Ryanair boss Michael O'Leary rails against EU law costing passengers £7 per flight
Twenty years after European air passengers' rights legislation came into effect, airline bosses say the rules – known as EU261 – are costing €8bn per year.
Meeting in Brussels, the CEOs of the leading European airline groups said the burden of meeting the regulations is passed on to passengers in higher fares.
Michael O'Leary, chief executive of Ryanair, told The Independent: 'EU261 is costing each one of our passengers €8 (£7) on their ticket price.'
Ourania Georgoutsakou, managing director of the pressure group Airlines for Europe, said: 'The European Commission has confirmed that 261 as it stands today costs €8bn a year. So clearly there's a need to be reformed.
'There's a couple of easy fixes that Airlines for Europe see. First, a list of 'exceptional circumstances'. The courts that have to apply these rules are swamped with requests and paperwork.
'The other is to extend the delay threshold.'
At present passengers' entitlement to care begins at two hours on shorter flights. Mr O'Leary told The Independent: 'ATC [air-traffic control delays] starting from next weekend will be considerably more than two hours on many flights.'
Carsten Spohr, chief executive of the Lufthansa Group, told The Independent: 'Passengers are paying more for EU261 than the airlines are making in profits.'
Apostolos Tzitzikostas, the European sustainable transport and tourism commissioner, said: 'Negotiations on passenger rights reform are moving forward.
'We cannot create rules that overwhelm the industry with financial burdens, that risk holding back growth. So we need to balance financial stability for airlines with strong protections for passengers.'
Under the European air passengers' rights rules, which the UK copied and pasted after Brexit, airlines have a duty of care at times of disruption – such as the closure of Heathrow airport last Friday following a power cut.
At least 250,000 passengers had their flights cancelled on Friday and Saturday.
The Independent calculates the cost of care and new flights for them, together with the loss of revenue from cancelled departures, was around £100m.
British Airways, which has more than half the flights at Heathrow, is most exposed to the loss.
Sophie Chapman, Heathrow's surface access director, told the London Assembly on Thursday morning: 'The airport is using power like the size of a small city, so it really is very difficult to build resilience for all of the power that the airport would use.'
She also said: 'The airport took action overnight to ensure that a full service could run on Saturday and that's exactly what happened.'
More than 100 flights to and from Heathrow were cancelled on Saturday, adding to the 1,300-plus cancellations on Friday.

A day that began meeting with local agencies in the NFL's glass-enclosed eighth-floor office overlooking Leicester Square ended along the banks of the Thames, where a 'Chiefs cab' was the meeting point to surprise a local fan with a ticket giveaway. 'The UK is another puzzle piece in the larger globalization of the brand,' said Lara Krug, the team's chief media and marketing officer, echoing a franchise theme of becoming the ' world's team.' Krug led the team's delegation that included business, social media and public relations representatives. Besides marketing agencies, they also met with NFL officials. The takeaways were clear for growing the Chiefs' fanbase. 'One, that 12-to-24 (aged) audience is where there is the biggest opportunity,' she told The Associated Press. '(They're) very much into the cultural part of the NFL and the Americana of it all.' Second, find creative ways to connect to local fans. The Chicago Bears did soccer-style jerseys last year for their London game. 'The league and the clubs have done a great job on growing the game,' Krug said. 'We see the opportunity of reaching more fans and doing it from a cultural lens.' Mahomes, Kelce and KC Wolf Expanding your fan base is much easier when your quarterback, Patrick Mahomes, is the face of the league, and your star tight end, Travis Kelce, is dating global pop star Taylor Swift. 'For now, we don't want to cap it,' Hodgson told the AP. 'We see the benefit of these teams being involved in the market. It's something that the NFL will monitor, not just in the UK but in all the markets that the global markets program exists in and make sure that all of the clubs can be successful in all the markets they're in.'

Trump again questions NATO's collective defense guarantee ahead of summit
THE HAGUE, Netherlands (AP) — President Donald Trump on Wednesday once again raised questions about America's commitment to defend its allies should they come under attack as he prepared to join a NATO summit in the Netherlands. Just as he did during his first term in office, Trump suggested that his backing would depend on whether U.S. allies are spending enough on defense. He's demanded that European allies and Canada dedicate 5% of GDP to their security. On the eve of the meeting in The Hague, Trump told reporters aboard Air Force One that his commitment to Article 5 of NATO's founding treaty – the organization's collective security guarantee – 'depends on your definition.' 'There's numerous definitions of Article 5. You know that, right?' Trump said. 'But I'm committed to being their friends.' He signaled that he would give a more precise definition of what Article 5 means to him once he is at the summit. As a candidate in 2016, Trump suggested that he as president would not necessarily heed the alliance's mutual defense guarantee. In March this year, he expressed uncertainty that NATO would come to the United States' defense if needed. What Article 5 says Article 5 is the foundation stone on which the 32-member North Atlantic Treaty Organization is built. It states that an armed attack against one or more of the members shall be considered an attack against all members. It also states that if such an armed attack occurs, each member would take, individually and in concert with others, 'such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.'' That security guarantee is the reason previously neutral Finland and Sweden sought to join NATO after Russia launched its full-scale invasion of Ukraine in 2022 and why Ukraine itself and other countries in Europe also want in. When it has been invoked Article 5 was only invoked once, in the wake of the September 11, 2001, terror attacks on the United States, paving the way for NATO's biggest ever operation in Afghanistan. But NATO allies have also taken collective defense measures, including joining the U.S. to fight the Islamic State group in Syria, Iraq and Afghanistan, as well as help keep the peace in the Balkans. The Three Musketeers-like pledge of all for one, one for all, is at the heart of NATO's deterrent effect. To question it too loudly might invite an adversary to test it. European officials have said that Russia is planning to do just that. The impact of Article 5 on Ukraine NATO's credibility hinges on Article 5 and its commitment to offer membership to any European country that can contribute to security in Europe and North America. But Ukraine, currently in the middle of war with Russia, might oblige all 32 member countries to spring to its defense militarily, potentially igniting a wider war with a nuclear-armed country. Trump is vetoing its membership for the foreseeable future. Article 5 becomes problematic when the territory of a member is unclear. For instance, Russian forces entered Georgia in August 2008, a few months after NATO leaders first promised the country it would join, along with Ukraine.
