Itanagar: Arunachal Pradesh CM Pema Khandu has termed civil service officers as the backbone of the state's governance system.
Speaking at the 16th Triennial Conference of the Arunachal Pradesh Civil Service Officers Association (APCSOA) at Itanagar on Friday, Khandu stressed that their performance is not just their own but it reflects the effectiveness of the political leadership and credibility of the govt itself.
He urged the APCSOA officers to take ownership of the state and contribute to its holistic growth.
Appreciating the theme of the conference, 'Civil Service at the crossroads: Reimagining public service for a new era', the CM said the role of today's civil service officers is not just administrative but transformational.
"You are the first point of contact for the public. You are the ones who interpret govt schemes in a language the people understand. You are the ones who mediate between tradition and modernity. You are the ones who can prevent alienation and foster ownership among the people for every development initiative," he said.

NHRC seeks Arunachal Pradesh report on protests against Siang Upper project
ITANAGAR: The National Human Rights Commission (NHRC) on Monday took cognisance of media reports on protests by hundreds of people to the proposed Siang Upper Multipurpose Project (SUMP) in Arunachal Pradesh, and sought a report from the chief secretary and state police chief. The commission cited a media report of May 23 on a human rights activist and convenor of the Siang Indigenous Farmers Forum leading a protest by 400 people against the dam construction in Beging village. In a statement, NHRC said it had taken suo motu cognisance of the report 'that the residents are opposing the proposed construction of a dam, apprehending that it may result in the displacement of several people and adversely impact livelihood and ecology in the Siang district, Arunachal Pradesh'. 'Reportedly, to deal with the situation, the government has deployed central armed forces in various areas of the Siang district in the State,' the statement said. The commission said that the media report, if true, raise serious concerns of potential human rights violations and sought detailed reports from the chief secretary and the director general of police within two weeks. The commission's decision to take note of the protests comes days after a consultative meeting on the contentious project spiralled into chaos on May 27 as villagers opposing the mega hydropower project clashed with security forces and disrupted the proceedings. Days later, chief minister Pema Khandu said the project was still at the stage of a pre-feasibility report (PFR) and that the government would go ahead with the project 'based on the will of the people'. Khandu also reiterated that the project was of strategic importance and not just aimed at generating electricity. 'China's upstream hydropower plans are a serious concern for India. Unregulated release of water could cause massive flooding in Siang valley and parts of Assam. Conversely, if water is withheld, the Siang may dry up during winters,' he warned.

IAF rescues 14 people stranded in swollen river on Assam-Arunachal border
Fourteen people, trapped in the swollen Bomjir river along the Assam-Arunachal border, were rescued by Indian Air Force (IAF) personnel on Sunday, officials said. A defence spokesman said that a critical humanitarian assistance and disaster relief mission was launched by the Indian Air Force (IAF) on Sunday in response to a request received from the Assam and Arunachal Pradesh state administrations. In all, 14 individuals stranded in the middle of the flooded Bomjir river in the Lower Dibang Valley of Arunachal Pradesh, cut off from main mainland, and all of them were safely rescued to a safe location. The operation was undertaken by a Mi-17 helicopter of the IAF, the spokesman said. Sadiya Revenue Circle Officer Jaydeep Rajak oversaw the operation. All the 14 people -- 13 from Assam's Tinsukia district and one from Arunachal Pradesh -- have been sent back home, the spokesman said. Officials of Assam and Arunachal Pradesh thanked the IAF for its timely intervention, ensuring the safe rescue of the stranded people. Meanwhile, the Arunachal Pradesh government has announced an ex gratia of Rs 4 lakh each for the next of kin of those who died in landslide-related incidents across the state over the past 48 hours. Nine people – seven in East Kameng district and two in Lower Subansiri district– were killed on Friday night due to landslides triggered by torrential rain in the northeastern state since Thursday. Chief Minister Pema Khandu expressed condolences over the deaths and said necessary assistance would be provided to the affected people through the respective district administrations. Arunachal Pradesh Home Minister and local MLA Mama Natung, and Union Parliamentary Affairs Minister Kiren Rijiju also deeply condoled the deaths. Seven people, including two women and two children, lost their lives on Friday night in East Kameng district when a vehicle carrying members of two families was swept off the road by a huge landslide between the Bana-Seppa stretch of National Highway-13. In a separate incident in Lower Subansiri district, two workers were killed and two others rescued after a landslide hit a cabbage farm near the Pine Grove area along the Ziro-Kamle road.

Khandu lays foundation of Rs 750-cr education infra projects

Additionally, Rs 322 crore has been earmarked for the construction of 156 hostels and teachers' quarters in all districts under the scheme. Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), 14 high-capacity hostels with 120 beds each will be built at a cost of Rs 71.40 crore. The initiative also covers the construction of 60 bachelor barracks in rural schools with an allocation of Rs 9 crore. Further, Rs 30 crore will be used for infrastructure development at Arunachal University in Pasighat (East Siang district), while Rs 23.64 crore has been set aside for constructing 394 kitchen sheds-cum-stores under the PM Poshan scheme. 'This is in line with our commitment to successfully implement the Shikshit Arunachal 2029 Mission adopted by our government,' Khandu stated. He emphasised that the mission aims to comprehensively address infrastructure requirements in government schools, while also enacting policy reforms to revamp the state's education system. Reiterating his stance on improving quality, the chief minister announced that non-functional schools or those with zero attendance will be shut down. These will be replaced by an inter-village school model to optimise resources and outcomes. 'Over the years, in our pursuit of quantity, we compromised on quality.
