5 questions for Jennifer Pahlka

Hello, and welcome to this week's installment of the Future in Five Questions. This week DFD interviewed Jennifer Pahlka, a senior fellow at the Niskanen Center and an Obama-era deputy chief technology officer who helped co-found the U.S. Digital Service — now known as the U.S. DOGE Service. Pahlka, the author of Recoding America: Why Government is Failing in the Digital Age and How We Can Do Better, discussed why (and how) government needs to become more responsive to feedback, why she thinks Marc Dunkelman's ballyhooed new book 'Why Nothing Works' points a way forward through 'vetocracy,' and what it would really take to integrate artificial intelligence in the government. An edited and condensed version of the conversation follows:
What's one underrated big idea?
Feedback loops. They're so simple, and yet we have such trouble employing them in government. Our elected leaders are meant to get feedback, often in the form of election results, from the public, but that's a very long loop and it's very indirect. In between, we need feedback about whether policies or programs are working as intended, but the linear processes we employ don't allow for the kind of mid-stream feedback that's needed to adjust appropriately. So lawmakers might pass a law, and it gets handed down to agencies to implement, and as it descends through this complex hierarchy, a sort of game of telephone occurs, and things morph. So often, our laws and policies just don't have the intended effect.
Both policy making and policy implementation need to be renovated, and connected to each other to allow for far more frequent looping back to check that we're doing what we originally wanted. That means a lot of different feedback loops. Agencies trying things out with the people they serve, like beta versions of websites, or early tests of rules and guidance, and then adjusting based on whether the public understood and used it. They will learn from those tests, and agency implementers will also have to loop back to regulators and lawmakers for adjustments. In this model, lawmakers can exercise a very different kind of oversight — not just outrage when things don't work, but helping implementation stay on track while it's happening.
What's a technology that you think is overhyped?
I've really never understood crypto. Maybe I'll get it someday.
What book most shaped your conception of the future?
I finally read 'The Power Broker' by Robert Caro just a year or two ago, and it really helped me understand how we got so stuck in our ability to do things and build things. Robert Moses got a lot built, but he did it at too great a cost, and ruined things for future builders for a long time.
It's a book about the past, but it helps you see the cycle we're in, which points at the future. Marc Dunkelman's new book 'Why Nothing Works' picks up from there really well. We've got to dismantle the vetocracy we've created so we can do stuff again. There's so much that needs doing. We can learn the right lessons from the past and stop overcorrecting.
What could the government be doing regarding technology that it isn't?
Government needs far more basic technology competence. We have to have this competence inside government. We can't just outsource everything, including our own understanding of what's possible and what we need. Of course, we'll still use contractors, but we'd use them a lot better if we had the right internal capacity. It's interesting to me that many voices for this path now come from the right, in part because they see how government is going to need to adapt to and adopt AI. You can't just let vendors tell you how to apply AI. You have to understand your own operations to know where it can help.
One of the things that competence could do is put us in a position to use AI to move faster by tackling regulatory and procedural bloat. It's exhausting trying to understand what's actually required by law and what's someone's arbitrary idea of how to comply with that law that could be made far less burdensome. Getting back to the need to build and get stuff done, AI could really help us cut through these vague notions of red tape.
What has surprised you the most this year?
The L.A. fires really took me by surprise. They took a lot of people by surprise! I live part of the year in a high fire-risk area, but it's rural, very remote and very overgrown after centuries of fire suppression. I've pretty much been expecting our area would burn for some time. I had no idea we would see that kind of devastation in an urban area. It's been so shocking. Two branches of our family, and a dear friend, all lost everything. I only hope that L.A. can rebuild more sustainably this time. Events like these really make you consider the depth and breadth of what we need to rethink.

DOGE is now spreading its gospel of efficiency at the Consumer Financial Protection Bureau.
POLITICO's Holly Otterbein and Katy O'Donnell reported for Pro subscribers today that Elon Musk's team is now embedded at the bureau, which Republicans have not been shy about wanting to eliminate.
The CFPB's employees union, National Treasury Employees' Union 335, said in a statement, 'CFPB Union members welcome our newest colleagues and look forward to the smell of Axe Body Spray in our elevators. While Acting Director Bessent allows Musk's operatives to bypass cybersecurity policies and wreak havoc with their amateur code skills inside CFPB's once-secure systems, CFPB Union members fight to protect our jobs so we can continue protecting Americans from scammers with conflicts of interest like Musk.'
Neither the CFPB nor DOGE immediately responded to POLITICO's request for comment. In a November post on X, Musk wrote: 'Delete CFPB. There are too many duplicative regulatory agencies.'

Former President Obama said Dreamers are 'being demonized and treated as enemies' in a social media post marking the 13th anniversary of his administration establishing the creation of the Deferred Action for Childhood Arrivals (DACA) program. 'DACA was an example of how we can be a nation of immigrants and a nation of laws,' Obama said of the program, which was implemented to provide young immigrants who grew up in the United States temporary protection from deportation. 'And it's an example worth remembering today, when families with similar backgrounds who just want to live, work, and support their communities, are being demonized and treated as enemies,' he continued. The former president's post comes after authorities conducted several workplace raids across California in recent days, detaining employees and stunning business owners. In response to the raids, Los Angeles saw a wave of protests against Immigration and Customs Enforcement (ICE), which devolved at times into violence. President Trump deployed the National Guard to address the demonstrations, over the objections and criticism of California Gov. Gavin Newsom and other Democrats. The Trump administration has since directed Immigration and Customs Enforcement (ICE) to pause raids against select industries, citing a need to protect businesses as they lose 'long time workers,' whose jobs are 'almost impossible to replace.' Obama has previously expressed his support for DACA, saying in 2022 that the program has helped recipients to stop living in fear and instead live freely in the country in which they grew up. There are more than 530,000 active DACA recipients as of December. 'We can fix our broken immigration system while still recognizing our common humanity and treating each other with dignity and respect,' Obama said in his Sunday post. 'In fact, it's the only way we ever will.'

Former President Barack Obama took to social media on Sunday to address immigration as protests against President Donald Trump's overhaul of immigration and sweeping ICE raids continue to grip the nation. Obama drew attention to the Deferred Action for Childhood Arrivals (DACA) program, which was established in 2012 during his tenure. "DACA was an example of how we can be a nation of immigrants and a nation of laws. And it's an example worth remembering today, when families with similar backgrounds who just want to live, work, and support their communities, are being demonized and treated as enemies," Obama said. The immigration policy allows some children of immigrants brought to the U.S. to receive a renewable, two-year period of deferred action from deportation and be eligible for a work permit. The program has since been subject to legal challenges and attempts to dismantle it by the Trump administration. It currently remains in effect for those who were already recipients. The former president's comments about immigration come as protests in Los Angeles stretch into the eighth day, seeing both peaceful marches and clashes with police. Former Biden-era White House press secretary Karine Jean-Pierre abruptly left the Democratic Party in her rear-view mirror, announcing in June that she had become an Independent after spending more than two years as President Joe Biden's top spokesperson and defender. "Our country has become obsessed with blind loyalty to a two-party democratic system. In her new book, timed for publication just one year after the 2024 election, Karine Jean-Pierre shares why Americans must begin to look beyond party lines and why she chose to embrace life as an Independent," a press release announcing Jean-Pierre's upcoming book, "Independent," stated while revealing that the former spox had ditched the Democratic Party. "Jean-Pierre didn't come to her decision to be an Independent lightly, she has served two American presidents, Obama and Biden. . . . She takes us through the three weeks that led to Biden's abandoning his bid for a second term and the betrayal by the Democratic Party that led to his decision," the press release continued. Fox News Digital took a look back at Jean-Pierre's history as press secretary – which spanned from May 13, 2022, until January 20, 2025 – including the most partisan stances and statements she made in defense of the administration as the immigration crisis spiraled to new highs, the Supreme Court overturned Roe v. Wade, the administration embraced transgender issues, and the White House's heated rhetoric aimed at President Donald Trump ahead of the 2024 election. We are trying to save lives. It is not open." Biden-era White House Reporters Express Disbelief On Karine Jean-pierre's Sudden Party Switch Critics at the time slammed the press secretary over the comment, calling the comment a "bold-faced lie" as migrants were seen coming across the border with little consequences. The Biden administration was in power when the Supreme Court issued its landmark decision effectively ending the recognition of abortion as a constitutional right in the Dobbs v. Jackson decision in June of 2022, with Jean-Pierre calling the ruling "extreme." "When the Supreme Court made that extreme decision on Dobbs, it really put a lot of families and women's lives at risk," she said during a press conference in July of 2022. Karine Jean-pierre Switches Affiliation To Independent, Releasing New Book About 'Broken' Biden White House The Biden White House frequently celebrated LGBTQ holidays during its four years, including fiercely defending transgender issues and policies that the Trump administration has since ended. "Tomorrow is Trans Visibility Day," Jean-Pierre said during a March 2023 press conference slamming Republicans who put forth legislation that aimed to keep biological boys out of girls' sports and end transgender surgeries for minors. "On a day that we should be lifting up our trans kids and our trans youth and making sure that they feel seen, we're seen more and more of these hateful, hateful bills." "We've been very clear about these anti-LGBTQ bills that we're seeing in state legislatures across the country, in particular these anti-trans bills, as they attack trans kids, as they attack trans parents. It is shameful, and it is unacceptable," she added. In the months leading up to Election Day, Trump faced two separate assassination attempts, including one in Butler, Pennsylvania, during a campaign rally in July that left him with an injury to the side of his head after a bullet whizzed towards him, and another in September when a man attempted to kill Trump while he played golf in Florida. "It's been only two days since somebody allegedly tried to kill Donald Trump again, and you're here at the podium in the White House briefing room calling him a threat," Fox News' Peter Doocy pressed during a news conference in September of 2024. "How many more assassination attempts on Donald Trump until the president and the vice president and you pick a different word to describe Trump other than 'threat'?" Then-Vice President Kamala Harris and Biden had both repeatedly claimed that "Democracy is on the ballot" last year amid Trump's re-election campaign. While the White House, Biden and Harris additionally described Trump as a "threat" to democracy, Fox Digital previously extensively reported. Biden Book Author Reveals How White House Staff Truly Felt About Karine Jean-pierre As Press Secretary Jean-Pierre exhaled in a sign of disapproval before answering: "Peter, if anything, from this administration, I actually completely disagree with the premise of your question, the question that you're asking. It is also incredibly dangerous in the way that you are asking it, because American people are watching. And to say that, when you start bringing political rhetoric. . . . That is not okay." "There are people watching at home who might miss the part where you say, let's lower the temperature. And there are mentally unstable people who are attempting to kill political candidates, attempting to kill Donald Trump. And they are still hearing this White House refer to him as a threat. Is there no concern?" Doocy continued in the press conference. "We're using examples.
