
IIT Bombay, Kharagpur, & others on UGC's defaulter list for non-compliance of anti-ragging norms
Four Indian Institutes of Technology (IITs) and three Indian Institutes of Management (IIMs) are on the defaulter list for not complying with anti-ragging norms, according to officials at the University Grants Commission (UGC). The UGC has issued show-cause notices to 89 institutions across the country for not submitting mandatory compliance undertakings of anti-ragging norms.
On the defaulter list are 17 Institutes of National Importance, including IITs, IIMs, AIIMS and NIDs.
The defaulters IITs are – IIT Bombay, IIT Kharagpur, IIT Palakkad and IIT Hyderabad. Similarly, IIM Bombay, IIM Rohtak and IIM Tiruchirpalli are also on the list. The defaulters also include AIIMS Raebareli and National Institute of Design — Delhi, Andhra Pradesh and Haryana.
'It has come to the attention of UGC that these institutions have failed to submit the mandatory Anti-Ragging undertakings by students and compliance undertaking by the institutions, despite multiple advisories issued by the UGC, follow-up calls from the Anti-Ragging Helpline, and direct interventions by the Anti Ragging Monitoring Agency,' said UGC Secretary Manish Joshi.
'Adherence to the UGC Regulation on Ragging, 2009 is mandatory for all Higher Education Institutions (HEls). Failure to comply not only violates UGC guidelines but also compromises student safety, particularly in light of increasing concerns about ragging-related distress and campus hostility,' he added.
The UGC has warned the defaulter institutions of withdrawing UGC Grants and Funding, impacting financial assistance and research projects and de-recognition or withdrawal of affiliation, if the norms are not complied with 30 days.
National Institute of Pharmaceutical Education and Research (NIPER), Hyderabad; Aligarh Muslim University; Nalanda University; IGNOU and Indian Statistical Institute, Kolkata are among other prominent institutions on the defaulter list.
The Anti-Ragging Regulations, 2009 mandate that every student and their parents and guardians must submit an anti-ragging undertaking at the time of admission and at the beginning of every academic year.

Maoist explosives unearthed in Jharkhand's Seraikela-Kharsawan
Saraikela, June 29 (UNI) In a breakthrough against left-wing extremism, security forces in Jharkhand's Seraikela-Kharsawan district uncovered a large cache of explosives hidden by CPI (Maoist) cadres in the forests of Gobargota Hills, an official said today. The seizure followed a joint operation launched after police received intelligence on June 28 about Maoist activity in Rajjama village under Kharsawan police station limits. Acting swiftly, a joint team comprising Kharsawan police, Special Execution Team (SET-01), and the 60th Battalion of the Central Reserve Police Force (CRPF) conducted an extensive search in the dense forest area. During the operation, the team located a cave in Gobargota Hill where Maoists had stored a variety of explosives intended to target security forces and disrupt anti-Naxal operations. The recovered items included 5 kilograms of white powder explosive, 29 can-type improvised explosive devices (IEDs) of various sizes, 500 electric detonators, nine bundles of commercial cordex wire, four bundles of electric wire of varying thickness, one kilogram of naphthalene balls, and 66 syringes. The explosives were safely destroyed on-site by the bomb disposal squad in view of public safety and operational risk. Following the recovery, an FIR was registered at Kharsawan police station under Case No. 49/25, dated 29 June 2025. Charges have been framed under relevant sections of the Bharatiya Nyaya Sanhita (BNS), the Explosives Act, the Unlawful Activities Prevention Act (UAPA), and the Criminal Law Amendment Act. Police have launched further investigation and intensified area surveillance to track down Maoist operatives linked to the explosives dump. Authorities believe the seizure is a significant blow to Maoist efforts in the region and underscores the continued vigilance of security forces in combating insurgency in Jharkhand's forested zones. UGC Notice To 89 Institutions Includes IITs, IIMs Over Anti-Ragging Norm Violations
UGC Notice to IITs, IIMs: The University Grants Commission (UGC) has issued a notice to 89 institutions across the country, including four Indian Institutes of Technology (IITs), three Indian Institutes of Management (IIMs), and Aligarh Muslim University (AMU), for failing to comply with anti-ragging regulations. As per the UGC Regulations on Ragging, 2009, every institution affiliated with UGC is required to submit Compliance Undertaking and Anti-Ragging undertakings from students. According to the notice, "It has come to the attention of UGC that these institutions have not submitted the mandatory Anti-Ragging undertakings from students and the compliance undertakings from institutions, despite repeated advisories, follow-up calls from the Anti-Ragging Helpline, and direct interventions by the Anti-Ragging Monitoring Agency." "Compliance with the UGC Regulation on Ragging, 2009 is mandatory for all Higher Education Institutions (HEIs). Non-compliance not only breaches UGC guidelines but also endangers student safety, especially amid rising concerns regarding ragging-related distress and hostile campus environments," the notice stated. The four IITs named in the defaulters' list include IIT Bombay, IIT Kharagpur, IIT Palakkad, and IIT Hyderabad. The IIMs include IIM Bombay, IIM Rohtak, and IIM Tiruchirappalli. Other notable institutions cited for non-compliance are AIIMS Raebareli and the National Institutes of Design in Delhi, Andhra Pradesh, and Haryana. In response to the non-compliance, the institutions in the list are required to submit the Anti-Ragging undertakings written by students and compliance undertaking by institutions. Also, they must provide a comprehensive report on the measures taken by them to reduce ragging in their campuses. The institutions that fail to comply within 30 days of the notice will be : taken off of the UGC Grants and funding which will coherently impact the research projects and financial assistance. Marked as Non-Compliant on the UGC website and the same will be disclosed publicly. Considered for de-recognition or withdrawal of affiliation, subject to further review.
