Eskom launches smart prepaid meter rollout in Gauteng

Eskom has embarked on an extensive infrastructure upgrade programme across Gauteng, focusing on introducing smart prepaid meters to improve service quality and give customers greater control over their electricity consumption. As part of this initiative, the utility is rolling out smart prepaid split meters in Sandton and Midrand, provided at no cost to residential customers.
The rollout begins with a comprehensive stakeholder engagement process, including community meetings, door-to-door education campaigns, customer forums, and ward meetings. These engagements aim to inform residents about the benefits of smart prepaid meters, as well as related programmes such as free basic electricity (FBE), inclining block tariff (IBT), and energy efficiency measures.

A smart prepaid meter is a digital device that records electricity consumption in real time, deducts the amount from a prepaid balance loaded by the customer, and communicates with Eskom remotely. The meter and its customer interface unit (CIU) work together to display current credit and consumption data, allowing users to monitor their usage closely. These meters feature two-way communication, enabling Eskom to read data, detect power outages, identify tampering, and send updates or instructions remotely. When the prepaid balance reaches zero, the system automatically disconnects power and reconnects once credit is loaded.
To top up, customers can buy prepaid tokens from accredited vendors, supermarkets, banks, or online platforms, and then load the tokens into the CIU at home. The CIU shows the remaining electricity units and flashes faster as usage increases, helping users manage their consumption efficiently.

The benefits of smart prepaid meters include cost savings through better consumption control, enhanced customer service with real-time outage detection, reduced theft and tampering due to anti-tampering features, and proactive notifications via SMS or email when credit is running low. Additionally, these meters contribute to a more reliable and stable electricity supply, with fewer outages and load shedding events.
Customers are advised to purchase prepaid tokens only from authorised vendors to ensure they receive the correct amount of electricity without additional fees. Eskom also encourages customers to contact their local revenue protection units regarding illegal connections, which smart meters can now detect more effectively.

City Power launches free basic electricity drive for Joburg

The free electricity drive forms part of City Power's broader strategy to bring non-vending customers back into formal payment systems. City Power has launched an ambitious registration campaign targeting 130 000 indigent households across Johannesburg, offering 50kWh of free electricity monthly to qualifying residents. According to the utility, the registration initiative will run from 17 June to 31 July 2025. The utility said this represents a comprehensive approach to addressing both affordability concerns among the city's most vulnerable residents and its ongoing battles with revenue collection and infrastructure damage. City Power's General Manager for the Department of Public Relations and Communication, Isaac Mangena, said the Free Basic Electricity programme will provide eligible customers with monthly electricity allocations at no cost, specifically designed to cover essential household needs, including lighting, cooking, and heating. Beyond the free electricity allocation, registered beneficiaries will be exempt from the R200 monthly surcharge and qualify for additional City of Johannesburg rebates covering property rates, water, and refuse removal services. City Power programme aims to address multiple challenges City Power CEO Tshifularo Mashava emphasised the dual purpose of the initiative, stating that 'access to electricity is not a luxury, but a key feature required to support social and economic upliftment'. 'This programme is not just about addressing the high levels of meter tampering and illegal connections; it's about restoring dignity by ensuring that there's greater access.' Mangena said the registration drive forms part of City Power's broader strategy to bring more than 140 000 non-vending customers back into formal payment systems. The utility stated that these customers currently consume electricity without payment, resulting in substantial revenue losses for the utility while contributing to infrastructure damage through illegal connections and meter tampering. According to Mashava, the programme serves as both a safety net for vulnerable households and a compliance mechanism. 'There is now no excuse. If you qualify, register and receive free basic electricity. If you can afford to pay and refuse, we will begin a mass disconnection initiative where we will be removing our meters and other equipment,' she warned. Qualifying applicants must be unemployed or earn no more than R7,503.01 monthly, with all household income sources requiring declaration. Mangena confirmed that supporting documentation will be mandatory during registration. Required documents include: Valid identification Proof of residence City of Johannesburg rates and taxes account statements Income verification through Sassa cards or sworn affidavits The target beneficiaries include senior citizens, unemployed individuals, women, children, child-headed households, and persons with disabilities. City Power has also introduced an amnesty component, offering free meter replacement for damaged, bypassed, or tampered equipment without imposing penalties on registered households. The utility will also conduct door-to-door campaigns and community meetings, known as imbizos, to reach households that may not have access to traditional registration points. Mangena indicated that teams will provide multilingual support across various platforms to meet the diverse needs of the community. Financial sustainability focus The initiative directly responds to concerns raised in the Auditor-General's recent report, highlighting City Power's low revenue collection rates. The utility views the FBE programme as integral to its financial stabilisation efforts, combining social support with enhanced compliance enforcement. Mashava emphasised the programme's role in creating system-wide accountability. 'This programme is about equity, accountability, and financial sustainability. With your cooperation, we can ensure no household is unfairly disconnected and no customer abuses the system to the detriment of others,' she stated. The National Treasury requested support from the World Bank to restore former glory in these sectors. Earlier this week, the World Bank announced it has approved a $1.5 billion (approximately R26.5 billion) loan. The bulk of this funding will be directed toward reviving Eskom and Transnet. This assistance is provided through the bank's Development Policy Financing (DPF), which provides non-earmarked funds for development policy operations (DPO). The World Bank said the loan will contribute to inclusive growth and job creation in the country. The World Bank offers DPOs to help governments achieve sustainable development through a programme of policy changes and institutional actions, such as improving the investment climate, addressing bottlenecks to enhance service delivery, diversifying the economy, and strengthening public financial management. ​ 'South Africa faces a deepening jobs and growth crisis. Structural barriers, including weak governance, limited competition, and skills shortages, have slowed progress. Infrastructure services have declined: in 2023, power outages cut GDP by 2% and cost 500 000 jobs, while rail and port inefficiencies reduced exports by around 20%.' Loan to support Eskom A portion of the loan will support the government's objective to provide a reliable, affordable, and sustainable electricity supply for South Africans by making the power sector more efficient and competitive. 'The primary goal is to transition from a single, state-owned monopoly [Eskom] to a more open and competitive electricity market, where various providers can generate, transmit, and distribute power more efficiently. 'This transformation is critical, following years of electricity shortages and load shedding, which peaked in 2023, severely affecting the economy and people's lives,' said the World Bank. Loan to support Transnet The objective of the freight transport sector reforms is to support the government's efforts to transform the sector's structure from a public monopoly to a competitive market. At the heart of the reform is the unbundling of the struggling Transnet. 'To build the legal and institutional foundations required for transforming the sector, the authorities have focused their attention on: establishing an independent transport economic regulator to ensure fair and open access to private operators, and unbundling Transnet to allow for train operators to enter the market. 'These two reforms are required to create a level playing field between Transnet and potential private operators, paving the way for more efficient, affordable, and climate-resilient transport services.' Transnet's potential The World Bank noted that the reforms aim to increase rail network capacity from 25% in 2023 to 65% by 2027, enabling the entry of at least four private operators. 'Just transition measures are expected to mobilise $750 million in grants and provide jobs for nearly 10,000 workers, including women, in communities affected by the energy transition. 'Together, these reforms could boost short-term GDP growth by 1% and 2–3% over the medium term, with up to 250 000 jobs created by 2027 and 500 000 by the early 2030s.'
