The Cooking Gas Operation (OPS GASAK) is currently underway from 1 May to 31 October 2025. Its main focus is to curb illegal activities such as decanting, smuggling, and misuse by medium- and large-scale industries.
The legal authority underpinning OPS GASAK is the Supply Control Act 1961, the Price Control and Anti-Profiteering Act 2011, and the Supply Control (Amendment) Regulations 2021, known as PPKB (Amendment) 2021. This operation does not introduce any new policy or regulation, let alone involve any cutting or removal of LPG subsidies, as alleged by certain parties.

Kota Kinabalu: The Sabah Hotel, Resort & Restaurant Employees Union (SHRREU) hailed the official working visit by Human Resources Minister Steven Sim Chee Keong as a historic moment for workers in the State. SHRREU Secretary-General Mohd Shahbudin Abdullah said this marks the first time a Federal Human Resources Minister visited SHRREU's office, a gesture the union described as meaningful and long overdue. 'For decades, no minister has come down to meet with workers in Sabah. Steven's visit shows real commitment to hearing our voices,' he said, recently. During the visit, the union thanked the Minister for delivering on a key promise, the enforcement of the Sabah Labour Ordinance (Amendment) 2025, which was gazetted on May 1 after years of delay. He also emphasised that the amendment brings much-needed updates to labour protections in Sabah, aligning them more closely with standards in Peninsular Malaysia. 'We waited since 2022 for this amendment. Thanks to the Minister's strong leadership, it's now a reality,' Shahbudin said. SHRREU also welcomed the introduction of the Madani's Card Worker, a discount card for union members that offers savings of up to 30 per cent to help with the cost of living. The union urged the ministry to include more Sabah-based vendors to ensure workers in the State can benefit fully. 'We appreciate the initiative, but hope more local partners can be added so Sabah workers aren't left behind,' he said. The union also raised concerns over salary disparities, noting that long-serving workers often receive the same pay as new hires — an issue that has created long-standing dissatisfaction. They urged the ministry to review the policy and offer fairer wage structures. Additionally, SHRREU expressed gratitude for being appointed to the Sabah Labour Advisory Council (SLAC), describing it as a meaningful recognition of the union's role in representing workers' interests. Armizan: Committee set up to review subsidised LPG regulations
KUALA LUMPUR: A technical committee has been established to review the need for amendments to the Control of Supplies (Amendment) Regulations 2021, particularly in relation to the use of subsidised liquefied petroleum gas (LPG). Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the committee, chaired by the ministry's secretary-general, has been operational since the launch of Ops Gasak on May 1. "A full report from Ops Gasak will serve as the primary basis for consideration in improving the current regulations. "Among others, recommendations and input from various parties will also be considered before being brought to the Cabinet," he said in a statement yesterday. Ops Gasak, which runs from May 1 to Oct 31, aims to curb illegal activities such as decanting (transferring gas from subsidised LPG cylinders to non-subsidised ones), smuggling, and the misuse of subsidised LPG by medium and large-scale industrial sectors. Armizan said Ops Gasak is being carried out under the Control of Supplies Act 1961, the Price Control and Anti-Profiteering Act 2011, and the Control of Supplies (Amendment) Regulations 2021, without the introduction of new policies or subsidy cuts. "There has been no subsidy removal, as alleged by certain parties. However, this enforcement exercise is to ensure that subsidies reach their intended recipients," he said. He acknowledged that some issues have arisen within the food and beverage sector, but said the current approach towards such premises focuses on advocacy and inspection, with no legal action taken so far. The Control of Supplies (Amendment) Regulations 2021, which came into force on Oct 15, 2021, limits the use of subsidised LPG to a maximum of 42kg at any one time for commercial purposes. Any party exceeding this limit must obtain a Scheduled Controlled Goods Permit and switch to non-subsidised LPG. Armizan said some food and beverage traders have raised concerns that the regulation places pressure on their business costs, which in turn could affect food prices. "However, it must be understood that LPG subsidies are intended for household use, not commercial operations. "Current regulations still allow the use of up to 42kg, equivalent to three 14kg cylinders, without the need for a permit," he said. He said any intention to use more than three subsidised cylinders at a time would require an amendment to the existing regulation. "Such considerations must take into account various factors, including the scale of the business and food pricing. "For example, chicken rice is sold at prices ranging from RM8 to over RM20 per plate, yet all traders currently receive the same subsidy," he said. Armizan stressed the importance of monitoring mechanisms and control elements, such as the use of permits, to prevent illegal activities like decanting for below-market sales or smuggling abroad. "For instance, subsidies for a business using five cylinders daily could amount to RM6,510 a month, and up to RM13,020 for those using 10 cylinders daily, all funded by public money," he said. He said all recommendations, data and insights from the implementation of Ops Gasak would serve as the main reference in determining whether amendments to the Control of Supplies (Amendment) Regulations 2021 are necessary, and if so, what form they should take.

One-Stop Labour Service Centre

Kota Kinabalu: The Human Resources Ministry (Kesuma) will establish a One-Stop Labour Service Centre in Sabah as a new initiative to consolidate various employment-related services under one roof. Its Minister Steven Sim said the setting up the centre marks the latest step towards expanding this initiative throughout the country. 'We hope this one-stop centre will be realised in the months to come. 'All worker-related issues, whether concerning the Labour Department, Department of Industrial Relations Malaysia, Department of Trade Union Affairs, Perkeso (Social Security Organisation) and so on, can be referred to one place only. Workers no longer need to travel back and forth to various offices,' he said in a statement after making a working visit to the Sabah Medical Services Union (SMSU), here, Tuesday. Sim said the passing of the Sabah Labour Ordinance and Sarawak Labour Ordinance in Parliament last year was a major achievement for Kesuma because it was finally passed after being delayed for over 20 years. 'This step allows for the alignment of workers' rights and protection across the country. We cannot let workers in Sabah and Sarawak continue to lag behind in terms of protection. The success of amending these ordinances is not solely my effort but a collective one with the Malaysian Trade Union Congress, trade unions, the State Government and Kesuma officers. 'The Sabah Labour Ordinance (Amendment) Act 2025 and Sarawak Labour Ordinance (Amendment) Act 2025 have come into effect from May 1, 2025, except for Part IVA, which contains special provisions related to minimum standards for housing, accommodation and worker facilities,' he said. In the meantime, Sim hopes SMSU can increase its membership from 8,000 to 10,000, in line with the national target to double the number of union members from one million to two million. 'Joining the union means we strengthen the voice of the workers. With balanced bargaining power, only then will workers' welfare be more assured. 'To encourage participation in the union, Kesuma launched the Madani Employee Card initiative, which offers discounts ranging from 10 to 30 per cent at selected premises and businesses. 'Efforts to involve more companies are also actively being pursued to expand benefits for every member,' he said. SMSU President Ajulahin Japin said they appreciate the various reforms brought since Sim took the lead in Kesuma, especially involving the full enforcement of the Sabah Labour Ordinance on May 1 this year, as well as the official establishment of the Sabah Labour Advisory Council (SLAC) on May 13.
