Losing the federal grants will put the project on a near starvation diet to complete even the limited, 171-mile initial segment in the Central Valley, linking Merced and Bakersfield, both of which are far from the state's major population centers. 'I don't think we are going to see electric trains running on track from Merced to Bakersfield for a long, long time,' said Louis Thompson, a railroad veteran who spent more than a decade as chairman of a state-appointed peer review panel for the rail project. 'Not in 10 years with no federal money. This is reality, and reality is painful.' If the Transportation Department moves forward with terminating the grants next month, as it has said it intends to do, it is likely that California will file suit to challenge the decision, a case that could drag on for years. Canadian National Railway Company (NYSE:CNI) announced plans to invest around C$80 million in New Brunswick and Nova Scotia as part of its 2025 capital investment program. The funds will go toward track maintenance and key infrastructure upgrades to enhance rail operations in the region. This includes improvements to Canadian National Railway Company (NYSE:CNI)'s railyards and the CN Autoport facility in Eastern Passage, N.S., aiming to ensure the safe transport of goods and support long-term sustainable growth in Atlantic Canada. Tracy Robinson, President and Chief Executive Officer of CN, made the following statement: "We believe that investing in our network is about building for the future. Our continued infrastructure investment in New Brunswick and Nova Scotia will help strengthen the resiliency, and efficiency of our network across Atlantic Canada. Our focus remains on providing exceptional service to our customers and supply chain partners, supporting strong economic growth for North America and across the communities where we operate." Last year, Canadian National Railway Company (NYSE:CNI) invested about $84 million in the same provinces, mainly for infrastructure upkeep such as rail and tie replacements, grade crossing upgrades, and structural maintenance. Each year, the company helps drive the North American economy by safely moving over 300 million tons of natural resources, manufactured goods, and consumer products for its customers. While we acknowledge the potential of CNI as an investment, our conviction lies in the belief that some AI stocks hold greater promise for delivering higher returns and have limited downside risk.
