Odisha HC notice to CMC on vending zone near Law University second campus
CUTTACK: The Orissa High Court has issued notice to the commissioner of Cuttack Municipal Corporation (CMC) on a PIL seeking intervention against construction of a vending zone adjacent to northern side boundary wall of the Madhusudan Law University's second campus coming up at Jobra in Cuttack city.
President of Madhusudan Law University council Sravani Sahoo, secretary Aroop Kumar Deo and VP Ambika Prasad Jena filed the PIL.
The division bench of CJ Harish Tandon and Justice MS Raman issued the notice on Tuesday.
While status quo was sought, the bench refused to pass any interim order before hearing the submission of CMC and fixed May 1 for further consideration of the matter along with the reply of the civic body.
According to the petition, Madhusudan Law University located in Station Bazar area has a total roll strength of 1,020 students pursuing 5-year Integrated LLB, 3-year LLB and LLM courses. The second campus of the university will have a women's hostel with over 300 seats, classrooms for 5-year Integrated LLB students, gymnasium-cum-auditorium and guest house. Further, the university plans beatification of the land outside of the boundary walls of the second campus by landscaping and plantation.
The main gate of the second campus has been planned on northern side boundary wall. If the vending zone is allowed to come up adjacent to the northern side boundary wall, free vehicular movement on service road on that side would be hit by traffic jams, the petition stated.
There would also be problem for entering into the second campus as the construction work of vending zone has been undertaken just in front of the site for the proposed main gate, it stated.

The Supreme Court recently used its special powers under Article 142 of the Constitution to uphold the conviction of a 25-year-old man for raping a 14-year-old girl without imposing a sentence. Has the court interpreted her trauma-based dependence as 'consent' and survival as 'choice'? In another recent case, the Orissa High Court adopted a similar approach. Justice S K Panigrahi granted bail to a 26-year-old man accused of raping a girl he had allegedly been in a relationship with since 2019, when she was 16. The complainant said the accused had physical relations with her on the false promise of marriage and that she became pregnant twice, in 2020 and 2022, but was forced to terminate both pregnancies. A case under the POCSO Act was filed in 2023. In 2024, the accused sought bail, claiming both families had agreed he should marry the complainant. The judge, while granting bail, remarked that the allegations, though serious in statutory terms, arose out of a 'consensual relationship' between two individuals who were close in age and shared a personal bond before the case was filed and did not prima facie exhibit characteristics of force, coercion or exploitation.

Telecom networks in future will use AI: DoT official
New Delhi: The telecom networks in the future will use Artificial intelligence (AI), representing a fundamental shift in telecom design, a senior Department of Telecommunications (DoT) official said on Wednesday. Addressing the inaugural session of the International Telecommunication Union (ITU-T) Focus Group meeting here, Sanjeev Bidwai, Member (Technology), DoT, noted the growing role of AI in third generation partnership project (3GPP) standards, enabling intelligent orchestration across domains. Bidwai highlighted India's ongoing efforts in this space, including national initiatives like 'Bharat Gen'-India's first indigenously developed, government-funded, AI-based Multimodal Large Language Model (LLM) for Indian languages, as well as other projects led by IITs and CDOT in AI-based network automation and digital twins. He also emphasised the importance of deploying AI in an ethical, inclusive, and secure manner, highlighting the need for explainability, digital sovereignty, and the evolution of regulatory frameworks. In a video address, Seizo Onoe, Director of the Telecommunication Standardization Bureau, ITU, underscored the potential of AI-native networks to deliver next-generation performance through intelligent automation, self-management, and real-time optimisation. Atsuo Okuda, ITU Regional Director for Asia-Pacific, highlighted the region's pivotal role as a digital innovation hub, emphasising that AI-native networks are essential to building smart, secure, and responsive communication systems. She drew attention to the need for collaborative frameworks to bridge the digital divide and power emerging use cases in smart cities, healthcare, and education. During the event, India sought support of ITU members for its bid to host the ITU Plenipotentiary Conference 2030 (PP-30), continued membership in the forthcoming ITU Council (2027-2031) and for Indian nominee, M. Revathi, as the first woman and first regional candidate for Director of the ITU Radiocommunication Bureau (2027–30). This event marks a significant milestone in shaping the future of AI-native telecommunication networks, with the potential to revolutionize the global communications landscape, said the Ministry of Communications.

Orissa High Court affirms civil courts' jurisdiction in land title disputes
CUTTACK: The Orissa High Court has held that the state government cannot determine ownership in its favour and proceed with eviction through summary proceeding as the proper and competent forum for declaration of right, title, interest and possession is the civil court. The ruling came while the vacation court set aside the eviction order issued by the tehsildar (Dhamnagar) under Orissa Prevention of Land Encroachment Act, 1972 and the subsequent orders by appellate authorities - sub-collector (Bhadrak) and collector (Bhadrak) endorsing it. Dinabandhu Behera had filed a petition challenging the eviction order claiming that after the abolition of the estate, the ex-intermediary submitted an Ekpadia in favour of the petitioner's father, in whose name the tenant ledger was opened. His father thereafter paid rent to the government. Behera came into possession of the suit land after his father's death. Contrary to these facts, the land was erroneously recorded in the name of the state during the Hal settlement, a factual inaccuracy which led to the initiation of encroachment proceedings against him, the petition claimed.
