Man hurt by bullet in Central Catchment Nature Reserve during army live-firing exercise
SINGAPORE - A man was injured by a bullet and sought medical assistance at a hospital, said the Ministry of Defence (Mindef) on June 16.
A 42-year-old man suffered a gunshot wound in his left lower back on June 15, said the police on June 16.
He had been cycling with his friends within a forested area of the Central Catchment Nature Reserve – between the Upper Seletar and Upper Peirce reservoirs – that was gazetted for SAF live-firing, said a Mindef spokesman.
His friends took him to National University Hospital.
An SAF authorised live-firing exercise at its Nee Soon Range was ongoing about 2.3km away from the incident that injured the man.
Live-firing activities at the range have been suspended.
Investigations by the police and SAF are ongoing. No foul play is suspected.
Under the Military Manoeuvres Act, unauthorised persons are not allowed to enter gazetted areas designated for SAF live-firing in consideration of their own safety, said Mindef.
The area has signs warning against unauthorised entry, said the police.

According to the police, the forested area where the man had been cycling is marked with signage warning against unauthorised entry into a live-firing zone. At the time of the incident, the SAF was conducting an authorised live-firing activity at its Nee Soon 500m Range, about 2.3km away from where the man was cycling. The SAF is working closely with the police and other relevant authorities to further investigate the circumstances of the incident. As a precautionary measure, live-firing activities at the Nee Soon 500m Range have been suspended. At this point, the police do not suspect foul play. Authorities have also reminded the public that under the Military Manoeuvres Act, unauthorised persons are not allowed to enter gazetted areas designated for SAF live-firing, in consideration of their own safety.

However, there are many non-restricted areas within the Central Water Catchment which are near the range and open to the public. MacRitchie Reservoir Park, Upper Peirce Reservoir Park and Lower Peirce Reservoir Park are less than 2km away from the range. Parts of Upper Seletar Reservoir Park are about 500m away. These areas have a network of park connectors, walking corridors, jogging trails and boardwalks. Mandai Boardwalk is also diagonally across from the range. Given their proximity to the range, what safeguards are in place to ensure the safety of park users during live-firing exercises? Have studies been conducted to ensure that these recreational areas are not within the trajectory of stray bullets?
