Britain's ailing councils are fleecing drivers

On our street the sight of the postman is greeted with jubilation, such is the irregularity of his visits.
But in our house the postie's arrival induces panic: has my wife received another penalty charge notice from the council? There goes another £35, or £70 if we forget to pay within a fortnight.
More pain comes every April when the cost of our parking permit rises – it now costs a shade under £200 a year for the privilege of leaving our humble Honda Jazz on our potholed road. If anyone comes to visit, it costs £4.15 a day for them to park, too. And spare a thought for my colleague in London who has to pay £46 a day for a builder to park outside her house.
Teetering on the edge of financial ruin, councils across Britain are now dangerously reliant on milking the dwindling number of us who dare to own a car.
To be clear, I'm not a petrol head who hates public transport and cycling; quite the contrary.
But for many people a car remains a necessity: my immediate neighbours include a disabled lady who walks with the aid of crutches, an electrician who must have a van for work and a teacher who needs to drive to a village school – or spend double the time walking and waiting for unreliable rural buses.
New data from Cinch, an online car retailer, has found councils across the country collected £360m from residential parking permits over the past five years (the number would be higher but some authorities did not reply to the Freedom of Information request).
My council, Brighton and Hove, came third in the list of local authorities ranked by revenue, raking in £28m from permits between 2020 and 2024. The others on the list were all London boroughs (see full table, below).
But it's not only a London problem: Windsor and Maidenhead and Hampshire County Council have both more than tripled how much revenue they receive from permits in recent years.
On top of permits for our own cars and our guests, we find ourselves paying ever-rising fines for often very minor infringements. A couple of years ago my council opened a new 'bus gate' and it caught out 38,500 drivers in one year alone. That one street generated £1.5m in fines.
Is a £35 or £70 fine really appropriate for mistakenly going down a road that is perhaps 200m long? Of course not. The imposed 'low traffic neighbourhoods' – with their £130 fines, reduced to £65 if paid within 14 days – is yet another way drivers are being scalped.
What happens to all this money?
The 1984 Road Traffic Regulation Act makes clear that 'profit' from parking income must be spent on related costs, such as maintaining on and off-street parking. In Brighton, the council says any surplus generated by permits is 'spent on improving our local transport system for all'.
But many suspect local authorities use the money taken from drivers on other projects. In 2013 the London Borough of Barnet lost a high court battle over its proposal to raise the cost of parking permits from £40 to £100 and visitors' permits from £1 to £4. At the time, Mrs Justice Land said the 1984 Act, which Barnet used to increase the charges, did 'not authorise the authority to use its powers to charge local residents for parking in order to raise surplus revenue for other transport purposes'.
The next target is likely to be electric car owners, previously regarded as saints. Earlier this year, Dover District Council raised electric car parking permits by 162pc, from £40 to £105, in line with other types of vehicles.
In Brighton permits are still £50 cheaper a year for electric cars. As more people ditch internal combustion engines, councils will either have to give up hundreds of thousands of pounds … or charge Teslas the same as a diesel van from the 1980s. No prizes for guessing what they'll choose.

UK Response to Abused Migrant Carers Failing Most, Data Show
A major UK initiative to match thousands of exploited migrant care workers with employers has helped less than 4% find jobs, according to a Freedom of Information request, casting doubt on the government's efforts curb the industry's reliance on new employees brought in from abroad. More than 28,000 migrant care workers whose visas were tied to their employer had to be referred to government job-finding 'hubs' between May 2024 and April 2025, according data released by the Home Office in response to an FOI from charity the Work Rights Centre. That was after they lost the job they were supposed to fill when UK Visas and Immigration officers discovered more than 470 employers were exploiting staff and revoked their licenses to sponsor overseas workers.

National Library of Wales missing 2,200 items
About 2,200 items are missing at the National Library of Wales - an increase of 84% in two years. Among the archives and manuscripts missing are deeds of 13th Century Powis Castle, and "rolls" and "pedigree" documents from Gwrych Castle in Abergele, Conwy county, which twice hosted ITV's I'm A Celebrity... Get Me Out of Here! Among missing books are the history of the national library building itself in Aberystwyth, Ceredigion, by Daniel Huws, and books by George Bernard Shaw and Virginia Woolf. The library is creating a new "collection care" department and is currently recruiting a head of the department, as well as a head of unique collections. The number unaccounted for is significantly higher than the 1,200 items that were missing when BBC Wales gained figures through a Freedom of Information request in September 2023. A spokesperson said the increase is due to "new stock checking processes". The library is a legal deposit library, which means it is entitled to a copy of every print publication in Britain and Ireland, and no items are allowed to be taken from the building. Of the 2,206 missing items, the request under the latest Freedom of Information Act by BBC Wales showed that: 1,708 books and magazines are missing, some since 1999 393 maps, some since 1939 82 in the "archives and manuscripts" category, some since 1978 21 "screen and sound" items, some since 2019 two items in the "pictures and photographs" category, one since 2009 and the other since 2023 Missing archives include papers of J Glyn Davies whose songs for children include Cerddi Huw Puw (1923), which are based on sailors' songs he had heard during his youth. These have been described as bearing "the marks of a genius". Also missing are papers relating to Chirk Castle near Wrexham, the construction of which began around 1295 during the reign of Edward I. Missing sound recordings include the satirical song "Carlo" by Dafydd Iwan which was written for the investiture of Charles as Prince of Wales in 1969, and a recording by Treorchy Male Choir. Missing journals include issues of the library's own journal, Welsh History Review, Flintshire Historical Society, Gwent Local History and The Carmarthen Historian. Missing books cover topics from Owain Glyndŵr, the last native-born Welshman to claim the title Prince of Wales, to a biography of Keir Hardie, the first parliamentary leader of the Labour party. An 1818 edition of 'The Pleasures of Imagination' by Mark Akenside is missing, as is Lady Charlotte Schreiber's journals (1911), the "confidences" of a collector of ceramics and antiques. A book by Phil Thompson and Tommy Smith called "Do That Again Son, and I'll Break Your Legs: Football's Hardmen" is also not accounted for. Missing maps include a malt whisky map of Scotland, and several maps relating to Gogerddan, the principal estate of the old county of Cardiganshire in the 17th century. The library's head of communications, Rhodri ap Dyfrig, said that staff had "introduced new stock checking processes for published collections and therefore we fully expected that there would be an increase in the items recorded as not being in their correct location". He added: "The thorough process of monitoring of misplaced items takes place continuously and these checks are a normal and integral part of maintaining standards and good practice in the library sector. "Due to this constant monitoring and work, the data we provide is a snapshot of a specific period in time, and this figure fluctuates regularly as items are found and relocated." The library carries out an annual audit of items worth more than £10,000 and no missing items that cross that threshold were found over the last year. The library's collections include seven million books and newspapers, 1.5 million maps and 950,000 photographs located across 160 miles of shelves. The Welsh government said: "The care and management of its collections is a matter for the National Library. "In doing so, it meets the Archive Service Accreditation – the UK-wide standard for archive services." Spain launches another tax raid on British holidaymakers
Are you a holiday let owner affected by the Spanish government's new tax? Get in touch money@ Spain's socialist government is planning a tax raid on British holiday let-owners in the country. The ruling Spanish Socialist Workers' Party wants to charge 21pc VAT on stays of less than 30 days – more than double the rate paid by hotels. It comes as Madrid lawmakers take aim at foreign property investors as part of efforts to tackle high housing costs. Draft legislation put before the Spanish parliament would raise taxes on owners of short-term tourist rentals from the current rate of zero. The levy rate paid by hotels is just 10pc. Unveiling the new bill last month, housing minister Isabel Rodriguez said: 'Homes are for living in [...] the measures seek to guarantee the right to rental housing for families.' The proposed change is part of the same legal push to impose a 100pc purchase tax on the sale of Spanish property to non-European Union buyers and also includes higher taxes for second homes and vacant properties. Alex Radford, partner at Spain-based law firm English Solicitor & Abogado, said: 'The VAT has got more chance of being implemented than the 100pc tax on a property bought by a non-European.' He said that if approved, the bill would likely increase the cost of holidays and lead to fewer available holiday lets in Spain. 'We would envisage that the rental [market] is going to be slightly more expensive. If owners have to add 21pc VAT to the cost of a rental, then we would expect rentals to decrease and people will look at other countries.' 'It's still early days and we don't know what will get approved and what will not,' Mr Radford added. Millions of Britons who visit and live in Spain face losing out because of the new laws, which will undergo scrutiny and potentially amendment before being voted on in the second half of this year. There were more than 260,000 British expats living in Spain at the last official count in 2020, while it received 1.6 million tourists from the UK – more than any other country – during the busy April period last year, according to the Spanish statistics agency. Robert Amsterdam, partner Amsterdam & Associates, a law firm that has campaigned against higher Spanish taxes, said: 'The Spanish government is diverting the attention of the Spanish people away from the government's behaviour and they're coming up with the British as enemy number one.' Most estimates place the number of British people who own property in Spain between 800,000 and one million. A figure for the number of British holiday let-owners in the country was not available. British non-residents bought 3,480 homes in Spain in the first half of 2024, making up 38pc of a total of 9,166 properties sold to non-resident non-EU buyers, according to the latest available figures from the General Council of Spanish Notaries and Spanish Property Insight. Growing anti-tourist sentiment in Spain has already seen cities like Malaga and Madrid capping new licences for holiday lets, while Barcelona will ban them completely by 2028. Spanish media reported in January that Barcelona's plans would cost €1.9bn (£1.6bn) and lose the city around 40,000 jobs, based on a report by consultancy PWC. The country's minority coalition government has defended a crackdown on foreign property investors and holiday let-owners as necessary to make more housing available for Spanish people. There is a deficit of 450,000 homes across Spain, according to a Bank of Spain report published this week. In popular tourist destinations like the Canary and Balearic Islands half the housing stock is either holiday lets for tourists or homes owned by foreigners, it said. Javier Peñate, a legal adviser to a holiday homeowners association in the Canary Islands, told Reuters: 'The sole objective is to put an end to these activities and leave [tourism] in the hands of hoteliers.'
