Al Manar30-04-2025

Lebanese Health Minister Rakan Naserddine on Wednesday confirmed in an interview with Al-Manar TV that the Lebanese government has voiced commitment to reconstruction program in its ministerial statement.
Naserddine noted that this approach has been clear since the first cabinet meetings, as 'the government insisted on including this item in the cabinet's agenda and seriously discussing it'.
The minister revealed that the first positive step taken by the government, headed by Prime Minister Nawaf Salam, was discussing a World Bank project to rebuild infrastructure in the affected southern regions, within the framework of a dedicated reconstruction fund worth approximately $325 million.
He explained that this amount is still insufficient to cover the actual needs, emphasizing that funding is the primary obstacle facing the government in this regard. calling for additional efforts to establish clear compensation mechanisms, along with securing new funding sources to meet the requirements of the next phase.
Prime Minister, Dr. Nawaf Salam, affirmed on Tuesday that the government has begun working on a reconstruction plan, starting with infrastructure.
'A damage assessment has been conducted, and work has now begun to secure resources. The government has begun negotiations with the World Bank, and has secured $325 million to date, with efforts to increase this amount.'
In a televised speech on Monday via Al-Manar TV, Hezbollah Secretary General Sheikh Naim Qassem identified 'reconstruction' as the second national priority and criticized the government's delay in launching a comprehensive rebuilding program.

From Smart Government conference, PM Salam calls digital transformation essential for reform and trust-building

Lebanon's Prime Minister Nawaf Salam delivered a speech at the closing session of the 'Smart Government: Diaspora Experts for Lebanon' conference, held under the patronage of President Joseph Aoun at Phoenicia Hotel. He emphasized that 'digital transformation is not a luxury for Lebanon, but a necessity. It is a reform that directly serves citizens—saving time, reducing corruption, and improving service quality. It is also a prerequisite for economic growth: without digital governance, there can be no investment that meets our ambitions. Without transparency, there can be no trust, and without modernization, there are no opportunities worthy of our youth to build their future in their homeland.' He pointed out that 'to succeed, full coordination between ministries and public administrations is essential. Lebanon cannot remain outside the digital world. We are determined to be part of the regional and global digital economy and to reconnect Lebanon to the knowledge and production networks of the 21st century.' He announced that 'Lebanon intends to join the Digital Cooperation Organization and has begun taking the necessary legal steps to do so, reaffirming its commitment to genuine integration into the regional and international digital economy.' He added: 'Shortly, we aim to launch digital projects that are financially viable and self-sustaining. We also seek to build a unified and centralized governmental digital infrastructure that ensures coordination among different administrations and enhances efficiency and good governance.' He stressed that 'digital transformation is a gateway to reforming state institutions and restoring citizens' trust in them. Let this conference serve as a genuine starting point, not just a ceremonial event. We have much work ahead, but we also have the tools and partners. Let's begin now.'

Syrian man handed life sentence in Germany for war crimes

A German court sentenced a Syrian man to life in prison on Tuesday for crimes against humanity and war crimes it said he had committed as a leading member of a Hezbollah-backed force during Syria's civil war. The Higher Regional Court of Stuttgart found the 33-year-old man guilty of leading a militia that carried out brutal attacks on Sunni Muslim civilians in his home town of Busra al-Sham in southern Syria. It did not name the man. In 2013 the militia beat three people with Kalashnikovs and handed them over to the military intelligence of Syria's then-president Bashar al-Assad, which tortured them and kept them in appalling conditions, the court found. In a 2014 raid, the group also forced a 40-year-old man and his family from their home. The man was tortured and later found on the street unable to walk due to his injuries, the court verdict said. German prosecutors have used universal jurisdiction laws that allow them to seek trials for suspects in crimes against humanity committed anywhere in the world. The trial of the man sentenced on Tuesday began last October and lasted for 42 court days. It included 30 witnesses, most of whom were Syrian nationals now living around the world, testifying over multiple sessions. The court also consulted expert witnesses and reviewed extensive image and video evidence, some of which was made available after Assad's fall from power last December, including images of detention facilities and looted homes. The court said the verdict could be appealed.
