Singapore retailers facing tough choices amid US tariff hikes

Local collectibles company Mighty Jaxx felt the immediate impact of the tariffs on its shipments currently on the way to the US.
"These shipments would be hit with the required tariffs upon landing in the US," said Mr Victor Tan, chief investment officer of Mighty Jaxx.
As the US moves ahead with a new round of tariffs, Singapore-based retailers with a presence in the US or deep ties to US supply chains are facing rising uncertainty, said Dr David Leong, managing director of PeopleWorldwide Consulting.
On April 2, US President Donald Trump imposed sweeping tariffs on many countries before announcing a 90-day halt on reciprocal tariffs about a week later.
The pause came into effect on April 10 and lifts on July 9, a White House order showed.
Meanwhile, after multiple rounds of escalating tariffs, the current tariff rate on China stands at 145 per cent, while China's retaliatory tariffs on the US stand at 125 per cent.
Dr Leong said: "For Singaporean retailers operating here, there are fewer concerns, as Singapore does not have reciprocal tariffs on US imports, and trade with the rest of the world remains business as usual."
Mr Tan said that while the tariffs will definitely have some impact on Mighty Jaxx's US business, its key sales regions of Europe, Middle East and Africa, South-east Asia and North Asia still have increasing demand. "We foresee them supporting our sales growth this year," he said.
"While the uncertainty in the US' policies has not allowed Mighty Jaxx to make any long-term plans with regard to its business operations and strategy, we have currently put certain short-term measures in place to ensure that our customers in the US continue to have the ability to purchase our products, albeit with some potential changes in pricing to reflect the evolving tariff situation," he added.
"(In the) longer term, we will continue to monitor the evolving tariff situation and adjust our strategy."
For Singapore retailers operating in the US, imposed tariffs are expected to raise the cost of imported goods, leading to compressed profit margins or higher prices on their products in the US.

This is likely to impact price-sensitive sectors such as luxury apparel and household products, where consumers may shift to more affordable alternatives, said Ms Shafiqah Abdul Samat, principal adviser leading the trade and Customs team at KPMG in Singapore.
"The weakened consumer demand in these categories could exacerbate competitive pressures, especially from US-based retailers or competitors from tariff-exempt countries that can maintain cost advantages," she said.
Countries that have escaped Mr Trump's global tariffs include Russia, North Korea, Cuba and Belarus.
Ms Shafiqah said disruptions in supply chains and increased operational costs associated with adjusting sourcing strategies may further disadvantage Singapore retailers selling products to the US against their more established or locally integrated peers.
Home-grown leather goods brand Tocco Toscano, which has been marketing to US customers online since 2019, has been impacted by the tariffs.
The company decided to slightly reduce its budget on advertising on social media platforms such as Meta, Instagram and TikTok, as well as Google ads directed at US customers.
"(The tariffs) will probably affect our business, but to a very minor extent since our US sales constitute a very small percentage of total sales," said a Tocco Toscano spokesperson.
But as Tocco Toscano's production originates in China, the significant tariff of 145 per cent on these goods will probably deter some US customers from purchasing its products, the spokesperson added.
"(We will also) continue to monitor and adjust this budget based on how US online sales conversions are affected by the implementation of the tariffs. In addition, initial plans to launch offline channels like physical stores will be pushed further back."
The full effects of the tariffs would take time to ripple through the system, but the early warning signs are already flashing red as the unprecedentedly high tariffs have confused the markets, Dr Leong said.
Retailers operating physical stores in the US or sourcing goods that transit through US channels will begin feeling the pinch within one to two quarters, he said.
"Inventory costs will rise, margins will tighten, and operational complexity will increase. US consumers would end up paying high prices for most consumables unless they are made in the US," Dr Leong said.
The timeline for consumer impact is expected to stretch over six to 12 months, as existing inventories are sold and new, lower-cost goods enter the system, he said.
Dr Leong added that the issue is consumers' confidence and buying appetite.
Mr Joel Leong, co-founder of ShopBack, said customers' sentiments are the fastest to change.
"We suspect there'll be changes in how people shop for big basket-sized items. While they will still want to spend on items like travel and luxury items, they may be more eager to find good deals and promotions that can give them some savings," he said.
Dr Leong said Singapore retailers who double down on e-commerce, localised manufacturing and regional diversification will be the ones most resilient in the face of these global trade shocks.
He said: "Singapore retailers must now move beyond reactive tactics and embrace long-term strategic shifts.
"As the global trade environment becomes more politicised, companies that are nimble, diversified and digitally enabled will have the upper hand - not just in weathering tariffs, but also in building sustainable growth models in an increasingly fractured world."

Kwan Im Thong Hood Cho Temple buys three floors in Robinson Road for S$55.8 million

[SINGAPORE] The top two levels of the 12-storey freehold office building at 108 Robinson Road as well as its eighth floor, are being sold for S$55.8 million. The total strata area is about 14,252 square feet (sq ft). Last month, an option to purchase the three office floors was granted to and exercised by four trustees of Kwan Im Thong Hood Cho Temple. This is a charitable organisation that provides a place of worship on Waterloo Street for Buddhists; it also makes donations to various worthy causes as determined by the trustees, according to Level 12 of 108 Robinson Road has fetched S$18.7 million, which works out to S$3,950 per square foot (psf) on the strata area of 4,736 sq ft. Levels 11 and 8, with a strata area of 4,758 sq ft each, are being sold at S$3,921 psf and S$3,875 psf, respectively. The absolute price for level 11 is S$18.66 million and that for level 8, S$18.4 million. The three levels are being sold by PGIM Real Estate (PGIM RE), which began strata sales in 108 Robinson Road last year, after an extensive revamp of the asset in mid-2023. Sign Up Sign Up PGIM RE acquired the property, formerly known as Finexis Building, in April 2021 for US$107 million as part of its expansion plans into Asia. PGIM RE is the real estate investment arm of PGIM, the global asset management business of US-based Prudential Financial. The building, located in Singapore's central business district, comprises a retail podium on the first two levels, and office floors from levels 3 to 12. The building is subdivided into 11 strata units. Offices on Levels 3 to 12 have one strata title per floor. Most of these 10 office floors have a strata area of 4,700-plus sq ft each, but Levels 3 and 4 are slightly smaller, at 4,349 sq ft and 4,628 sq ft, respectively. With the recent sale of levels 8, 11 and 12, all that is left in the building are the 6,727 sq ft duplex retail unit on the first two levels and the office floor on level 3. The building does not have any car park, but is located near three MRT stations: Telok Ayer, Shenton Way and Tanjong Pagar. On Apr 25, the Urban Redevelopment Authority released data showing that its price index of office space in Singapore's central region dipped 0.2 per cent quarter on quarter in Q1 2025, after having slipped 0.7 per cent in the fourth quarter of 2024. For the whole of 2024, the price index appreciated by 1.8 per cent. In early May, The Business Times reported that the late tycoon SP Tao's family is selling its space on the top two levels of the 29-storey SGX Centre 2 in Shenton Way for a total of S$39.5 million. This works out to about S$2,629 psf for the total strata area of about 15,026 sq ft. SGX Centre – comprising a two-tower 29-storey office building and podium – is on a site with 99-year leasehold tenure from November 1995, leaving about 69.5 years on its lease. The sale of the Tao family's space involves two transactions at SGX Centre 2. The whole of level 29, nearly 10,215 sq ft, is changing hands at S$26.85 million; about 4,811 sq ft on part of level 28 has fetched S$12.65 million.

About 300 employees laid off by China-linked Singapore firm facing US sanctions over Iranian oil shipments

SINGAPORE: A China-linked, Singapore-based firm has laid off hundreds of employees and is going into liquidation after it was slapped with sanctions by the United States last month. CCIC Singapore was among 15 companies blacklisted by the US on May 13 for helping to conceal the origins of Iranian oil being shipped to China. The cargo inspection firm is a wholly-owned subsidiary of China Certification & Inspection Group (CCIC), a Chinese state-owned enterprise headquartered in Beijing. Speaking to CNA on Friday (Jun 6), three affected employees said that staff across all departments of CCIC Singapore were notified of their retrenchments on May 30, and the terminations took effect the next day. Two of the employees said CCIC Singapore has over 400 workers in Singapore and Malaysia, with the majority based in Singapore. A third employee said the firm has more than 300 workers in Singapore alone. The employees, who spoke on condition of anonymity, said the company had delayed the payment of salaries owed for May. Retrenchment notices attributed this to the firm's "pending liquidation". They also took issue with the severance pay of two weeks' salary for every year of service completed, especially for surveyors who rely on overtime pay and allowances to supplement their basic salaries. Junior surveyors earn less than S$1,000 in basic salary a month, while more senior surveyors may earn between S$1,000 and S$1,500, two of the employees said. According to the employees, CCIC Singapore is not unionised. Individual workers have reached out to the National Trades Union Congress (NTUC) and the Tripartite Alliance for Dispute Management (TADM) for assistance. CNA has contacted CCIC Singapore, its parent company CCIC, the Ministry of Trade and Industry and NTUC for comment. US SANCTIONS CCIC Singapore was set up in 1989 and has its registered address at Singapore Science Park. Its customers include Shell, BP, Total, Exxon Mobil and major Chinese petrochemical corporations, according to CCIC's website. Parent company CCIC was established in 1980 and is part of China's State-Owned Assets Supervision and Administration Commission of the State Council. The US blacklisted CCIC Singapore for helping to obscure the origins of Iranian oil, which is typically done through numerous ship-to-ship transfers, oil blending and false documentation. Sepehr Energy, which is a front company of Iran's military, "consistently relied" on CCIC Singapore for cargo inspections of oil being delivered to China, according to the US Treasury Department. In 2024, CCIC Singapore provided inspection services during a ship-to-ship transfer of about 2 million barrels of Iranian oil from a sanctioned vessel. That same year, the firm also "likely provided" falsified documents to conceal the identity of another sanctioned vessel and certify its cargo of Iranian oil as Malaysian crude. According to the US Treasury Department, Iran's illicit oil trade funds the development of ballistic missiles and drones as well as regional terrorist groups. The sanctions freeze all US-linked assets of the blacklisted companies and individuals. Any company that is at least half-owned by those sanctioned is also blocked from transactions engaging US businesses or the US financial system. ANGER AMONG EMPLOYEES Two of the affected employees denied knowledge of the activities for which the US sanctioned CCIC Singapore, saying that their departments were not involved. Both employees told CNA they only learnt their firm had been blacklisted when customers started cancelling job orders on May 13, citing the sanctions. The severity of the sanctions did not sink in at first, they said. Over time, their concern over the blacklisting morphed into anger at how the management was communicating with employees. They criticised the firm's "flip-flop" on the impact of the sanctions, and what they called a lack of responsibility and transparency from CCIC Singapore's managing director. "If you really treasure or appreciate ... our efforts (that) we have put into this company, I think probably he has to come and thank us, or say sorry, this type of unfortunate thing happened," said one of the employees. But there was no such expression of apology or regret, he said, adding that before Friday, the company also did not give affected employees any support for job placement or career guidance. "This is a foreign company. They act like high and mighty, they leave us in the lurch, just like that. And I'm very mad because the top man doesn't even see us, talk to us," said the employee. While the company's US-linked assets have been frozen, the employees questioned why its assets in Singapore, including property and equipment, could not be used to pay salaries and retrenchment benefits. They also questioned why the parent company was not helping to ensure that employees were paid. "When your children are in trouble, rightfully, the parents should rescue them, right? Why aren't the HQ rescuing us?" the employee asked. INTERNAL EMAILS The employees showed CNA their retrenchment notices as well as internal company emails, which mark a timeline of how the impact of the sanctions played out for employees. On May 14, CCIC Singapore employees received an email from a human resources (HR) officer acknowledging concerns over the sanctions. The email stated that the company's headquarters was "fully committed to supporting our operations" and it had engaged legal counsel to appeal against the sanctions. "In response to the situation, a new company - fully backed by our HQ - will be established within this month," stated the email. "All employees will be smoothly transferred to the new entity, and operations will continue as usual. There will be no disruption to your roles, responsibilities, or employment terms." However, a day later, employees received another email from the HR department asking them to "disregard" the email from the day before. It made reference to an "internal restructuring initiative" but continued to assure employees that they would receive their salaries and claims as usual. On May 16, heads of department were asked to identify key staff members in preparation for a downsizing exercise. They were also informed that CCIC Singapore was "not in a position" to pay retrenchment benefits as its bank accounts had been frozen. A week later, a company-wide email said that salaries would also be delayed due to the freezing of accounts, and that the firm's managing director was going to Beijing for "high-level discussions". Employees received their retrenchment notices on May 30. These notices stated that the company was going into liquidation and retrenchment benefits would only be fully paid after that process was complete, with an estimated date of Jun 30, 2026.
