
Gondek expresses doubt about downtown segment of Green Line LRT plan as province signals full steam ahead
Calgary Mayor Jyoti Gondek says the province is jumping the gun in claiming the downtown segment of the Green Line LRT project will move ahead based on the new alignment.
It's the latest jab in an ongoing war of words between the city and the provincial government over the future of Calgary's major transit expansion.
"The province, without consulting with their federal or municipal partners, issued a news release that suggested we are moving full steam ahead with their downtown alignment, even though significant risks and unanswered questions remain," Gondek told reporters on Wednesday.
In a statement released Tuesday, Minister of Transportation and Economic Corridors Devin Dreeshen said because the federal government has re-approved its funding for the project, construction on the elevated alignment downtown can start in 2027.
"This work will be based on the Government of Alberta's plan and alignment, using 10th Avenue S.W. and Second Street S.W. The design is expected to be completed by 2026, leading to construction on the downtown segment beginning in 2027," Dreeshen said.
Gondek says there's no guarantee construction will start in that time frame, and expressed doubt that the design phase would be finished by 2026.
She said the AECOM report commissioned by the province clearly acknowledges that the plan lacks the necessary analysis to move forward.
"I have no idea how they propose to get this done by 2026. This is a process that will involve stakeholder engagement," the mayor said, adding businesses in the area that will be impacted by the proposed alignment have not yet had any conversations with the province.
Asked about the mayor's concerns, Dreeshen said in an interview with CBC on Wednesday that more stakeholder engagement and consultation needs to be done before the downtown section of the Green Line moves forward.
According to the city's website, the functional plan for the downtown segment is expected to be completed in 2026. The functional plan includes but is not limited to advancing design work on the downtown segment of the project.
Gondek says there's no information yet on how an elevated LRT line will affect businesses and building owners in the area, or if it's even technically feasible. The mayor added there's also no agreement yet with CPKC for the necessary rights to build the CTrain line through the company's rail right of way.
Gondek spoke to reporters Wednesday outside of Michael's Restaurant and Pizza on 10th Avenue S.W., one of the streets that could one day be in the shadows of elevated CTrain track.
One of the owners of that pizzeria, John Batas, said no one has consulted him about the idea to build the LRT there.
"It's just shocking. Like yesterday's [provincial release] saying it sounds like it's a done deal, that was another kind of gut punch we've received," Batas said. "When we first heard about it, I had no idea until a reporter came and asked me what I thought of it."

He added he's concerned about the accessibility of his business if the LRT is built there.
"This is a pretty busy street, the only two-way street in the downtown core. And if you take away this and put an LRT platform, access is going to be terrible," Batas said.
"We've tried reaching out to the province. We sent them emails as soon as we heard about this. Come and talk to us, meet with us, hear our concerns. No one's willing to do anything."
The city is doing a functional study on the elevated line, which Gondek says will take 18 to 24 months to complete and then council will vote on whether to proceed.

Stony Plain Road, 124th Street intersection set to re-open after 6 weeks
Social Sharing The intersection of Stony Plain Road and 124th Street in Edmonton is expected to re-open to traffic and pedestrians next week, as crews wrap up construction on that section of the Valley Line West LRT, the City of Edmonton and Marigold Infrastructure Projects announced Friday. The intersection shut down completely on April 21 to allow crews to accelerate work on the LRT line. "We were going to be in this zone in a heavy way for about a year-and-a-half, and we've condensed that into seven weeks," Jonathan Cox, construction manager with Marigold Infrastructure Projects, the company building the line, said during a media availability Friday. Cox added that the intersection should open a few days earlier than originally scheduled. "It is huge," he said. "It's just because of the change of the rules about how we can access and which lanes we keep open." Brian Latte, the city's director of the Valley Line West, said the progress reflects well on the contractor. "We're really optimistic that they're just going to continue this effective work through the balance of this year until the end of the project," Latte said at the media availability. The Valley Line West LRT is now about 40 per cent complete, Cox said. It is expected to open in 2028. Businesses frustrated For six weeks, businesses on the corner of Stony Plain and 124th Street could only be accessed by the sidewalk. Some businesses nearby the closed-off area also felt the impact, including the Vetrina Cafe, which opened just south of Stony Plain Road last fall. "It was good. It was many customers," owner Fikra Moese told CBC News Friday. "Now it's very low … because of construction." Gallery and shop owners have noticed the impact, including the owner of the Lando Gallery, Brent Luebke, who says the signage is insufficient for pedestrians and motorists. "When people do come to the area, they just don't know where to go," Luebke told CBC News Friday. From his gallery, he said he has seen a lot of vehicles doing U-turns when they meet the fenced-off area to the north, and pedestrians are equally as lost. Luebke said he wants the city to put up signs farther down the street to give people more advanced notice. More construction Other intersections along the Valley Line West route are still under construction, including the 156th Street interchange and 159th Street/Meadowlark at 89th Avenue, which are set to remain closed until mid-July, the city said. The subsequent phase of work will start next week, moving up the road to 139th Street and Stony Plain Road in a previously unplanned closure for nine weeks. Starting June 10, the intersection at 142nd Street and Stony Plain Road will also be partially closed for nine weeks, the city said. The decision to simultaneously close both intersections will reduce long-term disruption to the neighbourhood, businesses and commuters, the city said in a news release Friday. 'The new normal' Latte, of the City of Edmonton, said municipal officials are discussing a similar approach on other projects that would see roads and intersections completely closed to speed up work. "If there's something that we can do at a location that's similar, that has the same results, absolutely it's something we would consider," Latte said. Cox acknowledged that there may have been some skeptics because of previous city projects that were delayed. The Valley Line Southeast LRT, for example, was nearly three years behind schedule when it opened in November 2023. The Walterdale Bridge replacement was two years behind when it opened in September 2017. But Cox described the accelerated approach as "the new normal." "We can deliver in these time frames," he said.

Valley Line West LRT: Here's what's changing as Phase 2 begins next week
Drivers, riders and pedestrians will be able to access a critical intersection next week as Phase 2 of the Valley Line West LRT begins. City planners say the intersection at Stony Plain Road and 124 Street is expected to reopen on Monday. Stony Plain Road and 124 Street closure This section of Stony Plain Road and 124 Street will be closed entirely for an expected eight weeks to allow for accelerated construction on the Valley Line West LRT expansion. 'Thanks to favourable conditions, we're able to open the 124 Street intersection on schedule,' said Jonathan Cox, construction manager at Marigold Infrastructure Partners. Marigold is the company the city commissioned to build the west Edmonton LRT line. Accelerated roadwork on the line began in mid-April and aims to reduce the duration of traffic restrictions by more than half and get many of the roads into their final configuration by the end of the year. The three-phased accelerated plan is anticipated to continue until the end of November. Timing ‘inconsiderate' as 3 construction projects clog downtown arteries

'There is no avenue from west Edmonton to downtown that is not severely compromised in its capacity,' said Ward pihêsiwin councillor Tim Cartmell at city hall Thursday. A statement from the City of Edmonton said it understand construction can be disruptive, but it works to coordinate projects to minimize impacts where possible. 'Projects and timelines are prioritized based on infrastructure condition, safety and functionality, along with available funding,' said the statement. 'While construction activity may overlap in areas, it's important to remember that Edmonton has a short construction season.' Pankaj Sor, owner of The Cabin on Jasper Ave and 116 Street has had to sacrifice his south-facing patio while machines chipped away at the road and sidewalk. 'I'm thankful to our regulars,' said Sor, adding that the Oilers are keeping them busy despite the unsightly trench and barricades at the front of his business. The project is expected to wrap up in mid-July, but Sor won't be surprised if it takes longer. Kayla Cunday, a student in the Wîhkwêntôwin area said it's been difficult to get around. 'I feel like the timing was inconsiderate of those of us who have to be down here all day everyday,' said Cunday, adding that it's particularly difficult for people with physical disabilities to get around when there are so many sidewalk and road closures. 'It feels congested, there's already a lot happening so then with all of this construction it's been a little bit infuriating.' Jasper Avenue construction is expected to wrap up in 2027 with work pausing during the winter months. The project will be done in sections with the 114 Street to 117 Street stretch wrapping up this year. The Valley Line West project is anticipated to be completed in 2028.
