
Caste discrimination allegation: BSP demands FIR against Ludhiana MC official
The Bahujan Samaj Party (BSP) on Monday launched a protest outside the Ludhiana municipal corporation's (MC's) Zone-A office, calling for immediate registration of an FIR against a senior MC official under the SC/ST (Prevention of Atrocities) Act.
The protest, organised under the party's ongoing 'Punjab Sambhalo' campaign, highlighted what BSP leaders described as institutionalised caste-based discrimination and exploitation within the municipal administration. The party also called for a complete roll back of the contract system for sanitation and Class IV workers, terming it a form of systemic injustice against Dalits.
BSP leaders alleged that on May 26, official, while sitting on a constitutional post, physically assaulted Class IV workers including sanitation staff, sewer men, and beldars. According to the party, he kicked them, hurled casteist slurs, used filthy language, and publicly humiliated the workers.
The BSP demanded his immediate suspension and legal action under the SC/ST Act, stating that such behaviour not only violates constitutional values but also reaffirms the oppressive treatment meted out to Dalit workers in government institutions.
The protest also targeted the Aam Aadmi Party-led Punjab government and the BJP-led central government, accusing both of turning a blind eye to the plight of sanitation workers across the state. 'Despite repeated appeals, the government has failed to address our basic demands. There is growing anger among the Valmiki Samaj and the entire community of sanitation workers,' the memorandum submitted by the party read.
Among the key demands raised during the protest were registration of an FIR against MC official and his immediate suspension; a complete rollback of the outsourcing policy for sanitation workers, sewer men, gardeners, and beldars; issuance of appointment letters to overage employees; deployment of one supervisor (lambardar) in each of the 95 municipal wards; and the clearance of retirement benefits within 24 hours of an employee's retirement.
The BSP further demanded an inquiry against councillors from AAP, BJP, and Congress, accusing them of supporting private garbage collection tenders that, according to the protestors, have robbed poor workers of their livelihood. The party alleged that private contracts are benefiting select contractors while sidelining Dalit workers who earlier collected garbage from door to door. It sought a halt to this 'anti-poor and anti-Dalit' privatisation drive and urged the civic body to regularise these workers through a house resolution.
Other demands included installation of compactors in all 95 wards, action against the so-called 'garbage mafia' allegedly collecting ₹1,000 to ₹2,000 per month from households through staff deployed on compactors, and the permanent appointment of a deputy chief financial advisor (DCFA) in the Ludhiana MC.
The BSP has warned that if its demands are not met, the agitation will intensify across the state.

Cong meets governor, urges special assembly session
Patna: An 11-member delegation of the Congress, headed by state party president Rajesh Kumar, met governor Arif Mohammed Khan on Wednesday and urged him to convene a special session of the Bihar assembly over the alleged deterioration in the state's law and order situation, citing the recent rape and murder of a dalit girl from Muzaffarpur. "You are requested to invoke Article 175 of the Constitution in light of the deteriorating law and order and misgovernance in Bihar, and convene both houses to deliver a strong message," the Congress delegation demanded through their memorandum submitted to the governor. The Congress delegation also demanded a high-level probe into the incident to punish the guilty, besides providing justice and compensation to the victim's family. They also sought concrete and effective steps to prevent injustices against the dalit community and to ensure their social, economic, and security-related rights. The memorandum stated that currently, 6,799 crimes against SC-ST communities occur annually in Bihar, accounting for 13.16% of the country's total crimes. "The conviction rate for these crimes is only 8.6%, meaning nearly 90% of offenders go unpunished," it alleged. Citing the recent report of the Auditor General of India, the memorandum further raised serious concerns about Bihar's healthcare services and urged the governor to intervene in the matter. Later, Congress workers protested outside the residence of the health minister, Mangal Pandey, over the issue. A delegation of Jan Suraaj, led by its state president Manoj Bharti, also met the governor and handed over a memorandum.

When misused, law becomes sword instead of shield: Karnataka high court
Bengaluru: The high court has quashed the proceedings in a five-year-old criminal case filed against a real estate developer by a business partner under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. "The courts must remain vigilant against the weaponisation of criminal law for settling civil disputes. The law, when misused, ceases to be a shield and becomes a sword. The complainant, to wreak vengeance or arm-twist the petitioner over a financial dispute, made use of the criminal justice system," Justice M Nagaprasanna stated while quashing the case against Vilas Bhormalji Oswal. Vilas, from Solapur, Maharashtra, established a partnership with Somashekara from Bengaluru and others for purchasing and developing agricultural land. Disputes arose in 2020 when Vilas refused to sign certain documents, hampering the development projects. Somashekara claimed that during a Dec 2020 meeting in a playground in Jayanagar, Vilas threatened him and made caste-based remarks. A complaint was filed with the Directorate of Civil Rights Enforcement in April 2021. Three years later, police registered an FIR, followed by a chargesheet. While Somashekara argued that Vilas knew his scheduled caste status and made caste-specific insults, Justice Nagaprasanna found no evidence of casteist slurs in the initial complaint. The judge noted that witness statements on the Dec 2020 incident were recorded only in March 2024, with the case registered in April 2024. The court found significant discrepancies between the original complaint and the chargesheet, particularly regarding caste-related allegations. "The subject complaint is a blade of vengeance, cloaked in the garb of law. A criminal trial, if permitted to proceed on the glaring facts, would amount to an egregious abuse of legal machinery and would undoubtedly result in patent injustice," the judge observed while quashing the proceedings against Vilas.

Waqf Umeed portal tantamount to contempt of court, claims Muslim Board
The Union government's plan to unveil the UMEED portal to digitise the registration process for Waqf properties across India has met with expected criticism from Muslim bodies, notably, the All India Muslim Personal Law Board which is planning to challenge the move in the Supreme Court. The Board contends that at a time when petitions challenging the Waqf (Amendment) Act, 2025 are under consideration of the Supreme Court such a move is tantamount to contempt of court. The UMEED portal, it is claimed, is based on the recommendations of the Act. Judgment reserved The Supreme Court, it may be noted, has heard several petitions against the Waqf Act, including those by many Muslim bodies, and reserved its judgment in the final hearing last month. 'The Waqf Act 2025 is currently under consideration in the Supreme Court. Most Muslim organisations have rejected it. The Opposition parties, human rights organisations, as well as Sikh, Christian, and other minority communities have also declared it unacceptable. It is unfortunate that despite this, the government is launching the Waqf Umeed Portal from June 6 to make the registration of Waqf properties mandatory. This is entirely illegal and constitutes contempt of court,' said All India Muslim Personal Law Board president Maulana Khalid Saifullah Rahmani. The Board has appealed to State Waqf Boards besides common Muslim citizens to refrain from registering Waqf properties on this portal until the court delivers its verdict. 'It seems like a move to implement the Waqf Act through the back door,' a Board official said on condition of anonymity. The AIMPLB fears the government through the portal UMEED, an acronym for Unified Waqf Management, Empowerment, Efficiency, and Development, ostensibly meant to usher in greater transparency and better management of Waqf properties, is using it as a ruse to stake claim on Muslim properties through the Waqf-by-User clause in the new Act. The clause has been hotly contested in the Supreme Court. Property registration mandatory Incidentally, the UMEED portal makes the registration of Waqf properties mandatory and aims to integrate them all into a centralised digital platform. Developed under the provisions of the Waqf (Amendment) Act, the portal will require all Waqf properties to be registered within six months of its launch. The registration is said to be a long drawn-out process, needing comprehensive details of the property. The Minority Affairs Ministry, under which the portal will operate, has offered technical assistance besides detailed guidelines on the process of registering a property. The AIMPLB, however, contends that, if implemented, any Waqf property not registered on the portal, may be treated as disputed, and the community may even lose ownership over it. 'The registration is entirely based on the disputed law, which has been challenged in court, and labelled unconstitutional. Therefore, the Muslim Personal Law Board strongly opposes it. We will soon approach the apex court against this move of the government,' Mr. Rahmani said.
