Understanding The Flexi Staffing Industry: Growth, Taxation, And Benefits

News1812-05-2025

Expert notes a 5.9% rise in flexi staffing jobs in FY24-25, boosted by GST, tax relief, social security, and upskilling.
Authored by Lohit Bhatia, President of Indian Staffing Federation (ISF): Flexi staffing, commonly known as temporary workforce or contractual workforce, are those who are hired for a particular time period. In recent times, the new employment in the flexi staffing industry has surged massively. In the second quarter of FY24-25, the number increased to 5.9%, which shows a positive rise in new job opportunities. It attracts new talents to work with a dynamic and evolving workforce. In addition to the increased job demands, the flexi-staffing industry offers several benefits to its workers in terms of tax relief, social security, long-term financial benefits and more.
Taxation framework
Flexi-staffing companies, as service providers, are subject to the Goods and Services Tax (GST) regime in India. Research indicates that manpower supply services, including those provided by flexi-staffing firms, attract a GST rate of 18%. The introduction of GST has been a boon for the industry, with input tax credits enabling companies to reduce costs, thereby boosting growth. The staffing industry reported a 60% growth post-GST rollout, attributed to formalization and tax compliance incentives.

However, with moving times, and GST collections doubling up, it's time to revisit the category of taxation for the staffing industry, thereby allowing more sectors to adopt formal employment structures, if they are using contract staffing, albeit with informal players. The Indian Staffing Federation (ISF) has engaged with policymakers, discussing reduced GST rates, indicating ongoing efforts to optimize tax structures. ISF reports suggest significant contributions, with member companies contributing to provident fund and ESIC, indirectly supporting tax collections.
Other benefits
For employees, the staffing industry offers opportunities to gain experience across multiple companies and projects, enhancing employability and career growth. Notably, the industry facilitates upskilling, particularly for freshers and dropouts, making them industry ready. Employees also benefit from formal employment perks, including registration under the Employees' Provident Fund Organization (EPFO) and Employee State Insurance Corporation (ESIC), ensuring social security and standard wages, distinguishing them from gig workers. Employers on the other hand benefit by engaging with formal players who ensure compliance and manage the workforce employed on their behalf.
Conclusion
Navigating the fiscal landscape of the flexi staffing industry requires a comprehensive understanding of tax obligations and other benefits. Moreover, the staffing companies play the critical role of matching job seekers and job givers free of charge to employees and enable mobilization, skilling, deployment and then compliances of such personnel.

Bengal produces 1,623cr eggs in FY24, surpasses nat'l avg

Kolkata: Bengal surpasses the national average in egg production with 1,623.9 crore eggs produced in the fiscal year 2023-24, accounting for 11.37% of India's total production, according to data presented in the state assembly on places Bengal fourth in the national rankings. Tired of too many ads? go ad free now Animal resource development minister Swapan Debnath, responding to a question from ISF MLA Nawsad Siddiqui, said that Bengal's egg production continues to exceed the national average by a significant margin. While the national growth rate for egg production stands at 3.78%, Bengal boasts a much higher rate of 18.07%. The state's domestic demand for eggs during the same period was around 1,528 crore, meaning production slightly outpaced consumption. The govt aims to not just meet internal demand but also to establish Bengal as an exporter of poultry products, officials said. "We are now focusing on increasing productivity and strengthening Bengal's position nationally," Debnath said. A few months ago, chief minister Mamata Banerjee said that Bengal overtook Uttar Pradesh in the production of eggs, milk and meat. The animal resource development department launched multiple initiatives to boost both egg and meat production. Notably, under the open-space poultry farming model, the state distributed approximately 2.5 crore chicks and ducklings over the past three years. Nearly Rs 180 crore have been spent on these efforts.

E-way bills grow nearly 19% to 122.65 million in May, shows data

The year-on-year (Y-o-Y) growth in e-way bills — electronic permits required for transporting goods across and within states — surged by nearly 19 per cent in May, compared with a 23.29 per cent growth registered in April, according to data from the Goods and Services Tax Network (GSTN). This is the second-highest growth after a record 124.5 million in March this year. Sequentially, the number of e-way bills increased by 2.83 per cent in May, reaching 122.65 million, after a dip of 4.2 per cent in April to 119.26 million. E-way bills are required to move goods worth more than ₹50,000 and are often used as an early indicator of demand and supply in the economy. These trends typically manifest in larger economic indicators after some time. Intra-state e-way bills stood at 80.17 million in May, while inter-state e-way bills totalled 42.48 million during the month. According to GSTN data, there are 15.2 million registered GST payers, with 6.19 billion e-way bills generated cumulatively so far. The noticeable increase in the generation of e-way bills signals a significant improvement in compliance, indicating a stronger potential to reduce tax leakages, according to Abhishek Rastogi, Founder of Rastogi Chambers. "Businesses have become increasingly cautious in issuing accurate e-way bills, especially in response to numerous instances where flying squads have intercepted vehicles and taken stringent action against non-compliance. Such proactive enforcement has prompted businesses to adhere more strictly to GST norms," Rastogi said. He further noted that these compliance-oriented mechanisms are instrumental in strengthening the overall GST revenue collection framework. However, Rastogi also highlighted that there have been cases, some even reaching the courts, where perishable goods were subjected to manifestly arbitrary and unlawful actions. 'The GST Council must ensure that enforcement efforts are balanced and fair,' Rastogi added. 'It is essential that genuine businesses are protected from undue hardship, and all measures must be taken to prevent actions that could be detrimental to legitimate trade.' The Reserve Bank of India (RBI) cut the repo rate by 50 basis points on Friday and stated that private consumption, which drives overall demand, is performing well, helped by a slow rise in non-essential spending. It noted that rural demand is steady, urban demand is improving, and investment activity is picking up. The central bank expects the economy to grow by 6.5 per cent in FY26, with balanced risks.

Mining industry seeks Rs 15,000 per kWh subsidy for electric trucks

The domestic mining industry has sought a Rs 10,000 to Rs 15,000 per kWh subsidy on electric Heavy Earth Moving Machinery (HEMM) to encourage their use. According to a report by the Federation of Indian Mineral Industries (FIMI), the upfront costs of electric trucks is a major entry barrier to their adoption. 'Electric trucks and other HEMMs are currently priced at nearly three times (3x) that of their diesel counterparts. Such price disparity discourages potential buyers,' a FIMI report said. The industry body report also recommended a 5% Goods and Services Tax rate on retrofit kits used to convert diesel trucks to electric. 'Retrofit kits currently do not have a dedicated classification. Instead, the individual components of these kits are taxed separately often at rates exceeding 18% which undermines the economic viability of retrofitting,' the report said.
