Elderly couple misses train, wins refund after 3-year battle in court

BENGALURU: A senior citizen couple from Hoodi in Whitefield took on the railways and won after being denied refund for a train journey they never made, as their reserved coach was overcrowded and inaccessible, forcing them to return home.

Bengaluru Urban II additional district consumer commission has pulled up South Western Railway (SWR) for deficiency in service and ordered a full refund along with litigation costs.
The case, earlier dismissed by the forum on July 1, 2023, was challenged again by the couple at the state commission. The appeal was allowed, with the state commission setting aside the earlier order and directing the forum to readmit the complaint.
The story began when Purna Ramakrishna and his wife Hymavathi booked sleeper class tickets on Guwahati Express for March 29, 2022, from Krishnarajapuram (KJM) Railway Station to Vijayawada on April 13, paying Rs 892.5 for the trip. On the day of the journey, after reaching the station by auto (spending Rs 165), the couple was shocked to find their S2 coach - and the entire train - packed with passengers, making it impossible for them to board.
With no railway staff around to assist, they were forced to abandon the journey and return home.
Despite several representations and email follow-ups, the railways neither refunded the ticket fare nor offered any explanation or compensation. Left with no option, the elderly couple filed a consumer complaint citing service lapses.
In their complaint, they said they informed the railways post-departure and expected a ticket deposit receipt (TDR) to be raised.

But no TDR was filed and no refund or compensation issued.
However, the railways, in its defence, denied any service deficiency, claiming that the train was not overcrowded when it arrived at the station. In their written response, railway officials acknowledged their tickets, further stating the train was fully reserved and unreserved travel was restored across the division after Covid. Therefore, they argued, the couple's claims of overcrowding by unauthorised passengers were "false and baseless".
The railways said 134 passengers boarded from KJM on April 13 with no overcrowding complaints - except the elderly couple. Officials noted the duo didn't report any issue to the station master or RPF on duty, and no crowding was flagged by staff on board.
Calling the duo's decision not to board a personal choice, the railways denied any service lapse. It also cited refund rules, saying confirmed tickets are non-refundable unless cancelled or a TDR is filed four hours before departure.
However, the railways' own letter dated May 6, 2022, had admitted a spike in ticketless travel and called for issuing unreserved tickets to curb revenue loss - a point the consumer forum said backed the couple's claim.
Holding the railways responsible for the couple being unable to board the crowded train during its two-minute halt at 11.53 pm at KJM, the panel said internal records can't override on-ground realities. It ruled the couple faced financial loss and mental agony due to a clear deficiency in service, especially when the full fare was collected.
In March this year, the consumer commission ordered the railways to refund Rs 892.5 and pay the complainants Rs 5,000 for deficiency of service, mental agony, and Rs 3000 as litigation costs.

Kedarnath Yatra Generates Rs 200 Crore In A Month Despite 31% Decline In Char Dham Pilgrims

Last Updated: Despite a 31% decline in Char Dham Yatra pilgrims, Kedarnath saw a business boom, generating Rs 200 crore in a month, benefiting hotels, helicopter services, and horse operators Even as concerns mount over a 31 per cent decline in pilgrim footfall across Uttarakhand's Char Dham Yatra this year, the Kedarnath leg of the pilgrimage is witnessing a dramatic upswing in commercial activity, generating business worth an estimated Rs 200 crore in just one month. The Kedarnath Yatra officially began on May 2 with the ceremonial opening of the temple doors to devotees. Since then, over seven lakh pilgrims have braved the treacherous 20-kilometre mountainous trek to reach the revered 11th Jyotirlinga nestled in the Garhwal Himalayas. According to local estimates, the hotel industry has emerged as the biggest beneficiary of the pilgrimage, raking in nearly Rs 100 crore from bookings and stays. Helicopter services, which offer an aerial alternative to the grueling ascent, have brought in Rs 35 crore, ferrying around 33,000 devotees to Kedarnath by air as of May 31. Horse and mule operators, another critical cog in the pilgrimage wheel, have earned Rs 40.5 crore by transporting 1,39,444 pilgrims along the steep path. Further revenue has come from the state-run Garhwal Mandal Vikas Nigam (GMVN), which has generated over Rs 3.8 crore through bookings of rest houses and the now-famous meditation cave, popularised by Prime Minister Narendra Modi's visit in 2019. Meanwhile, the often-overlooked Dandi-Kandi services – manual palanquins used by those unable to make the trek – have witnessed a robust revival. With over 29,000 devotees availing these services, they have contributed Rs 1.16 crore to the local economy. More than 7,000 Dandi-Kandi operators are registered this year, highlighting the strong grassroots employment the Yatra continues to support. Yet, these record-breaking business numbers arrive against a backdrop of diminishing pilgrim presence across the broader Char Dham Yatra. According to a report by the Dehradun-based SDC Foundation, the Char Dham Yatra witnessed a 31% decline in pilgrim footfall during the first two weeks this year compared to the same period in 2024. As reported by PTI on May 15, a total of 6,62,446 pilgrims visited the temples of Kedarnath, Badrinath, Yamunotri, and Gangotri between April 30 and May 13 this year – down from 9,61,302 in the corresponding period last year. Head of the SDC Foundation, Anoop Nautiyal, attributed this steep fall of nearly three lakh pilgrims to military escalations between India and Pakistan following the Pahalgam terror attack in April. 'The military escalation between India and Pakistan in recent weeks has undoubtedly impacted public sentiment and travel confidence. There has been a slowdown in inter-state pilgrim movement, especially from Punjab, Haryana, Delhi, and parts of Rajasthan," PTI reported Nautiyal as saying. 'The Char Dham Yatra, being highly dependent on interstate mobility and group travel, has been directly affected," he added. Despite the decline, Nautiyal expressed cautious optimism that the Yatra could regain momentum in the second half of May and early June. 'Last year's data trends showed that the yatra typically peaks during the second fortnight of May and the first fortnight of June. With security conditions expected to stabilise between the two countries, we foresee a surge in footfall in the latter half of the month," he reportedly said. He also urged the Uttarakhand government to act decisively to boost pilgrim confidence. 'We need a similar proactive response in Uttarakhand," he said, citing how the Vaishno Devi Shrine Board had successfully launched awareness campaigns, strengthened on-ground facilities, and reassured pilgrims through targeted messaging. The SDC Foundation has further called for urgent implementation of recommendations made in its 2024 report, 'Uttarakhand Char Dham Yatra: Pathways to Pilgrimage – Data, Insights, Challenges and Opportunities'. 'We had called for clear protocols on carrying capacity, crowd regulation, environmental safeguards, and real-time communication. Unfortunately, many of these remain unaddressed," Nautiyal noted. FLY91 announces 'Monsoon Offer' up to Rs 300 off on 20 routes connecting Goa

PUNE: FLY91 has announced special discounts across its network during the monsoon season, airline officials said. The pure-play regional airline is offering up to Rs 300 off on tickets across the 20 routes it currently operates, including five key sectors connecting Goa. Tired of too many ads? go ad free now The 'Monsoon Offer' is valid for tickets booked between 1 June and 30 June, and can be availed for travel until 31 August. The Goa-headquartered airline's decision to launch the 'Monsoon Offer' follows a recent appeal by Goa Tourism Minister Rohan Khaunte to encourage travellers to visit the coastal state during the monsoons, a period when tourist numbers usually decline. Earlier this month, during a meeting with travel and tourism stakeholders in the state, Khaunte announced efforts to develop a tourism-focused strategy to promote Goa in the monsoon season, involving collaboration with airline partners and online travel agencies (OTAs) to drive growth in the travel sector. The discounted fares apply to flights connecting Goa (GOX) with Hyderabad (HYD), Jalgaon (JLG), Agatti (AGX), Pune (PNQ), Sindhudurg (SDW), and Solapur (SSE). Additional discounted routes include Pune–Sindhudurg, Bengaluru–Sindhudurg, Hyderabad–Sindhudurg, Jalgaon–Hyderabad, Jalgaon–Pune, and Goa–Solapur, aimed at encouraging travel during the season. 'The one-month 'Monsoon Offer' is FLY91's way of making regional air travel more accessible and affordable during the season. With tourist footfall typically dipping during the monsoons, this initiative aims to incentivise travel to Goa while supporting the state government's broader strategy to promote it as a vibrant, all-season destination,' said Manoj Chacko, MD and CEO of FLY91. Headquartered in Goa, FLY91 currently connects the coastal state to Pune, Hyderabad, Sindhudurg, Jalgaon, and Agatti (Lakshadweep). Operating a growing fleet of ATR 72-600 aircraft from its base at Manohar International Airport (GOX), the airline focuses on seamless, efficient, and customer-centric regional travel.
