Arkansas, Idaho and Utah have all had waivers approved that will ban unhealthy purchases from being made using Supplemental Nutrition Assistance Program (SNAP) benefits, the U.S. Department of Agriculture (USDA) announced on Tuesday.
They join three states who had their waiver requests approved in May: Indiana, Iowa and Nebraska.

What To Know

According to the USDA press release, each waiver will come into force in 2026. In Arkansas and Idaho, the ban covers soft drinks and candy purchases. In Utah, the ban is only for soft drinks.

Governors have cited concerns over obesity and the pressure poor health puts on other taxpayer-funded programs like Medicaid. According to Arkansas Governor Sarah Huckabee Sanders, 23 percent of food stamps—$27 billion annually—spent by recipients goes toward soft drinks, unhealthy snacks, candy and desserts.
Critics of the purchase limitations have said such policies are paternalistic and fail to address the fact that many low-income communities face disparities in accessing healthy, affordable food options.

Kavelle Christie, a health policy and advocacy expert, told Newsweek: "The issue isn't about individuals misusing their benefits, but their limited choices. In many rural areas and food deserts, convenience stores and fast-food chains are often the only available options. For many families, fresh produce and healthy meals are luxuries that are unattainable, not because they do not want these foods, but because they are unavailable or too expensive."
Valerie Imbruce, director of the Center for Environment and Society at Washington College, previously told Newsweek: "Controlling how the poor eat is a paternalistic response to a problem that is not based in SNAP recipients' inability to make good decisions about healthy foods, it is a problem of the price differential in choosing healthy or junk foods. Soda and candy are much cheaper and more calorie dense than 100 percent fruit juices or prebiotic non-artificially sweetened carbonated beverages, thanks to price supports and subsidies by the federal government to support a U.S. sugar industry."
What Happens Next
Lawmakers in several other states—Arizona, Louisiana, Michigan, Montana, Texas, and West Virginia—are all considering making similar bans. Some have submitted waiver requests to the USDA while others are considering bills.

What To Know In the U.S., California, Colorado, Hawaii, Maine, Montana, New Jersey, New Mexico, Oregon, Vermont, and Washington all have legislation in place that enables those in the states to access MAID. Oregon was one of the first countries in the world to establish this form of support for patients and did so in 1997. Since then, other assisted dying laws in the country have utilized the state's legal framework for their own MAID legislation, according to the BBC. New York is not the only state that has been eyeing such legislation, as more than 15 other states have also been deliberating MAID laws this year. These states include Arizona, Connecticut, Delaware, Florida, Illinois, Indiana, Kentucky, Maryland, Massachusetts, Minnesota, Missouri, Nevada, New Hampshire, North Carolina, Pennsylvania, Rhode Island, and Tennessee. In America, for a patient to have access to medically assisted dying, they typically have to be terminally ill and expected to die within six months, under the terms of the "Death with Dignity Act," according to an Oregon government report. They must also be over the age of 18 and capable of making and communicating health care decisions. A patient's request to access MAID services must also be approved by two doctors, and their request must be witnessed by two adults, who have no claim to any form of inheritance in the incidence of the patient's death. Should they feel it necessary, the doctors can refer the patient for a psychiatric evaluation. While MAID laws remain divisive, a Gallup poll conducted last year found that seven in 10 Americans, so 71 percent, believed medical doctors should be "allowed by law to end a patient's life by some painless means if the patient and his or her family request it." What People Are Saying Professor Thaddeus Mason Pope, a professor of law at the Mitchell Hamline School of Law, Minnesota, told Newsweek: "Millions of Americans die every year. Hospice and palliative care can address the physical and existential suffering of most but not all dying patients. MAID is for the small subset whose suffering is refractory to other measures." He added: "Nearly 20 states considered MAID legislation in 2025, and many of these bills made significant progress passing one or both legislative chambers. While fewer than 1 percent use MAID, nearly 75 percent of the public want to have this option. Decades of experience in other states shows a solid patient safety track record. Generally blue states pass MAID legislation and red ones do not. Few expect to see MAID authorized in the South or even the Midwest except for Illinois and Minnesota." Unexpected Solution Could Help Reduce Sudden Infant Death Syndrome

In a new paper published in the Journal of Perinatology, researchers at Rutgers Health propose that caffeine—long used as a respiratory stimulant in premature infants—could help protect babies from the low-oxygen episodes that may trigger SIDS and other forms of sudden unexpected infant death (SUID). PeopleImages Nearly every known risk factor for SIDS—such as stomach sleeping, exposure to cigarette smoke, bed-sharing and premature birth—shares a physiological common denominator: "intermittent hypoxia", or repeated episodes where the infant's oxygen levels drop dangerously low. "I wondered, what can counter intermittent hypoxia?" Hegyi questioned. The answer? "Caffeine." Caffeine has long been used to treat apnea in premature infants, stimulating breathing and proving safe for newborns, he explained. What makes it even more interesting is how slowly infants metabolize caffeine. In a newborn, caffeine can stay in the system for weeks. That extended presence may help explain a long-standing mystery: why the risk of SIDS peaks between two and four months of age. According to the researchers, caffeine passed from mother to baby—either during pregnancy or through breast milk—may offer early protection that fades as the baby's metabolism speeds up. This idea also opens the door to a potential explanation for the protective effects of breastfeeding, which has long been associated with reduced SIDS risk. "We hypothesize that the protection afforded by breast milk is, in part, due to caffeine," the authors wrote. If proven, this theory would mark a dramatic shift in SIDS prevention strategies—from purely behavioral interventions to the first-ever pharmaceutical approach. But the researchers are careful to note that this is preliminary, hypothesis-generating work—not a call for parents to start giving their babies coffee. "The idea isn't that caffeine will replace risk-reduction behaviors," said paper co-author Dr. Barbara Ostfeld, director of the SIDS Center of New Jersey. "A baby dying from accidental suffocation, one component of SUID, is not likely to have benefited from caffeine but would have from such safe sleep practices as the elimination of pillows and other loose bedding from the infant's sleep environment." Instead, the Rutgers team envisions caffeine as a possible complement to existing recommendations. To test their theory, the researchers plan to analyze caffeine levels in infants who died of SIDS and compare them with those who died from other causes, such as trauma or illness. For over 30 years, Ostfeld and others have been educating New Jersey's parents about safe infant sleep practices, which has helped bring the state's SUID rates to the second lowest in the U.S. "Still, for various reasons, these proven recommendations are not universally adopted," she said. "This new hypothesis offers a way not just to address important risk factors but potentially intervene." Despite decades of outreach and awareness, SIDS rates in the U.S. have refused to budge in recent years. The introduction of caffeine as a preventive measure could revive stalled efforts—and bring renewed hope to parents and researchers alike. Kentucky families must renew Medicaid for first time since pandemic. Here's what to know
Starting in July, thousands of families across Kentucky must again renew their Medicaid enrollment— a process one local health provider warns could leave some without necessary insurance coverage. During the COVID-19 pandemic, Kentucky halted annual Medicaid renewals, allowing participants to automatically be reenrolled. In 2023, the state ended that policy, requiring Medicaid recipients to go back to submitting enrollment paperwork every year — except for those in the Kentucky Children's Health Insurance Program (KCHIP). KCHIP is a free health insurance program for families with an income at or under 218% of the federal poverty level — or up to $70,000 per year for a family of four. Children under 19, pregnant mothers and mothers within one year of postpartum are eligible to receive KCHIP coverage. When recertification resumed in 2023, the state introduced several flexibilities to ensure vulnerable populations could remain covered, including extending automatic renewal for KCHIP participants. The goal was 'simplify the renewal process, reduce inappropriate terminations and allow the state to manage the increased workload,' according to a document from the Kentucky Department of Medicaid Services. Now, that flexibility is ending, meaning thousands of Kentucky families will start receiving notices to update and recertify their Medicaid eligibility. Here's what to know. Families will get a letter when it's time to recertify and should watch for notices by mail, phone and email. There are also several ways to check Medicaid eligibility and recertify if needed. Contact a state kynector for assistance through Once enrolled, coverage lasts for 12 months. Even if changes make families ineligible for the program, children retain coverage for the year. Families can miss notifications to reenroll for a lot of reasons, said Bart Irwin, CEO of Family Health Centers, a nonprofit primary care provider with locations across Louisville. Maybe they've changed addresses, incorrectly filled out paperwork or missed deadlines — but that doesn't mean they are not financially eligible for Medicaid or KCHIP. "There's a connection that if parents or caregivers lose Medicaid, it's highly likely a child will lose Medicaid too," Irwin said. "I don't quite understand the connection, but one [reason] I would think is that if the parents miss the opportunity or don't respond correctly to the state's inquiry on their own behalf, it's likely they're not going to on their child's behalf, too." If someone does not respond to a renewal by the deadline, they will be unenrolled from coverage. KCHIP participants and families can call 855-459-6328 as soon as they learn they are unenrolled for lack of response. If they are determined eligible within 90 days of termination, coverage may be rolled back to the day of termination. Irwin said recertification for the KCHIP program could artificially deflate Medicaid rolls, similar to when the state stopped automatic enrollment for adults on Medicaid in 2023. Between April, when recertification restarted, and December 2023, Jefferson County saw more than 28,500 drop off the program's rolls, according to data from the Cabinet of Health and Family Services. Children make up a substantial portion of Medicaid recipients in Jefferson County, with over 108,000 kids receiving coverage. A third of Family Health Centers' Medicaid patients are children under 19. "It would be the same process as going through our kynectors and helping them redo certification, we know they're eligible, right?" Irwin said. "It's going to be the bureaucratic process that's going to harm the kids. It's missing the letter, or not putting the right information in, or forgetting some information, that's what's going to knock kids off."
