Crisis - which crisis? Israel-Iran another huge challenge for government
On a normal weekend, MPs might try to snatch a bit of downtime, or squeeze in a game of pin the tail on the donkey at a constituency summer fete.
Ministers might be ploughing through documents in their red box, or rehearsing the next round of "lines to take" - the rough scripts circulated around Whitehall so they all say more or less the same thing whenever they are near a microphone.
Yes, it's as deliberate as it is maddening.
Instead, this weekend, as buildings burn in Tehran and Tel Aviv, the government is staring at a crisis. Another one. A moment that has big implications for the world's security and stability, as well as how we pay our way.
Only 48 hours after the chancellor - who'll join us tomorrow - carefully carved out how she wants to spend taxpayers' cash for the next few years, Israel struck Iran, Iran hit back, the oil price surged, and the government's emergency committee was scrambled.
No government can stop the rest of the world "going crazy", as one City source described it. But now, they added, "We have multiple genuine global crises", when even "one shock is enough to shift the goalposts".
"There do genuinely seem to be more crises," a senior Labour MP tells me.
Governments always have to deal with the universe as they find it, not the world as they wish it to be. But what confronts Labour might have most of us hiding under the duvet, and the sheer number of dangers seems to be multiplying.
A senior Whitehall figure suggested there were moments in the Cold War that were "more perilous", but the problems then were "more simple – it's so complicated now".
Abroad, conflicts rage – most notably, the years' long face-off between Israel and Iran that has exploded into a deadly and direct phase this week, and a belligerent Russia fighting war on the edge of our continent.
India and Pakistan have been squaring up to each other too, and China is jostling for dominance. The government has already promised it will spend more - a lot more - on protecting the country in the face of all those threats. Remember, they have not told us where the cash is going to come for that in the long term.
But don't forget our supposedly most trusted ally in the White House is flirting with a different kind of war, a trade war, by slapping on, then taking off, then slapping on costly tariffs on exports.
At home, ministers will also still gladly describe many aspects of the UK as dire, and remind you the state of government was even worse than they expected when they walked into government nearly a year ago.
They talk about a prisons "crisis", a housing "crisis", the "broken" NHS, as well as the climate "crisis". The list goes on.
This week's Spending Review was designed to be their big answer to those problems. Tens upon tens of billions of pounds of taxes and borrowing for public services and long-term projects, like rail lines and power stations.
The chancellor's allies reckon the big review went down pretty well. It has not, as of yet, created any new political problems at least.
"The biggest fear on a day like that is that it all unravels and that hasn't happened," a government source said, sighing that No 11 has avoided an ominshambles, an embarrassing row over taxing sausage rolls or a serious breach in their friendship with business.
Despite enormous amounts of spending, money will still be painfully tight in some parts of government. But insiders reckon Reeves' plans have given Labour backbench MPs things to boast about – note the number of specific towns given a long-term project and a name check in the chancellor's speech.
But there are other tricky trends the government is less fond of pointing out, that others call "crises" - notably the country's debt, and our shifting demographics.
In short – the debts are massive, there are more older people to look after, and fewer proportionately of working age to pay to support them - profound long-term problems that will pile more pressure on the bill for the nation's health and welfare bills. And few mainstream politicians would currently suggest allowing more workers from overseas to come to the UK to change that equation.
"No politician will tell it as it is," a former minister worries privately, arguing that none of our leading politicians are being open about the coming strain on our existing economic model.
"We're not yet in a doom loop – but we need to wake up."
Keir Starmer would likely object to the comparison, but another senior figure suggested, just as former Conservative PM Boris Johnson believed in having his cake and eating it, that Labour is trying to have it all. They said, the government "isn't addressing the fundamentals – we can't deal with debt, defence, and growth while having over half the state going towards the NHS and welfare, it doesn't add up".
The ledger will certainly be even harder to balance if the outburst of violence between Iran and Israel becomes a lasting conflict. Not because of decades of regional agony, but the brute effect on the oil price which could ultimately feed through to higher prices for everyone and more strain on the economy.
Rachel Reeves is already short on cash for a rainy day. If the conflict's prolonged, those potential tax rises in the autumn might well arrive. But rather than panic publicly, government sources point to the rising price of oil as another reminder that they are making the right decisions at home - like planning new power stations.
"We need resilience to navigate short term crises," they said. "That's what we are building".
The source also recalled the "Oh my God moment" when Trump introduced the world to his surreal tariff scoreboard, saying the UK had put itself in a far better position to navigate turmoil than its predecessors.
A former senior minister also credited the PM's political positioning towards the White House. It had involved what they described as a "sickening amount" of sucking up, but meant that "in practical terms, they are probably as in as good a position as anybody".
The prime minister's allies also point, with some legitimacy, to Sir Keir's intense efforts to make like a statesman, trying to coordinate action on Ukraine, and patching up some of the UK's fraught relationships with European allies.
But there is no doubting this is a fretful moment, adversaries and conflicts around the world, deep seated problems at home. Labour has zealously talked up its appetite to reform everything in sight, to respond to the gravity of the situation it inherited.
The prime minister is certainly visibly busy on the world stage, again at the G7 this weekend. Labour is pumping significant amounts of extra cash into public services. But it's fair to wonder if their actions so far really match the scale of the promises they made to "rewire" the country, and the ever more fraught situation they face on so many different fronts.

A huge political spat has broken out... over a playground
A plan to build a playground in Alkrington has been delayed once again. The suburb, on the edge of Middleton, had seen a number of playgrounds close down in recent years. The decision over where to build a new one has dragged on for years, with squabbles between politicians and locals over the most suitable spot. The money is expected to go towards paths, fencing, swings, see-saws and other play equipment. But now Labour councillors, who approved the funding, have been left furious after two Middleton Independent Party (MIP) politicians called in the decision. 'Calling in' a decision opens up the matter for further scrutiny if politicians feel there is an issue that hasn't properly been addressed. The call-in will mean further delays to a project that has already dragged since 2023. A statement issued by Middleton Labour read: 'The South Middleton councillors believe it is a disgrace that a legitimately arrived and very popular decision can be delayed without good cause by the MIP councillors' petty behaviour, especially when they do not have any seats in the South Middleton Ward. 'The decision taken to go ahead on May 22 was taken with 12 Labour councillors voting for, and two MIPs not even voting against - they abstained. 'Now they want to revoke the decision depriving kids of a long awaited play park in South Alkrington. We must add 1,200 Alkrington residents have signed a petition in favour of this new play park, backing our decision. 'The 'call-in' decision will take place at the end of July. However, South Middleton councillors had hoped to get spades in the ground this year to start building the play park. 'This will prevent planning and organisation until this 'call-in' decision is taken, which will inevitably delay the erection of the play park for many months.' Although other sites were considered by the local authority, Mainway field was the largest open space available, meaning potential noise and antisocial behaviour would be less of an issue. A council report went on to say they will look into mine shafts under the field as well as drainage issues before any building work. Lee Wolf, leader of the MIP, believes there was a lack of consultation before the process and has questioned the impartiality of the decision making. He said: "Our involvement in this matter began last year when I stood as the MIP candidate for Middleton South. From the outset, the site of the proposed play park in Alkrington emerged as a key issue for local residents. 'We have always supported the development of new recreational facilities across Middleton. These spaces are vital for families and young people, and we believe they should be delivered through a process that is fair, transparent, and inclusive of the community's voice. 'However, we have serious concerns about how the decision to site the play park at Mainway Field was reached. 'Our two MIP councillors could not support the report, as it failed to provide a clear and consistent rationale for selecting Mainway Field. 'Throughout this process, our aim has never been to obstruct progress. We want to work collaboratively with all stakeholders, including our Labour colleagues, to find a solution that genuinely reflects the needs and wishes of the community. There is still room for compromise, whether that means revisiting alternative sites or reconsidering the exact positioning within Mainway Field. 'We remain committed to ensuring that decisions about our shared spaces are made openly, fairly, and with the full involvement of the people who live here. Our community deserves nothing less.' Rochdale council confirmed the matter has been called in and will be discussed further at meeting next month.

‘I'll use private sector to help clear NHS backlog', says Streeting
Wes Streeting has said he will consider leaning more heavily on the private sector as he bids to clear NHS waiting lists. The health secretary said he will not be 'bound by outdated ideological battles' when tackling the crisis in the service, where 7.39 million people are currently waiting to be seen by doctors. He said it would be 'foolish to turn away' from the private healthcare sector, but cautioned that 'we must see it for what it is'. Writing in the Sunday Telegraph, Mr Streeting said: 'Some ask if using private capacity contradicts NHS principles. Nonsense. What contradicts NHS principles is letting people suffer unnecessarily when capacity exists to treat them. 'The treatment remains free at the point of use – that's what matters. The independent healthcare sector won't affect this principle, and so it would be foolish to turn it away when we so desperately need it in certain specialities. But at the same time, we must see it for what it is.' The health secretary, who previously received treatment for kidney cancer, added: 'Cancer taught me that time is precious. When you're waiting for treatment, every day matters. That's why I won't waste a single day, or a single available appointment slot, in our mission to give patients the care they deserve.' His comments are likely to spark uproar from MPs on the left of the Labour Party, who fiercely opposed expanding the role of the private sector under Jeremy Corbyn. The former Labour leader has previously accused Sir Keir Starmer of 'betraying' the health service for relying more on private care. The government has said partnerships with the private sector under Labour so far have delivered more than 500,000 treatments, with waiting lists having fallen to a two-year low of 7.39 million in April. Darren Grewcock, a security guard, had hip replacement surgery at the Meriden Hospital through a full NHS referral after an injury left him unable to work. He said: 'The X-rays revealed that I had bone-on-bone osteoarthritis on my left hip. I was referred for surgery and given a list of places you can go – which included options in the independent sector. 'Within three days of booking, I had an appointment booked with the consultant. I couldn't believe how quickly he got back to me and the process started. My recovery has been a huge success. I am fitter, stronger, and more mobile than I was at 50." The charity, Patients Association, welcomed the greater role of the private sector in the NHS. Chief executive Rachel Power said: 'As the NHS continues to tackle the backlog, communication and choice must remain central to how care is delivered because patients don't just need treatment, they need to feel informed and empowered.'

Russia's strong ties with both Israel and Iran could help it emerge as a power broker
Russia has maintained a delicate balancing act in the Middle East for decades, trying to navigate its warm relations with Israel even as it has developed strong economic and military ties with Iran. Israel's military strikes this weekend on Iranian nuclear and military facilities, killing top generals and scientists, and Tehran's response with drones and missiles, put Moscow in an awkward position, requiring fine diplomatic skills to preserve ties with both parties. But it also could open opportunities for Russia to possibly become a power broker to help end the confrontation. Some observers in Moscow also argue that the focus on the confrontation between Israel and Iran could distract global attention from the war in Ukraine and play into Russia's hands by potentially weakening Western support for Kyiv. Russian President Vladimir Putin spoke to both Israel Prime Minister Benjamin Netanyahu and Iranian President Masoud Pezeshkian, offering to help de-escalate the conflict. In his call with Pezeshkian, Putin condemned the Israeli strikes and offered his condolences. He noted that Russia has put forward specific initiatives aimed at resolving the situation around the Iranian nuclear program. Russia's Foreign Ministry issued a strongly worded statement condemning the Israeli strikes as 'categorically unacceptable' and warning that 'all the consequences of this provocation will fall on the Israeli leadership.' It urged both parties 'to exercise restraint in order to prevent further escalation of tensions and keep the region from sliding into a full-scale war.' But despite the harshly worded condemnation of Israel's actions, Moscow hasn't issued any signal that it could offer anything beyond political support to Tehran despite a partnership treaty between the countries. In his call with Netanyahu, Putin 'emphasized the importance of returning to the negotiation process and resolving all issues related to the Iranian nuclear program exclusively through political and diplomatic means,' and he offered his mediation 'in order to prevent further escalation of tensions,' the Kremlin said in a readout. 'It was agreed that the Russian side will continue close contacts with the leadership of both Iran and Israel, aimed at resolving the current situation, which is fraught with the most disastrous consequences for the entire region,' it added. Putin and U.S. President Donald Trump discussed the escalating situation in the Middle East by phone Saturday. Putin's foreign affairs adviser Yuri Ushakov said the Kremlin leader emphasized Russia's readiness to carry out mediation efforts, and noted it had proposed steps 'aimed at finding mutually acceptable agreements' during U.S.-Iran negotiations on the Iranian nuclear program. Relations between Moscow and Tehran often were tense in the Cold War, when Shah Mohammad Reza Pahlavi was a U.S. ally. After the 1979 Islamic Revolution, leader Ayatollah Ruhollah Khomeini branded the U.S. as the 'Great Satan,' but also assailed the Soviet Union as the 'Lesser Satan.' Russia-Iran ties warmed quickly after the USSR's demise in 1991, when Moscow became an important trade partner and a top supplier of weapons and technology to Iran as it faced international sanctions. Russia built Iran's first nuclear power plant in the port of Bushehr that became operational in 2013. Russia was part of the 2015 deal between Iran and six nuclear powers, offering sanctions relief for Tehran in exchange for curbing its atomic program and opening it to broader international scrutiny. It offered political support when the U.S. unilaterally withdrew from the agreement during Trump's first term. After a civil war in Syria erupted in 2011, Russia and Iran pooled efforts to shore up Bashar Assad's government. They helped Assad reclaim most of the country but failed to prevent a swift collapse of his rule in December 2024 after a lightning opposition offensive. When Moscow launched its full-scale invasion of Ukraine in 2022, the West alleged that Tehran signed a deal with the Kremlin to deliver Shahed drones and later launch their production in Russia. In January, Putin and Pezeshkian signed the 'comprehensive strategic partnership' treaty that envisions close political, economic and military ties. During the Cold War, Moscow armed and trained Israel's Arab foes. Diplomatic relations with Israel ruptured in 1967 but were restored in 1991. Russian-Israeli ties quickly warmed after the collapse of the Soviet Union and have remained strong. Despite Moscow's close ties with Tehran, Putin has repeatedly demonstrated his readiness to take Israeli interests into account. He has maintained warm, personal ties with Netanyahu, who frequently traveled to Russia before the war in Ukraine. Russia and Israel have built a close political, economic and cultural relationship that helped them tackle delicate and divisive issues, including developments in Syria. It survived a tough test in 2018, when a Russian military reconnaissance aircraft was shot down by Syrian forces responding to an Israeli airstrike, killing all 15 people aboard. And even though Russia supplied Iran with sophisticated S-300 air defense missile systems, which Israel said were taken out during its strikes last year on Iran, Moscow has dragged its feet on deliveries of other weapons in an apparent response to Israeli worries. In particular, Russia has delayed providing advanced Su-35 fighter jets that Iran wants so it can upgrade its aging fleet. Israel, in its turn, appeared to take Moscow's interests into account by showing little enthusiasm for providing Ukraine with weapons in the 3-year-old war. The Kremlin's friendly ties with Israel has fueled discontent in Tehran, where some members of the political and military leadership reportedly were suspicious of Moscow's intentions. Maintaining good ties with both Israel and Iran could pay off now, placing Moscow in a position of a power broker trusted by both parties and a potential participant in any future deal on Tehran's nuclear program. Long before Friday's strikes, Putin discussed the mounting Middle East tensions in his calls with Trump, conversations that offered the Russian leader a chance to pivot away from the war in Ukraine and engage more broadly with Washington on global issues. Deputy Foreign Minister Sergei Ryabkov suggested in recent days that Russia could take highly enriched uranium from Iran and convert it into civilian reactor fuel as part of a potential agreement between the United States and Iran. Prospects for negotiating a deal under which Iran would accept tighter restrictions on its nuclear program appear dim after the Israeli strikes. But if talks resume, Russia's offer could emerge as a pivotal component of an agreement. Many observers believe the Israeli attacks will likely fuel global oil prices and help enrich Moscow at a time when its economy is struggling. 'It will destroy the hopes of Ukraine and its allies in Western Europe for a drop in Russian oil revenues that are essential for filling the military budget,' Moscow-based military analyst Ruslan Pukhov wrote in a commentary. Some commentators in Moscow also argue the confrontation in the Middle East will likely distract Western attention and resources from the war in Ukraine and make it easier for Russia to pursue its battlefield goals. 'The world's attention to Ukraine will weaken,' said pro-Kremlin analyst Sergei Markov. 'A war between Israel and Iran will help the Russian army's success in Ukraine.'
