EC to roll out simpler EVM check protocol; major verifications in Maharashtra soon
More than six months after the declaration of Maharashtra Assembly election results - over 100 applications for checking & verification (C&V) of EVM memory across constituencies - largely by the defeated INDIA bloc candidates - will finally be addressed.
ET has gathered that the Election Commission will announce a new, simpler protocol for memory checks of the voting machines within the next two weeks, setting the wheels in motion for the conduct of the C&V, which had been paused for months amid court battles.
As per rulebooks, the EVM C&V process is timed to be completed largely within two months of the declaration of election results, except in cases where an Election Petition (EP) challenging the result may have been filed in court.

PROTOCOL SWITCH
Following Supreme Court directions on April 26, 2024 - two runners-up/losing candidates can seek burnt memory verification in about 5% of EVMs per Assembly constituency for suspected 'tampering or modification' within seven days of counting day.
Live Events
The original 2024 ECI protocol for the EVM memory check - issued amid Lok Sabha polls - allowed candidates to choose various combinations of EVM/VVPATs for the memory check in the presence of the candidates along with engineers from the EVM manufacturers (ECIL and BEL).
This SOP, however, was challenged in court over its efficacy.
In a hearing on February 11, 2025, the special Supreme Court bench - with then Chief Justice Sanjiv Khanna and Justice Dipankar Datta - took another view and observed that the EVM C&V mechanism was not meant to be such a complex one involving the erasure and reloading of polling data, but merely a verification of the EVMs by an engineer of the manufacturing company to dispel doubts on possible tampering.
Awaiting clarity from the court on the path ahead, the poll panel chose to pause all ongoing C&V processes in the interim.
The clarity came with the May 9 hearing of the case, where the bench accepted the EC's proposal - to not delete data from EVMs whose verification is sought by candidates.
The SC said that the idea was simply that engineers of
Bharat Electronics Limited
(BEL) and Electronics Corporation of India Limited (ECIL) 'certify' that they are satisfied that 'the burnt memory/microcontrollers and software have not been tampered with and their integrity is maintained'.
The court has, however, allowed room for a mock poll.
Accordingly, a simpler SOP detailing both aspects is now set to be brought in, ET has gathered.
MAHARASHTRA CALLING
The biggest impact will be in Maharashtra where, in the aftermath of a tightly contested Assembly election in November 2024, a record 104 Checking & Verification (C&V) applications were filed across 95 constituencies seeking verification of 755 EVMs.
The maximum verification applications appear to have been filed by candidates from the Sharad Pawar NCP, as per preliminary assessments.
The Indian National Congress is not far behind, with at least a score of C&V applications filed by its candidates. The largest number of applications have come from constituencies in the districts of Thane, Pune, Ahilyanagar and Mumbai South-Urban.
As many as 137 EVMs are sought to be checked in Pune district, followed by 75 in Thane and 74 in Ahilyanagar, as per ECI data.
Nearly half of these were later caught in EPs filed simultaneously in several of the same constituencies.

US joins Israel, strikes Iran's three nuclear sites; Trump suggests Fordow is destroyed
Donald Trump In a dramatic escalation of tensions in the Middle East, US President Donald Trump announced that the American military had struck three Iran's nuclear sites early Sunday morning local time. The air strikes targeted Fordow, Natanz and Isfahan, facilities at the heart of Iran's uranium enrichment programme and marked a direct US entry into the war between Israel and Iran. 'All planes are now outside of Iran air space,' Trump said on Truth Social. 'A full payload of BOMBS was dropped on the primary site, Fordow. There is not another military in the World that could have done this. NOW IS THE TIME FOR PEACE!' The president is expected to address the nation at 10pm ET. The strikes signal a historic and risky US intervention in support of Israel's goal to dismantle Iran's nuclear programme. Trump's decision reverses his earlier stance on avoiding costly foreign wars and opens the door to potential retaliation from Iran against US forces across the region. Here are the top developments: Targeted sites: The attacks focused on Iran's heavily fortified nuclear facilities. Trump claimed success in striking all three locations — Fordow, Natanz and Isfahan — with a full payload dropped on Fordow, considered Iran's most secure enrichment site. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Trade Bitcoin & Ethereum – No Wallet Needed! These aircraft are capable of carrying 30,000-pound bunker-busting bombs, which are seen as necessary to penetrate Iran's deeply buried nuclear sites. Coordination with Israel : Israel was informed in advance of the strikes, an Israeli official was quoted as saying to Axios. The attack took place on the ninth day of Israel's offensive against Iran, which has included efforts to destroy Iranian air defences and missile systems. Tensions boil over: The air strikes come after more than a week of Israeli attacks on Iran and Tehran's retaliatory measures. Trump had earlier suggested diplomacy might still work, saying a decision would come 'in the next two weeks.' But by the weekend, preparations for a military strike had intensified. Shifting stance: Despite deep divides within his 'America First' support base, Trump has been clear in his position that 'Iran must never be allowed to obtain a nuclear weapon.' He had recently expressed doubt over Israel's ability to destroy Fordow alone, saying, 'They can break through a little section, but they can't go down very deep.' Failed diplomacy: Behind the scenes, Trump had made a last attempt to avoid war. He considered sending a White House envoy or even attending a secret meeting himself in Istanbul, with Turkish President Recep Tayyip Erdoğan offering to mediate. However, the talks fell through when Iran's Supreme Leader Ali Khamenei, said to be in hiding due to assassination fears, could not be reached to approve the meeting.

Security, surveillance in place for counting of votes tomorrow
Ludhiana: District election officer Himanshu Jain Saturday said elaborate arrangements are in place for the smooth counting of votes polled for the Ludhiana West bypoll. At sharp 7 am on June 23, the counting of votes and postal ballots will commence in the presence of election observers, candidates, and their authorised representatives. An official statement said robust security measures, including the deployment of paramilitary forces at the counting centres to safeguard electronic voting machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) machines, have been implemented. The entire process is being continuously monitored through CCTV surveillance. The DEO emphasised that entry to the counting centres will be strictly regulated, allowing only candidates, their representatives, media personnel, and authorised individuals with valid identity cards issued by the ECI. Fourteen candidates are in the fray for the seat, including AAP's Sanjeev Arora, Congress' Bharat Bhushan Ashu, BJP's Jiwan Gupta, and SAD's advocate Parupkar Singh Ghuman. Chief electoral officer Sibin C Thursday said the voter turnout, as per data uploaded till 7pm on the voting day, was 51.33%. As part of a new initiative, polling data was uploaded on the ECINET app by the presiding officers at the respective polling stations. A total of 194 polling stations were set up. Besides the provision of assured minimum facilities at each polling station, for the first time, a mobile deposit facility was created at the entrance of all polling stations.
