ROCKFORD, Ill. (WTVO) – Rockford's history is rich with stories of how the city grew from humble beginnings along the banks of the Rock River to a bustling manufacturing epicenter.
There are also tales of violence and horror, like the all-too-real story about how a child predator abducted and killed a 7-year-old old newsboy more than 120 years ago.
In 1903, a 7-year-old Dick Tebbetts, who went by Dickie and Richie, was a fixture in downtown Rockford. The diminutive boy had a full-time gig peddling the Rockford Daily Republic on the streets and made fast friends with everyone he met.
'Back in 1903, the child labor laws were pretty lax,' said Midway Village Marketing Director Luke Fredrickson. 'And you could probably make a little living as a child if you were really ambitious getting your newspapers sold.'
And Dickie Tebbetts was ambitious. He was one of eight children who lived in a shanty in downtown Rockford. He use most of the money he earned to help his single mother pay bills.
'He was better than the other newsboys because he would sell those papers and come back at lunchtime and get more, which the other newsboys didn't do,' said author Kathi Kresol, who wrote about Dick Tebbetts in her book, 'Murder & Mayhem in Rockford, Illinois.'
Dickie sold papers for two years at Rockford's train stations and busy downtown intersections, interacting with hundreds of people every day. Then, on June 22, 1903, he didn't come home.
'He had picked up the papers in the morning, but he never came back for that noon run,' Kresol said.
Hundreds of Rockford residents searched for the missing newsboy. Sadly, a week later, the community was brought to its knees. Dickie was found dead.
'He was a victim of a homicide,' Kresol said. 'And it was bad.'
The body of little Dickie Tebbetts was found in northwest Rockford, in a field that in 1903 was known as Driving Park. He'd been savagely beaten and slashed to death with a knife.
'When they found his body, they had his bag of papers that he had picked up,' Kresol said. 'He had money left there. And there was a bag of candy.'
Police questioned dozens of people, mostly transients that came to Rockford by train, a process that eventually led to a 40-year-old man named Emil Waltz. Waltz would later arrested for attacking young boys in Beloit and Janesville, Wisconsin, both of whom escaped. But, a little boy in Detroit wasn't so lucky. Waltz confessed to killing him in the same manner Dickie Tebbetts died.
'So, they think Emil Waltz lured [Dick Tebbetts] with candy,' Kresol said.
Emil Waltz was not charged with Dickie's death, but police believe he was the killer. The career criminal was convicted of killing the Detroit boy, and while serving his sentence in Marquette, Michigan, he took his own life.
During a fight with a prison guard, Waltz took a makeshift knife, or shiv, and stabbed himself in the abdomen.
'And he died there on the floor of the prison,' Kresol said.
Kresol added that while the story of Dickie Tebbetts is a tragic one, it has the power to uplift.
'This little boy doesn't need to be remembered as much for the way died as the way he lived,' she said. 'He had all kinds of things going against him. But he maintained his good humor and carried himself with a sense of grace and accomplishment. He was poor, one of the invisible, unfortunately. But even a few pennies made him happy. And when he went missing, Rockford rose up.'
Dickie Tebbetts is buried at Rockford's Greenwood Cemetery, in the same grave as his grandparents. He doesn't have his own grave marker; Kresol hopes to organize an effort to purchase him a tombstone.
'He was one of ours,' Kresol said. 'And that's what I want people to remember about him.'

Gov. Bob Ferguson announced Friday night that he was ordering the state's National Guard to help with the search, saying 'we will be providing helicopter transportation for law enforcement as they search in remote areas.' 'The brutal murder of these young children has shocked our state,' he added in a statement on social media. 'I'm committed to supporting law enforcement as they seek justice for Paityn, Evelyn and Olivia.' The Chelan County Sheriff's Office said in a statement that there were more than 100 officers involved in the search, which covered rugged terrain in the Cascade Mountains of central Washington, and more than 500 tips had poured in from the public. 'Out of an abundance of caution, we have been given notice to, and are working in conjunction with our surrounding counties in the event Mr. Decker moves through the forest into their jurisdiction,' the statement said. Decker was an infantryman in the Army from March 2013 to July 2021 and deployed to Afghanistan for four months in 2014, according to Army spokesperson Lt. Col. Ruth Castro. Last September his ex-wife, Whitney Decker, wrote in a petition to modify their parenting plan that his mental health issues had worsened and that he had become increasingly unstable, often living out of his truck. She sought to restrict him from having overnight visits with the girls until he found housing. 'He has made huge sacrifices to serve our country and loves his girls very much but he has got to get better,' she wrote. 'I do not want to keep Travis from the girls at all. … But I cannot have our girls staying in what is essentially a homeless shelter, at times unsupervised, with dozens of strange men, or staying in a tent or living in his truck with him both in extreme temperatures and unknown areas for their safety.' Authorities warned people to be on the lookout for Decker and asked those with remote homes, cabins or outbuildings to keep them locked, to leave blinds open so law enforcement can see inside and to leave exterior lights on. It was unclear if Decker was armed, but the Chelan County Sheriff's Office said he should be considered dangerous. A reward of up to $20,000 was offered for information leading to his arrest. An online fundraiser for Whitney Decker raised more than $1 million, and friends Amy Edwards, who taught the girls in a theater program called 'Short Shakespeareans,' and Mark Belton thanked supporters during a news conference Thursday. 'Their laughter, curiosity and spirit left a mark on all of us,' Edwards said. 'They were the kind of children that everyone rooted for, looked forward to seeing and held close in their hearts.' As searches expanded for the girls last weekend, a sheriff's deputy found Decker's pickup in the area of Rock Island Campground, northwest of Leavenworth. There were two bloody handprints on the tailgate. The girls' bodies were discovered down an embankment nearby with evidence that they had been bound with zip ties, according to an affidavit filed in support of murder and kidnapping charges against Decker. Colombo killer John Pappa, jailed for life in 4 NYC rubouts, denied compassionate release

A Mafia killer who whacked other members of his own Colombo crime family hit crew— and shoved the severed penis of one murder victim into the dead man's mouth — will not get compassionate release, a federal judge in Brooklyn ruled. John Pappa, 50, won't get a break on his two life sentences plus 65 years for four gangland murders in the 1990s, Brooklyn Federal Court Judge Pamela Chen ruled, describing his crimes as 'brutal and senseless' and suggesting the remorse he showed at a hearing last year was a cynical act. 'The court cannot shake the impression, after observing and listening to defendant over the course of the two-hour April proceeding, that he feels no remorse about committing the four murders nor empathy for the victims or their families,' Chen wrote. 'Defendant's statements … felt hollow and performative.' Pappa, who has the creed 'Morte prima di disonore' — meaning 'death before dishonor' — tattooed across his back, committed the 12th and final murder of the bloody Colombo civil war of the early 1990s, then killed a fellow button man because he wanted credit for the slay. The whole sordid affair was laid out in Chen's ruling, filed May 30. Pappa and another mobster, John Sparacino, were part of a three-man 'hit team' assembled by Eric Curcio, and on Oct. 20, 1993, they rubbed out Colombo underboss Joseph Scopo, ambushing him as he pulled up to his Queens home in Ozone Park. Sparacino sprayed Scopo's car with bullets, but Scopo managed to get out of his car and run off. Pappa ran after him, shot him three times and killed him. Sparacino began taking credit for the killing, which angered Pappa and Curcio, so the two started plotting to kill him. But first, they went after one of Sparacino's friends, Rolando Rivera. because he told his girlfriend that Curcio warned him to stay away from Sparacino. Rivera's loose lips doomed him. On June 7, 1994, Curcio and Pappa drove with Rivera in a stolen van to Staten Island, and when they crossed into the Forgotten Borough, they shot him four times and shoved him out of the van while it was moving. An off-duty cop found Rivera alive, but he died shortly after. Their attention turned back to Sparacino after learning he'd dissed Curcio and Pappa at a nightclub. So they enlisted a pal in the drug trade, Calvin Hennigar, to lure Sparacino to his Staten Island home. There, Hennigar shot him in the back of the head. Pappa and Hennigar drove Sparacino's body to another spot on Staten Island in a stolen car, and lit the vehicle on fire, their victim still inside. An autopsy revealed Sparacinio's gruesome fate — he had been hog–tied and mutilated, with a flap of skin cut from his face and his severed penis shoved in his mouth. Finally, Pappa turned on Curcio, who he thought wasn't giving him credit for the Scopo kill, and who may have killed one of his close friends. 'I killed Joe Scopo, I did all the work,' Pappa complained to Joseph Iborti, who testified at Pappa's 1999 trial. No one would help Pappa with the hit, so he went solo, ambushing Curcio outside his place of business on Oct. 4, 1994 — shooting him more than 10 times. Pappa was convicted of all four killings in 1999, while Hennigar was found guilty of the Sparacino slay. Pappa put in for compassionate release in 2022, arguing that his history growing up led him into the arms of La Cosa Nostra. His father was a Genovese gangster murdered by the Colombo crime family in retaliation for committing two slayings — a story people told Pappa as a child — and his stepfather was locked up for drug and tax evasion charges. 'Pappa was raised in a life of organized crime and drug dealing, and after his father was killed and his stepfather was incarcerated, he began to look up to organized crime members to fill the fatherhood gap,' wrote his lawyer, Shon Hopwood. At a tense hearing last year, the loved ones of Pappa's victims spoke out, asking Chen to keep him locked away forever. 'You're a phony, you're a fake, you're a loser, and you're a killer, and that's all you'll ever be. Remember that. You've taken lives. You've gotten that taste. Don't act like you deserve anything from anybody. You deserve nothing but suffering like we've suffered,' said Michelle Gedz, who was five months pregnant with Rivera's daughter when he died. 'You are pure evil and you are the spawn of evil, and there is nothing else you will ever be.' At the April 2024 hearing, Pappa told Chen he found his humanity in prison. 'It's been productive. It's been transformative. I've completely changed my way of thinking, my belief system. I've learned that working as hard as you possibly can, being honest and helping others, that those are the three keys to a meaningful life,' he said. 'I now see things clearly, act correctly, and my actions are positive, effective, and completely unselfish.' Sparacino's brother, Salvadore, interrupted Pappa as he spoke, declaring: 'And the Oscar goes to you.'

Authorities have shared new pictures of Travis Decker as they continue their frantic search for the fugitive 32-year-old Army veteran accused of murdering his three young daughters in Washington. The Chelan County Sheriff's Office released a new wanted poster for Decker on Saturday, June 7, featuring photos of his tattoos, hair and clothes he was last seen wearing. Decker, who was charged with one count of kidnapping and three counts of first-degree murder in the deaths of his daughters, Paityn, 9, Evelyn, 8, and Olivia, 5, can be seen in the pictures with tattoos on his arm and ankles and his hair pulled back into a ponytail. He was last seen wearing either a tan or green T-shirt, both of which are shown in the poster, as well as dark-colored shorts, according to the sheriff's office. Decker is described as being five feet eight inches tall with black hair and brown eyes. Images shared by the sheriff's department show him with his hair in a ponytail and facial hair. Authorities said he is considered 'dangerous' and 'may be armed.' Over the weekend, it was confirmed that the National Guard had been activated in the search for Decker. Hundreds of law enforcement personnel have searched 'dozens of structures and the forests,' and areas that Decker was known to frequent, according to the sheriff's office. "We continue these search efforts, acting upon gathered information and tips from the public, and leads developed through even more search warrants," the sheriff's department said, urging the public to remain vigilant and call 911 if they see Decker. Authorities are also asking those in the area to review their doorbell camera footage and contact authorities if they discover anything that could aid the search. Days before he vanished and his daughters were reported missing, Decker had scoured the Internet for information on how to sneak across the border into Canada, according to a U.S. Marshals Service affidavit obtained first by The Independent. Authorities began their search for sisters Paityn, Evelyn, and Olivia last Friday, May 30, when they didn't return from a scheduled visitation with their dad. By the following Monday, Decker's 2017 GMC Sierra pickup was found near the Rock Island Campground in Chelan County, Washington. The bodies of all three girls were found about 75 to 100 yards away, their wrists zip-tied and a bag over each of their heads, apparently suffocated, police said. Despite an extensive search, Decker has not been found. The affidavit notes that the children's remains were found 'relatively close to the Canadian border and approximately 11 miles from the Pacific Crest Trail, a well-established trail that leads directly to Canada.' Months before the tragedy, the girls' mother, Whitney Decker, warned of her ex-husband's declining cognitive state. 'Travis just keeps getting more and more unstable. He has made huge sacrifices to serve our country and loves his girls very much but he has got to get better for our girls,' she said in court documents. The mom-of-three stated that Decker's 'lack of stability' led to 'negative impact on our children.' Whitney Decker first filed a petition for divorce in November 2022 in Chelan County Court, without requesting a restraining order or protection order. The divorce was finalized in September 2024 with Whitney Decker citing 'emotional/mental health issues that were the primary catalyst.' That month, her attorney filed a parental schedule that listed the murder suspect as 'transient.' A GoFundMe page titled 'Support Whitney Decker' set up to support the victims' mother with expenses and legal costs surpassed $1,173,000 Sunday afternoon. Anyone with information about his whereabouts is asked to call 911 or submit an online tip to the Chelan County Sheriff's Office.
