Is your privacy at risk — or is MCMC just tracking trends? What you need to know about Malaysia's mobile data project
CYBERJAYA, June 10 — On the night of Hari Raya Aidiladha, it was reported that the Malaysian Communications and Multimedia Commission (MCMC) had directed telecommunications companies (telcos) to hand over mobile personal data (MPD) to the government.
The directive, which reportedly involves mobile call records from the first quarter of this year, was said to be for official statistical purposes.
But how exactly will the data be used — and is your personal information at risk?
Project MPD
The Department of Statistics Malaysia (DoSM), under the Economy Ministry, proposed the use of MPD as a new data source for producing official national statistics.
The proposal was presented to the Cabinet on April 19, 2023, and subsequently approved.
Speaking at a media briefing today, MCMC deputy managing director Datuk Zulkarnain Mohd Yasin said that MPD has been formally recognised by the United Nations as a key big data source for strengthening official statistics.
He said it offers a powerful tool to improve the quality, timeliness, and granularity of national data.
'The global initiative highlights the pressing need to transcend into traditional statistical methods and adopt innovative data solutions, better comprehend and address societal changes while ensuring that privacy and data protection remain paramount at every stage of implementation now,' he added.
Malaysia is not the first to implement the initiative, as countries like Indonesia and Oman have already done so.
In short, instead of relying on surveys conducted every five years, the government plans to use real-time data from MPD to inform policy-making and planning — rather than basing decisions on outdated figures from the last DoSM survey.
What sort of data that MPD will provide to the government?
During the briefing, the media were informed that the MPD project will only collect eight key parameters.
These include the location of signal towers (longitude and latitude), details on local and international mobile subscriptions, and call logs.
The data will provide the government with more accurate, real-time insights to support planning and policy-making, particularly in areas such as economic activity, population movement, and infrastructure needs.
For example, MPD can highlight areas with high mobile activity, helping authorities plan for better telecommunications coverage and capacity, or even identify previously overlooked population areas that were not part of the initial planning.
Zulkarnain shared a personal experience: 'I was stuck in traffic on the highway from Malacca to USJ. My daughter was supposed to have an online meeting with her university team, but she couldn't connect.
'Once the highway was congested, the mobile signal also became overloaded. This shows how people's movement affects not just road traffic but also telecom infrastructure.'
For the ICT sector, MPD enables the production of granular statistics — such as the number of active mobile broadband subscriptions and penetration rates — at multiple administrative levels, including state, district, mukim, parliamentary constituency, state legislative assembly, and local authority areas.
In the tourism sector, the system can generate indicators like the number of visitors and domestic tourism trips.
This allows planners to identify popular destinations, particularly among foreign tourists, and improve services and infrastructure in those areas.
'So from the MPD, we can know for example how many people are visiting the Batu Caves on Monday,' Zulkarnain added.
Will your personal data also be shared?
MCMC commissioner Derek John Fernandez reiterated that mobile users' personal data won't be shared by their respective telcos to the government.
'There's only eight parameters that we want for the data. That does not include a person's identification number, address and others. In fact, we do not want the personal data. In our letter sent to telcos, we told them to 'anonymised or pseudomised' the data when submitting it,' he said.
The eight parameters collected are:
MSISDN – An anonymised subscriber identifier Date and time of transmission Transmitter longitude Transmitter latitude Data type – Such as call detail records, indicating whether it's a regular call or data usage (e.g., WhatsApp) Service type – 3G, 4G, or 5G MCC (Mobile Country Code) – Identifies the country of origin Unique ID
Fernandez clarified that even the location of mobile users will not be shared — only traffic signals from mobile towers will be collected.
There are two ways for telcos to submit MPD data to MCMC:
Option A: Telcos process the data within their own secure environments. Once processing is complete, they submit only anonymised and aggregated outputs, such as the total number of mobile users, to MCMC.
Option B: For telcos without in-house processing capabilities, anonymised data is securely submitted to MCMC for processing.
According to Fernandez, most telcos opt for the first method.
Fernandez assured that MCMC stores all its data on its own premises and does not use cloud services or third-party storage.
When asked why the public was not consulted about the project, Fernandez explained that it is still in its pilot phase.
'We need to complete the pilot test first to get a clearer picture, how effective it is and how it can truly benefit us,' he said.
Cyberjaya has been identified as the first location for the pilot test and will run until 2026.
'This is the new way of survey. The digital way,' Zulkarnain said briefly in a press conference after the briefing.

Vanguard or victim? Rafizi closing the door on himself
From Jeffri Saling I read Terence Netto's defence of outgoing economy minister Rafizi Ramli with some amusement. He has gone to lengths to portray Rafizi as a gallant hero who stepped down in a valiant effort to stem the tide against those who would compromise the principles of 'reformasi'. While I would never challenge Rafizi's great contributions to the party and the country, I am also equally sure that they are being exaggerated. How visible was he as economy minister these past two and a half years? What did he really do? Is he really that approachable, because the feedback, even from his supporters, is often that he is aloof. How come his 'reformasi' principles weren't offended until he himself tasted defeat in the party polls? This isn't even the first time he reacted in a churlish manner, taking a step back when his contributions are needed. I wonder how staff members feel about his move, given that he has left them jobless. Given that he is an acclaimed vanguard of the reform movement, is it not immature and irresponsible of him to walk away when he is most needed? Let's not forget that the party leaders attempted to work with him after the polls. Now he is standing in the corner playing the victim. Does this really help the cause he professes to be fighting for? I fear that Rafizi is closing the door on himself. Jeffri Saling is an FMT reader. Fielding non-Muslims could help PAS woo non-Malays, says analyst
An analyst said dissatisfaction among non-Malays towards Pakatan Harapan could give PAS an opening, but only if the Islamic party addresses deeper, structural issues. (Bernama pic) PETALING JAYA : Analysts have proposed two key strategies for PAS to win over non-Malay voters, namely fielding non-Muslim candidates in safe seats and highlighting the party's achievements in its administration of Kelantan, Terengganu, Kedah, and Perlis – also known as the SG4 states. Azmi Hassan of Akademi Nusantara said PAS must move away from political rhetoric if it hoped to shift perceptions among non-Malay voters. 'So far, PAS has yet to demonstrate that it is a better option than DAP or PKR, as there's little to be proud of in its administration of the SG4 states. 'PAS must tone down its extreme rhetoric and focus on showcasing its ability to govern by making the SG4 a better model than the states governed by Pakatan Harapan (PH) or Barisan Nasional. That's what it needs to do now,' he told FMT. PAS vice-president Amar Nik Abdullah previously said that the party was targeting non-Malay voters who were disillusioned with the government ahead of the 16th general election, acknowledging however PAS's struggle to win over that segment. He said PAS faced the challenge of finding more convincing ways to gain the trust of non-Malay voters while preserving its clean image and integrity to maintain its support among the youth. Awang Azman Pawi of Universiti Malaya said dissatisfaction among non-Malays towards PH could give PAS an opening, but only if the Islamic party could address deeper, structural issues. 'These include concerns about religious freedom and racial harmony, and rejecting theocratic narratives. Without such changes, discontent with PH will only be temporary, as non-Malay voters still find it difficult to accept Perikatan Nasional (PN). 'PAS also needs to overcome the longstanding distrust, including the fact that it once branded non-Muslims as infidels (kafir) – something that still lingers in the memory of many non-Malays.' PAS must be sincere in fielding non-Muslim candidates Awang Azman added that dissatisfaction with PH did not automatically mean that the non-Malays were ready to support PAS. 'PAS must be bold and sincere in placing non-Muslim candidates in winnable seats – just as Umno does with MIC and MCA – as a genuine sign of cooperation with non-Muslims. This shouldn't just be rhetoric or a symbolic gesture,' he said. Rusdi Omar of Universiti Utara Malaysia said that to attract non-Malay support, PAS must move away from an overemphasis on religious, racial, and royal sentiments, and adopt a more moderate approach. Meanwhile, Ariff Aizuddin Azlan of Universiti Teknologi Mara said PAS and PN would need to work harder than PKR, DAP, and Amanah did when they were in the opposition by championing mature politics free from racial elements.

Ispire Malaysia says Johor plant operating above board
Health minister Dzulkefly Ahmad had said that the Cabinet would decide on the fate of Ispire Malaysia Sdn Bhd's operations in Senai, Johor. (LinkedIn pic) PETALING JAYA : Ispire Malaysia Sdn Bhd today affirmed that its plant in Senai, Johor, which manufactures electronic cigarette devices, is fully compliant with local laws and regulations. In a statement, the firm said it operates under stringent procedures to ensure that all manufacturing activities at its Johor facility are exclusively for export purposes. 'To date, Ispire Malaysia exclusively manufactures semi-finished hardware products destined solely for export. 'These products do not contain any nicotine or cannabis – liquid or gel – and thus are not subject to the health ministry's regulations under the Control of Smoking Products for Public Health Act 2024,' it said. It added that the products manufactured in its Johor facility are not marketed, sold, or distributed within Malaysia and not accessible to local consumers. All finished products are exported to regulated international markets such as the US and UK where they are approved for sale by local regulators, the company said. The firm also said that references cited in recent reports were largely drawn from Ispire's official US website and pertained to its business-to-business sales operations in jurisdictions where cannabis and related products are legal. 'These statements do not accurately reflect the operations of Ispire Malaysia, which strictly adheres to all Malaysian laws and regulatory requirements/frameworks,' it said. Health think tank CodeBlue previously reported that Ispire produces nicotine and cannabis-related vaping products, and that its devices are used by clients to fill cartridges with cannabis oils in global markets. The report cited an investor presentation in Las Vegas in April, published on YouTube on May 6, which stated that Ispire produces 'mainly cannabis-related products' in its Malaysian manufacturing facility, which has up to seven production lines. In a statement last week, the health ministry confirmed that the government had issued Ispire an interim nicotine manufacturing licence to produce e-cigarettes with nicotine in its plant in Johor, together with local council approval. However, CodeBlue noted that the ministry's June 2 statement did not mention the plant's production of cannabis vaporisers, which reportedly began in February 2024. Ispire Malaysia today said that any production of nicotine-based products, if initiated, would be strictly for export and subject to formal approval by all relevant government agencies at both federal and state levels. Yesterday, health minister Dzulkefly Ahmad said that the Cabinet would decide on the fate of Ispire's operations in Malaysia.
