
France gives air base US$1.7bil nuclear facelift

LUXEUIL-LES-BAINS: In a sign of the growing security nerves in Europe, France has embarked on a US$1.7 billion renovation of an air base in remote hills in the east of the country so it can handle nuclear-armed bombers.
The work will take a decade but from 2035 the Luxeuil-Saint Sauveur base will be twice the size it is now and it will house new generation hypersonic missiles carried by 50 of France's Rafale fighter jets.
President Emmanuel Macron announced at the base in March – on the day that US President Donald Trump and Russia's President Vladimir Putin discussed the Ukraine war – that it was to become the first to welcome the latest Rafale jets and France's ASN4G nuclear-capable air-to-ground missiles.
Luxeuil will become the fourth, but most modern, base in France capable of storing nuclear weapons.
The base currently has about 20 Mirage-2000 jets, which are no longer in production.
Its triangle shaped hangars date from 1952, according to base commander, colonel Emmanuel Roux. They have been 'well used', according to Roux who said he had seen pictures of president Charles de Gaulle there in 1962. 'It was the same,' he joked.
The hangars will go as the Rafales will not fit in them. 'We will have to redo everything for the infrastructure,' the colonel said.
The Rafale is also heavier than the Mirage so Luxeuil's runway will also have to be made longer and tougher.
As nuclear bases are given extra protection, 'we will have to increase security measures and the entire infrastructure to get up to speed,' the colonel said, likening his work to 'building a cathedral'.
'We have 10 years to build the best base in France with planes that do not exist (yet), a nuclear weapon that does not exist and technicians who are not yet in school,' said Roux.
Luxeuil will be closed between 2029 and 2032 for the key works and the arrival of the first Rafales.
There will be four times as many pilots as now as the Rafale has two crew. The 300 technicians currently at the base will expand to 1,000 by the time the new base is fully operational.
'Logistics wins the war,' said Roux who highlighted the importance of speed in preparing jets for faster rotations between flights. A Rafale engine can be changed in one hour and an ejector seat in 15 minutes, he said.
Pilots at the base, who cannot be named, also said they were ready to carry nuclear weapons. 'It's the weapon of last resort, but I think we're all ready to use it to protect our loved ones and our nation,' said one.
Luxeuil is close to France's border with Germany, Switzerland, Luxembourg and Belgium and the position could also prove strategic.
Macron has also said that with the Russian invasion of Ukraine raging and heightening worries in the rest of Europe, France is ready to start discussing with other European countries the possible deployment of French nuclear-armed jets.
'I will define the framework in a very specific way in the weeks and months to come,' Macron said in a television interview this month.
Russia has already condemned his comments. 'The proliferation of nuclear weapons on the European continent is something that will not add security, predictability or stability to the European continent,' said Kremlin spokesman Dmitry Peskov.

The coach enjoys recalling La Roja's triumph at the 2023 tournament, which was an early sign that a young Spain side were heading back to the top. It proved the springboard to Euro 2024 glory and De la Fuente wants to continue Spain's resurgence by retaining it this summer in Germany. It would bode well ahead of the 2026 World Cup in the US, Mexico and Canada next summer where Spain will be among the favourites. They face France in the Nations League semi-finals in Stuttgart before a potential final against Germany or Portugal. 'We attach enormous importance to it – it's almost more difficult than a European Championship, and we want to be the first team to win it twice,' De la Fuente told reporters last week. 'We want to continue competing at the highest level with these teams.' After European Championship wins in 2008 and 2012, sandwiching their World Cup 2010 triumph in South Africa, the Spanish national team slumped. Poor outings at the Russia and Qatar World Cups started to fade from memory, though, as De la Fuente's side beat Italy and Croatia to win the Nations League. It helped him on a personal level too, with many doubting his credentials and blaming him for an embarrassing defeat by Scotland in Euro 2024 qualifying. The Scots beat De la Fuente's Spain in March 2023 in what was their last competitive defeat, 23 matches ago. Spain beat Italy, Germany and France on the way to the Euro 2024 final, where they got the better of England to claim their first major trophy for 12 years. The worrying thing for the rest of the world is that De la Fuente's Spain team remains hungry, with many players yet to reach their peak. The side is led by Barcelona's teenage winger Lamine Yamal, who turned 17 on the eve of the Euro final, and on the opposite flank Athletic Bilbao's Nico Williams, 22, also has his best years ahead of him. Barcelona midfield maestro Pedri, 22 as well, pulls the strings, while there are emerging talents in other areas including Porto striker Samu Aghehowa and new Real Madrid signing Dean Huijsen. Isco's return Despite a focus on younger players, De la Fuente showed he is not stubborn by turning to Real Betis midfielder Isco. After a superb season in which the former Real Madrid playmaker took the Andalusians to the Conference League final, the 33-year-old finally got the call he craved. Some said De la Fuente should have given Isco a chance last summer but the coach was proven right as his team went on to win the Euros. 'He's going to add a lot – if we had any doubts, he wouldn't have been here,' said De la Fuente. 'He could have been at the Euros, or not, but those who had to be there, were there.' Isco's presence gives Spain even more depth in a midfield packed with quality, and one which is still without Manchester City's Rodri Hernandez who has yet to return to action after missing most of the season injured. 'In Spain, we are privileged to have many very good footballers,' De la Fuente said during the Euros. 'I think they are the best players in the world for many reasons.' In almost every position the coach is blessed with multiple strong options, with the team perhaps only short of one elite striker – although it has not held them back. Aghehowa, 21, could develop into that player, although De la Fuente ran through all of his possible options there, including veteran Alvaro Morata, Dani Olmo as a false nine, or Mikel Oyarzabal, who scored the winner against England. 'This is a team, and in that team, everyone contributes their bit to make a stronger, more solid group,' said De la Fuente. 'Samu is fantastic, Alvaro, Mikel, Dani… we can play in many ways with different players and that is exactly what our strength is.'

Bursa opens higher, tracking Wall Street's overnight gains
KUALA LUMPUR : Bursa Malaysia opened higher today, tracking overnight gains on Wall Street, as sentiment was boosted by the potential reversal of US President Donald Trump's tariff policy, which many view as a negotiation tool, said an analyst. At 9.08am, the FTSE Bursa Malaysia KLCI (FBM KLCI) rose by 3.27 points to 1,506.52 from Tuesday's close of 1,503.25. The benchmark index opened 3.85 points higher at 1,507.10. In the broader market, gainers led decliners 141 to 119, while 259 counters were unchanged, 1,820 untraded and 18 suspended. Turnover stood at 81.17 million units valued at RM40.27 million. Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng said, nonetheless, many were wary of the tariffs' effect on US economic data. In Hong Kong, the Hang Seng Index (HSI) rebounded as sentiment was buoyed by the likelihood of a high-level discussion between China's President Xi Jinping and Trump to mitigate the ongoing trade tension. 'Whether this will take place remains to be seen, but expectations were rather hyped up,' he added. On the home front, the FBM KLCI on Tuesday continued its decline and at one moment, even broke the 1,500 psychological level. Nonetheless, selective bargain hunting managed to push the index back up to above the 1,500 mark. 'Overall, the market undertone is still weak. Hence, the directionless benchmark index is exacerbated by the persistent selling by foreign funds. 'For today, we expect the index to trend between the 1,500-1,510 points range again,' said Thong. Among the heavyweights, YTL Corporation gained 2.0 sen to RM1.82, PMetal rose 5.0 sen to RM5.00, Hong Leong Financial Group increased 16 sen to RM16.46, Petronas Chemicals grew 3.0 sen to RM3.31, and SD Guthrie rose 4.0 sen to RM4.55. Among active stocks, KNM eased half-a-sen to 3.0 sen, Avangaad was flat at 28 sen, Toyo Ventures added 1.5 sen to 38.5 sen, while SSF Home Group, PA Resources and Managepay Systems were flat at 36.5 sen, 18 sen, and 7.5 sen respectively. On the index board, the FBM Emas Index strengthened 20.89 points to 11,275.35, the FBMT 100 Index expanded 21.58 points to 11,044.30, but the FBM ACE Index slid 10.32 points to 4,471.49. The FBM Emas Shariah Index increased 29.68 points to 11,239.83, while the FBM 70 Index garnered 22.01 points to 16,164.17. Sector-wise, the Financial Services Index edged up 11.33 points to 17,773.96, the Industrial Products and Services Index was up 0.70 of-a-point to 150.78, the Energy Index climbed 0.88 of-a-point to 699.84, and the Plantation Index grew 14.45 points to 7,233.33.

Dollar edges down as trade tensions simmer ahead of jobs data

(AFP pic) TOKYO : The dollar drifted lower on Wednesday as the market looked ahead to US employment data for immediate trading cues, while waiting on developments in President Donald Trump's tariff negotiations with key trading partners including China. The Trump administration has given a Wednesday deadline for countries to submit their best offers on trade, the same day a doubling of duties to 50% on imported steel and aluminium comes into effect. Trump is also tipped by the White House to have a call this week with Chinese President Xi Jinping after the two sides accused each other of violating the terms of an agreement last month to roll back some tariffs. In the meantime, macroeconomic indicators have returned as a driver of the US currency this week, even if trade frictions remain centre stage. The dollar slumped 0.8% against major peers on Monday following a contraction in manufacturing, only to rebound by almost the same amount overnight after a surprise increase in US job openings. Early on Wednesday, the dollar was down 0.09% at 143.82 yen and the euro was up 0.13% at US$1.1385. The dollar index, which measures the currency against those two peers and four other counterparts, was flat at 99.159. Traders will have an eye on the ADP employment report later in the day, in the run-up to crucial US monthly payrolls figures on Friday. 'Job openings were much stronger than expected,' Commonwealth Bank of Australia analyst Joseph Capurso said of the overnight JOLTS data, which is closely watched by the Federal Reserve. 'The low estimate for ADP means the USD and US bond yields have a small hurdle to climb for a positive surprise tonight.' Elsewhere, the Australian dollar was little changed at US$0.6460 ahead of the release of GDP figures. South Korea's won strengthened about 0.2% to 1,375.25 per dollar after the victory of liberal candidate Lee Jae-myung in the country's presidential election.
