
India's first compliance-based carbon market set to take shape with draft notification
In a significant move towards decarbonising high-emission industries, the Ministry of Environment, Forest and Climate Change (MoEFCC) has issued a draft notification to establish India's first compliance-based domestic carbon market.
This market, structured under the Carbon Credit Trading Scheme (CCTS) of 2023, seeks to drive industrial adoption of low-carbon technologies and support the country's broader climate goals.
The draft notification outlines Greenhouse Gas Emission Intensity (GEI) Targets for 2025, applying to sectors such as aluminium, cement, chlor-alkali, and pulp and paper. These targets include specific reduction goals for the financial years 2025-26 and 2026-27, aimed at enabling year-wise sectoral decarbonisation.
The government had introduced the CCTS in June 2023 to establish a regulatory framework for carbon credit trading and to facilitate emission reductions in line with India's commitments under international climate agreements.
A total of over 290 entities operating in traditionally high-emission sectors are covered under the draft. A uniform formula has been proposed to calculate and verify emissions, alongside sectoral benchmarking applicable to both integrated operations and standalone units.
The aluminium sector includes companies such as Vedanta, Hindalco, and NALCO, covering sub-sectors like smelters and refineries. In the cement industry, the notification lists UltraTech, ACC, Ambuja, Dalmia, and JSW Cement, producing ordinary Portland and white cement. The pulp and paper industry has also been included, with emphasis on agro-based, integrated, and recycled fibre-based plants.
The chlor-alkali industry, which involves the electrolysis of saltwater to produce chlorine and sodium hydroxide for industrial uses, is also addressed under the draft.
Industry associations have lauded the move, calling it a long-awaited step toward a formal carbon market in the country.
'For the first time, India will have a domestic framework that quantifies emissions across sectors that matter,' said Manish Dabkara, President of the Carbon Markets Association of India and Chairman at EKI Energy Services. 'The notification not only allows for trading credits but also enables companies to reduce in-house emissions, creating space for strategic planning beyond mere compliance,' he added.
The MoEFCC has invited public comments on the draft over a two-month consultation period.

The dividend record date is the designated date on which a company determines the list of shareholders eligible to receive the upcoming dividend payment. Hindustan Zinc dividend record date is fixed as 17 June 2025. 'Please note that the record date for the purpose of determining the entitlement of the equity shareholders for the said dividend, if declared, is being fixed as Tuesday, June 17, 2025,' the company said. Further, as per SEBI regulations, trading window shall remain closed for dealing in securities of Hindustan Zinc for all the Designated Persons from Monday, June 09, 2025, till Friday, June 13, 2025 (both days inclusive), the company added. Meanwhile, Hindustan Zinc had earlier announced that Crisil Ratings reaffirmed its 'Crisil AAA/Stable/Crisil A1+' ratings on the bank facilities and debt programmes of the company. 'Hindustan Zinc will continue to benefit from its favourable capital structure and healthy liquidity, driven by dominant position in the domestic market, high cash flow from the core business, and efficient and integrated operations,' Crisil Ratings said. Hindustan Zinc share price has rallied 28% in one month, and over 18% on a year-to-date (YTD) basis. Over the past one year, Hindustan Zinc shares have fallen 28%, however, the stock has given strong long-term returns. Hindustan Zinc share price has surged 75% in two years and has delivered multibagger returns of 203% in five years. At 12:35 PM, Hindustan Zinc share price was trading 4.17% higher at ₹ 523.15 apiece on the BSE. The low hanging fruit of energy intensity has already been picked. Industry majors have invested in best available technology. Without further investment in technology, can the obligated entities reduce emissions further or will they simply bear the cost of purchasing carbon credits from other better performers? Indian carbon market embedded in global decarbonisation PAT was an autonomous measure to discipline industrial energy consumption. It did not function under any multilateral pressure or even context. CCTS on the other hand will have to respond to linkages and contestation with several carbon markets. CCTS will be a tool to defend Indian industry against cheap imports as well as to gain access to carbon conscious export markets. Vedanta subsidiary Hindustan Zinc share price jumps after THIS fundraise update worth ₹5,000 crore
Stock Market Today: Vedanta subsidiary Hindustan Zinc share price gained during the intraday trade on Friday, June 6, following a fundraising move of ₹ 5,000 crore. Hindustan Zinc share price gained after Vedanta informed the stock exchanges — the National Stock Exchange of India (NSE) and the BSE — about the update on the fundraise. Vedanta told exchanges that certain undertakings have been provided by the company in relation to the equity shares of Hindustan Zinc Limited. As per the release, Vedanta said that it has has approved the issuance of unsecured, listed, rated, non-convertible, redeemable debentures. These debentures of up to ₹ 5,000 crore will have a face value of ₹ 1,00,000 each, on a private placement basis, in one or more series. Vedant Ltd also said that with regards to the Debenture issue, Axis Trustee Services Limited has been appointed as the Debenture Trustee and a Debenture Trust Deed, dated June 03, 2025, has been executed between the company and Axis Trustee Services Limited. Vedanta Ltd clarified that until full and final redemption of the Debentures, the company is required to directly remain the legal and beneficial owner of 50.1% of the share capital of Hindustan Zinc or HZL (on a fully diluted basis), and directly control Hindustan Zinc. The company is also restricted from creating any security over or disposing of 50.1% of the entire issued share capital or voting rights in Hindustan Zinc Ltd. Hindustan Zinc share price opened at ₹ 501.95 on the BSE on Friday. At the time of opening, Hindustan Zinc's share price was up 2% compared to the previous day's closing price of ₹ 492.10. The Vedanta subsidiary thereafter gained further to intraday highs of ₹ 510.75, and this meant intraday gains of around 3.8% for the Hindustan Zinc share price.
