
Complexities: PCDMA concerned over issues faced by taxpayers
KARACHI: The Pakistan Chemicals & Dyes Merchants Association (PCDMA) has expressed serious concern over the increasing challenges faced by taxpayers in filing their returns due to the complex structure of the newly introduced Annex H1 and Annex J, as well as, the technical difficulties related to Unit of Measure (UoM) requirements.
In a letter to the Chairman of the Federal Board of Revenue, Rashid Mehmood Langrial, PCDMA Chairman Salim Valimuhammad and Danish Saleem, Advisor to the Subcommittee for Sales and Income Tax, pointed out that the newly uploaded Annex H1 by the FBR was causing confusion and compliance issues due to unclear guidelines, frequent regulatory changes, and persistent portal glitches.
'Taxpayers are finding it increasingly difficult to reconcile withholding statements and comply with filing requirements due to the overly complex design of Annex H1,' said Salim Valimuhammad. 'The situation is further aggravated by the form's calculation mechanism, which mistakenly subtracts Sales Value instead of Cost Value.'
PCDMA Chairman emphasised to the FBR the need to allow taxpayers to voluntarily enter the Cost Value before submission of returns, to ensure accurate reporting and avoid erroneous assessments, delayed refunds, or penalties. 'Taxpayers continue to face identical challenges with Annex J, especially when reconciling transactions under constantly fluctuating tax rates. Unclear guidelines combined with recurring portal malfunctions are imposing excessive compliance burdens - particularly on small businesses and individuals lacking professional tax assistance. Most critically, Annex J replicates Annex H1's fundamental error by deducting Sales Value rather than Cost Value, a systemic flaw that PCDMA confirms is causing rampant inaccuracies in tax filings across the board.'
Another major challenge reported by members is the technical complexity of the Unit of Measure (UoM) codes. The lack of clarity in categorizing goods and services, coupled with system glitches, is causing filing errors and unnecessary delays, especially for businesses involved in diverse inventories and import/ export operations.
PCDMA urged that such major changes should not be implemented without consulting key industry stakeholders. The association is urging the FBR to involve trade bodies and professionals in the decision-making process to ensure smoother implementation.
Salim Valimuhammad said 'A collaborative approach will help reduce errors and build trust among the taxpayer community.'

China's BYD says it is against import of 5-year-old used vehicles
A Chinese automobile importer in the fast emerging new energy vehicle (NEV) market in Pakistan, BYD has opposed the government's proposal to allow the import of five-year old used cars. It believes the step would not only disrupt local manufacturers but would also hurt the environment and increase demand for more foreign exchange to import expensive petroleum oil. Speaking at a media briefing at its recently opened 'experience center' in Karachi on Thursday, BYD Vice President for Strategy and Sales Danish Khaliq said the five-year old used cars will be available at up to 60% depreciated prices in Pakistan, as the import of second-hand cars allows depression at 1% a month from its actual price. FBR may allow import of 5-year-old used vehicles This, he said, is not good for the local price sensitive market. It would not only impact the fast developing NEV market but would also shrink sales of old Japanese players in the oil-run engine segment in the country. He proposed that the government consideration to cut duty on import on CBU (imported cars) in the upcoming budget 2025-26 'should be limited to NEVs only - equating ICE (oil-run engine) with NEVs would create adverse selection for customers. ' Moreover, he said the auto sector duty reduction should be limited to those OEMs (automakers) willing to invest in Pakistan, and should dovetail into Pakistan's vision for both industrial development and sustainability of the transport sector in a growing economy. BYD partners with Mega Motor Company to deliver NEVs He added that the import of upto five-year old oil-run cars would cause environmental degradation and interrupt meeting United Nations' Sustainable Development Goals, while also hurting job creation. Pakistan is already importing upto 3-year old cars at present. BYD has recently launched two electric vehicles in Pakistan. Mega Motor, its local partner in Pakistan, is setting up an NEV manufacturing plant in Gharo, Sindh. It is expected to come online next year with an installed capacity of 25,000 cars a year, Khaliq said.

Solar panels: Pakistan govt mulling withdrawing ST exemption
ISLAMABAD: Chairman Federal Board of Revenue (FBR) Rashid Mahmood said Thursday that the government is examining a proposal to withdraw sales tax exemption on solar panels in budget (2025-26). FBR Chairman was responding to a query of a member of the Senate Standing Committee on Finance during meeting held at the Parliament House. He stated that the FBR is working on proposals to withdraw all kinds of tax exemption including exemption available on the import of solar panels. Cabinet halts additional tax on solar power users Meanwhile, during another meeting of the National Assembly Standing Committee on Finance, the representatives of Refineries briefed the committee that their input was taxed, but on output, there was no GST, causing problems over the last several years. Without resolving this issue, they would not be able to invest $6 billion. The Chairman FBR, Rashid Mahmood Langrial, said that their business came out of the ambit of the Value Added Tax (VAT) when there was no tax on their output. He said that there were proposals under consideration to impose sales tax on their output or provide them some kind of other permanent solutions. Chairman FBR has also assured the committee that he will inquire into the matter of recovering over Rs 80 million amounts from KababJee restaurant Karachi. Member of committee Mirza Ikhtiar Baig raised the issue before the finance committee chaired by Nafeesa Shah. He informed that FBR has recovered more than Rs 80 million from accounts of this restaurant without giving any chance of hearing in different forums. He has no money to pay salaried and owner of the restaurant has threatened to commit suicide. The business community is pressing me for this harassment by the FBR, Baig added. The FBR Chairman replied that I did not have knowledge of this particular case. I will update the committee after inquiring about the matter from the relevant field office of FBR. The committee considered 'The Income Tax (Second Amendment) Bill, 2025'. The Committee expressed concern over the second proviso of the newly inserted clause (3A). The Secretary Revenue assured the Committee that the concerns of the Hon. Members would be addressed and that the words 'and shall cease to have effect after tax year 2025' would be deleted. Upon the assurance given by the Secretary Revenue, the Committee recommended that the Bill, as amended, may be passed by the Assembly. The Committee considered Starred Question No. 38, moved by Aliya Kamran, MNA, regarding the imposition of Section 99D of the Income Tax Ordinance, 2001, and Starred Question No. 40, moved by Sharmila Sahiba Faruqui Hashaam, MNA, regarding the recent policy shift prioritizing digital currencies, without adequately addressing their regulatory deficiencies. After a detailed discussion the Committee decided to defer both agenda items for discussion in the next meeting of the Committee. The report on the 'non-implementation of minimum wages, as announced by the Federal Government in its departments', a matter raised by Syed Rafiullah, MNA and referred by the Honourable Speaker, was also deferred due to the absence of the mover. Diplomatic travel: Emirates signs MoU with Italian Consulate
KARACHI: Emirates, the world's largest international airline, has signed a Memorandum of Understanding (MoU) with the Consulate of Italy in Karachi to seamlessly facilitate diplomatic travel and promote cultural and business ties between Pakistan and Italy in Karachi. The MoU was signed by Mohammed Alhashmi, Emirates' Vice President for Pakistan, and Fabrizio Bielli, the Consul of Italy, during a signing ceremony held at the Consulate in Karachi. Under the agreement, Emirates will become the preferred airline for official travel by the Italian Consulate. The airline will offer exclusive benefits to diplomatic passengers, including preferential fares, cargo rates, and additional baggage allowances. Emirates will also explore opportunities to support diplomatic and cultural events organized by the Italian Consulate, as well as promotions for business engagements in Italy related with the Italian Consulate. In return, the Italian Consulate will recommend Emirates to individuals and entities engaging with the Consulate for travel to and from Italy.
