His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Higher Committee for the Protection of the Rights of People of Determination, chaired the committee's first meeting of 2025.
The meeting, held at Al Jalila Children's Development and Rehabilitation Center, was attended by members of the committee and representatives of relevant government entities. Following through on Executive Council Resolution No. (83) of 2024 instituting the committee and setting its mandate and aligning with efforts to achieve the objectives of the Dubai Social Agenda 33, discussions focused on building a more inclusive, equitable, and proactive social support system for People of Determination.
The meeting reviewed diverse aspects relating to financial and social support initiatives in place for People of Determination across Dubai, including disbursement mechanisms and priority focus areas for the upcoming period. These include caregiver support, provision of medical and assistive devices, support with school tuition fees, and adaptation of home environments to ensure dignity and independence.
Participating entities presented their proposals based on a comprehensive agenda covering healthcare, education, social inclusion, and infrastructure, within an integrated framework that aims to unify efforts and enhance real social impact.
Sheikh Mansoor emphasised: 'Meetings of the Higher Committee for the Protection of the Rights of People of Determination reaffirm our unwavering commitment to establishing an integrated system that guarantees the full rights of People of Determination and promotes their active participation in every sphere of life. The institution of the committee by a Decision of The Executive Council reflects the leadership's vision of a more inclusive and just society. It also embodies the core objectives of the Dubai Social Agenda 33, which counts human wellbeing and empowerment foremost among its priorities.'
His Highness added: 'In coordination with various relevant entities, we are working to develop policies, legislation, and initiatives that ensure People of Determination have access to high-quality services and are empowered to contribute to the development journey. Through this committee, we will continue building on our successes in this regard, further expanding community and institutional partnerships to deliver a tangible and sustainable impact that meets Dubai's aspirations and reinforces its status as a leading global destination that welcomes and supports everyone, without exception.'
Field visit
His Highness also conducted a field visit to the Al Jalila Children's Development and Rehabilitation Center, where he reviewed the rehabilitation, diagnostic, and treatment facilities offered. His Highness gave directives for renewed efforts to enhance the quality and efficiency of services and to ensure they fully served the needs of families and individuals. He also admired handicrafts crafted by students from the Sheikha Maitha bint Rashed Al Maktoum Center for People of Determination out of Hatta stone, highlighting the immense potential of People of Determination when provided with the right opportunities.
His Highness also visited the Emirates Down Syndrome Academy, an initiative of the Emirates Down Syndrome Association. The academy represents a pioneering model for social and professional inclusion that boosts the contribution of People of Determination to the community and the local economy.
The meeting was attended by members of the Higher Committee including His Excellency Eng. Mattar Mohammed Al Tayer, His Excellency Lt. General Abdullah Khalifa Al Marri, Her Excellency Hessa bint Essa Buhumaid, His Excellency Eng. Marwan Ahmed bin Ghalita, His Excellency Abdulla bin Zayed Al Falasi, Her Excellency Aisha Abdullah Miran, His Excellency Dr. Alawi Sheikh Ali, His Excellency Dr. Amer Ahmad Sharif, and Majid Abdullah Al Usaimi.
The meeting concluded with renewed emphasis on the importance of unifying institutional efforts, continuously updating centralised databases, and expanding support for the most vulnerable groups. These efforts are in line with Dubai's comprehensive vision of an inclusive and cohesive society and reflect the leadership's aspirations to establish a global model of empowerment and social justice.

The countdown to the 5th Asian Youth Para Games has officially begun as the host city contract was signed between Asian Paralympic Committee and Dubai Club for People of Determination, the Local Organising Committee for the Games. And we, at the Asian Paralympic Committee, seek to ensure the sustainability of our work to provide the best services for people of determination at the highest quality to achieve the organisation's goals.' Midday Break in UAE: Here's what companies need to know

Read- Now in its 21st consecutive year, the Midday Break reflects the UAE's sustainability-driven approach and commitment to providing a safe working environment. It aligns with international best practices and occupational health and safety standards, protecting workers from injuries and illnesses caused by high summer temperatures, 'The Midday Break has achieved a record compliance rate of over 99 per cent for several years in a row, clearly reflecting the deeply rooted social and humanitarian values within the UAE's business community. It also demonstrates high awareness of the importance of protecting human capital—the most valuable resource in any company—and underscores the people-centred labour practices embraced in the UAE,' Mohsin Ali Al Nassi, Assistant Undersecretary for Inspection & Compliance at MoHRE said. Al Nassi emphasised the ministry's commitment to raising awareness among employers and workers through field visits to worksites and labour accommodations. These efforts help promote occupational health and safety and reduce the risk of heat-related illnesses. 'The Midday Break has become a leading example of successful partnerships between MoHRE, the private sector, and the wider community. Many partners have launched their own initiatives to support workers during the Midday Break,' Dalal Alshehhi, Acting Assistant Undersecretary for Labour Protection at MoHRE, added. She continued, 'This initiative reinforces social responsibility and supports the success of our awareness strategies, further embedding humanitarian values into the UAE's work culture, which welcomes over 200 nationalities to live, work, and invest in line with the goals of the 'We the UAE 2031' vision.' Rest areas Alshehhi praised private sector companies that have proactively established fully equipped rest areas to ensure workers' comfort during the Midday Break. These efforts reflect a strong commitment to workers' wellbeing and help boost productivity. She encouraged all private sector entities to implement similar measures, citing their positive impact on both health and efficiency. Under the Midday Break rules, companies must provide essential supplies and arrangements, including shaded areas, cooling equipment such as fans, sufficient drinking water, hydration supplements approved by local authorities, and necessary first-aid supplies at worksites. Exemptions The regulations allow for exemptions where continuous work is required for public interest or technical reasons. These include activities like asphalt laying or concrete pouring that cannot be delayed, as well as urgent repair work affecting public utilities, traffic, or essential services. Work requiring permits from government authorities, due to its impact on public life and mobility, is also exempt. MoHRE monitors company compliance with the Midday Break via its inspection systems throughout the summer period. The ministry also encourages the public to report violations through its call centre (600590000), website, or smart app. Violating companies will be fined Dhs5,000 per worker per breach, with a cap of Dhs50,000 if multiple violations are recorded. MoHRE will intensify awareness campaigns and field inspections—coordinating with both public and private sector partners—to ensure compliance with the Midday Break regulations.

President Sheikh Mohamed orders release of 963 prisoners for Eid Al Adha
President Sheikh Mohamed on Tuesday ordered the release of 963 prisoners across the UAE before the start of Eid Al Adha. He also pledged to pay the inmates' fines, the state news agency Wam reported. Pardons are typically offered throughout the year in keeping with the generous spirit of occasions such as Ramadan and Eid Al Adha. In February, Sheikh Mohamed also ordered the release of 1,295 of prisoners to mark Ramadan.
