Commentary: What the Cabinet appointments of Jeffrey Siow and David Neo tell us about Singapore's approach to political leadership

SINGAPORE: The swearing-in of Prime Minister Lawrence Wong and his new Cabinet on Friday (May 23) marked the start of a new chapter in Singapore's political transition.
Among the appointments, the elevation of political newcomers Jeffrey Siow and David Neo to acting minister positions has drawn particular attention. They will helm the transport and culture, community and youth ministries, respectively.
Direct appointments to Cabinet, though uncommon, do have precedence. Mr Chan Chun Sing was appointed acting minister for community development, youth and sports after the 2011 General Election, while Mr Ng Chee Meng and Mr Ong Ye Kung were made acting ministers of education following GE2015. Mr Heng Swee Keat and Dr Tan See Leng even became full Cabinet ministers on their entry into politics.
The Cabinet appointments this round reflect the considerable trust Mr Wong and the People's Action Party (PAP) leadership place in Mr Siow and Mr Neo. The former was second permanent secretary at the Manpower Ministry and Ministry of Trade and Industry before entering politics, while the latter was chief of army until he stepped down in March.
Notably, their previous jobs have direct relevance to their new portfolios: Mr Siow was previously director of land transport at the Transport Ministry, while Mr Neo was formerly a director at the Pioneer Generation Office, which worked closely with community and grassroots organisations. Their experience ought to help the new acting ministers hit the ground running.

WHY CIVIL SERVANTS AND MILITARY GENERALS
The civil service and armed forces have long been a fertile recruitment ground for political leaders. Former permanent secretaries who subsequently joined the Cabinet include Mr Howe Yoon Chong in the late 1970s, and more recently, Mr Khaw Boon Wan, Mr Heng and Mr Chee Hong Tat. Among the early cohorts of SAF scholars were Mr Lee Hsien Loong, Mr George Yeo and Mr Teo Chee Hean. Many other military officers have since followed in their footsteps.
Of the seven first-time Members of Parliament appointed to political office, six are from the public sector including the Singapore Armed Forces (SAF). This raises the question: How useful is prior public sector experience to a political leader? Conversely, could there be disadvantages in drawing political leaders from the public sector?
Civil servants, especially those who have held senior positions, would certainly be au fait with policy design and implementation. They would be familiar with policy principles and considerations, and would know how to work the government machinery necessary for successful policy implementation. They would have also proven themselves in running public agencies or departments and managing public funds.
By the time they reach the senior echelons of the SAF, military commanders would have acquired considerable experience in leading people and organisations, as well as in planning logistics and operations. These are all valuable skillsets for a political leader.
Capability and experience aside, public officers may gain the trust of incumbent political leaders in the course of their work. Political leaders spend much of their time working with public officers, so it is natural for them to turn to trusted officers when identifying fresh talent for politics.
In particular, the role of principal private secretary (PPS) – a senior aide to the prime minister, deputy prime minister or minister mentor - has turned out to be a political apprenticeship for several Cabinet ministers. Mr Wong, Mr Ong and Mr Siow previously served as Mr Lee Hsien Loong's PPS, while Mr Chee was PPS to Mr Lee Kuan Yew.

IS THERE RISK OF GROUPTHINK?
Critics argue that having a large number of former public officers in Cabinet could breed insular thinking, as they may be boxed in by existing policy paradigms. Those who are sceptical that SAF generals make good civilian leaders have suggested that military-style command and control does not work well in other settings.
However, stereotypes seldom do justice to individuals. Much depends on a leader's personal disposition, including independence of mind and adaptability to different organisational contexts.
Former military men have made significant contributions both in the private sector as well as in politics: Names that come to mind include former CapitaLand CEO Liew Mun Leong and recently retired Mr Teo. Likewise, former ministers Mr Khaw and Mr Lim Swee Say – known for their policy innovations and enterprising streak – came from public sector backgrounds.
Notwithstanding, there is certainly a need for a diversity of experience in the Cabinet. Those from the private sector can bring different perspectives and expertise to complement the skillsets of their colleagues from the public sector. Doctors, lawyers and former corporate leaders have held key ministerial portfolios in recent years. Serving as grassroots volunteers or on the boards of public agencies are some ways in which private sector candidates have come to the attention of the political leadership and gained their trust.
WHAT MAKES A LEADER EFFECTIVE
The most effective political leaders, in my view, are those who have vision, imagination and conviction. Having strong convictions means they are not easily swayed from the course they have set; yet they are open-minded enough to take in feedback, whether from civil servants or members of the public, and can be persuaded to adjust their approach where needed.
These leaders do not merely follow public opinion; they have their ears close to the ground to understand citizens' concerns and seek ways to address them.
They have to be good communicators, to rally their colleagues and the public around their vision of change – to inspire, motivate and bring people along. Successful change requires the mobilising of people and the marshalling of resources, and there are often roadblocks to overcome along the way.
Newly minted political leaders from the public sector should leverage their prior experience and knowledge, while at the same time have the openness and suppleness of mind to be able to transcend existing policy paradigms. This is possible if they have the humility to take in suggestions, the courage to act on their convictions and the perseverance to push on despite obstacles. If so, they will be deserving of the trust that Singaporeans have placed in them.

TAIPEI :Taiwan's central bank said on Sunday that U.S. government debt is "sound" and still favoured by investors, and there are no worries about the U.S. dollar's position as the leading international reserve currency. U.S. President Donald Trump's tariff announcement on April 2, which led to a market rout, including in U.S. Treasuries, has cast doubt over the dollar's safe-haven status. Trump's has made complaints about a strong dollar which have also triggered speculation that Washington wants an adjustment lower in the U.S. currency. Taiwan's $582.8 billion in foreign exchange reserves are more than 80 per cent made up of U.S. Treasury bonds, according to the island's central bank. The central bank, responding to what it said were market concerns about U.S. bonds and the U.S. dollar, said on its website there was no cause for alarm. "There are still no concerns about the U.S. dollar's position as the leading international reserve currency," it said. "U.S. public debt is stable and has good liquidity, and its function as a store of value is still favoured by investors." The central bank also called on the media and market commentators not to speculate about the foreign exchange rate, given the Taiwan dollar's surge since last month against the U.S. currency on speculation Washington had asked Taipei to let it strengthen as part of tariff talks. The central bank has repeatedly denied that the United States has made that request. In its Sunday statement, the central bank said its inspection teams had found that some foreign investors, whom it did not name, had transferred large sums into Taiwan dollar deposit accounts ostensibly to invest in Taiwan stocks. But no such investments took place, it said, adding foreign investors must use remitted funds to invest in domestic securities if that is what they have declared the money for "and not use the funds to speculate on the Taiwan dollar's exchange rate".

Duelling Diplomacies: India and Pakistan offer competing narratives at defence forum in Singapore

SINGAPORE: Fresh off their nerve-jangling, four-day conflict in May, top Indian and Pakistani military delegations have been making the rounds at the IISS Shangri-La Dialogue in Singapore, billed as Asia's premier defence forum. While much of the attention was on US Defense Secretary Pete Hegseth's first visit to the gathering since taking up his post, and his warnings of the "imminent" threat he says is posed by China - along with China's response that the Americans should not "play with fire" and make "groundless accusations" - the longstanding tensions between these nuclear-armed neighbours also grabbed attention. India blames Pakistan for a deadly terror attack on tourists in the part of the disputed region of Kashmir that it controls, while Pakistan denies any involvement and says India has presented no proof. And just as these nations sit next to each other geographically, some of their top generals sat in neighbouring conference rooms inside the Shangri-La Singapore, taking part in simultaneous sessions late on Saturday (May 31) afternoon on topics ranging from defence innovation solutions to regional crisis-management mechanisms. "What India has done is politically they have drawn new red lines of the tolerance against terror," said General Anil Chauhan, Chief of Defence Staff with the Indian Armed Forces. "That should bring about some lessons for our adversary also and, hopefully, they learn that this is a limit of India's tolerance. We've been subjected to this proxy war and terror for the past almost about two decades, or maybe more, and we've lost a lot of people and ... we want to put an end to it.' General Sahir Shamshad Mirza, Chairman of the Joint Chiefs of Staff Committee of the Pakistan Armed Forces, warned of what could happen should another clash occur, especially given that the fighting took place not just in the disputed region of Kashmir, but also in Pakistan itself. "The strategic stability with the lowering of this threshold to the dangerous levels if next time such a conflict occurs and the cities are targeted first and the borders become irrelevant mostly, so what you will see is that there could be a chance - I'm not trying to create an alarm but I'm speaking based on logic - there could be a possibility that before the international community intervenes because of the restricted or constricted times window, the damage and destruction may have already taken place." FROM CONFLICT TO DIPLOMATIC BLITZ Aside from last month's clash, which saw India strike Pakistani targets but also admit to losing an unspecified number of fighter jets during its "Operation Sindoor", the nations have fought four major wars since their independence in 1947. In the wake of the recent hostilities, both sides have moved from weapons to words, with India dispatching several delegations to visit more than 30 capitals in Asia and around the world. A similar effort by Pakistan is set to start on Jun 2. CNA spoke to a member of the multi-party Indian delegation that visited East and Southeast Asia during a stop in Singapore on May 27. Congress party leader and former Indian external affairs minister Salman Khurshid agreed with the views that the effort is unprecedented. "It is an innovation, in a sense. And the fact that there are multi-party delegations, seven of them across the world, to all members of the (UN) Security Council and prospective members of the Security Council. In that sense, it is unprecedented, and we've got enormous support," he said. "You might even put it as something that has started, something that will at least ensure that our narrative is carried right through." And that narrative is firmly focused on India's accusations that Pakistan isn't doing nearly enough to snuff out terrorism. "The fact remains that talking to them (Pakistan) hasn't worked. Therefore, we are not talking to them now. We've said clearly, put an end to terrorism and then everything can follow. As long as you don't put an end to terrorism, no talks, nothing, no communications, no trade. That's the bottom line that we've drawn for them." But Pakistan's General Sahir Shamshad Mirza told CNA in a wide-ranging interview that Pakistan is in fact taking on terrorism on its soil and working to tackle cross-border terrorism from groups based in Taliban-ruled Afghanistan. "Why would Pakistan know or be involved in this (Kashmir) incident, when Pakistan's number one is consolidating its fight against terrorism," he asked on the sidelines of the Shangri-La dialogue. "We are on an upward path in our economy." Mr Mirza said terrorism has cost his country hundreds of billions of dollars and tens of thousands of lives. He alleged India lashed out, "without any investigation, without any initial inquiry, internal inquiry, without any shred of evidence". CONVENTIONAL AND UNCONVENTIONAL WEAPONS India and Pakistan's 96-hour confrontation was seen as a test of the rivals' respective weapons systems, including India's French-made Rafale fighter jets and Pakistan's Chinese-made J10-C jets, armed with Chinese-made missiles. But the top generals on both sides have said their military forces can pick and choose when it comes to their firepower. "India doesn't depend on one nation for its defence needs,' said General Chauhan during his session. "It's a number of capabilities which were put together, and most of these capabilities were put to good effects.' Pakistan's General Mirza told CNA his capabilities include weapons from China and many other places. "I have the military equipment from US. I have the military equipment from Turkiye. I have the military equipment from Italy. I have the military equipment from UK," he listed. "We have the equipment from all equipment-producing countries." In addition, both sides relied on drones while also facing serious threats in the form of disinformation. But global concern was firmly fixed on the unconventional weapons they both possess, the ones that can cause widespread destruction and loss of life. The countries continue to maintain that the use of nuclear weapons was never on the table, with Pakistani officials, including General Mirza to CNA, dismissing reports that Islamabad called a meeting of the National Command Authority, the body that oversees Pakistan's nuclear arsenal. However, General Mirza said what is seen as an ambiguous policy on nuclear weapons would become less ambiguous, "if you enable a capability to one country and deny a capability to another country". "The tools of modern conflict, they are artificial intelligence, electronic warfare, cyber, precision, firepower and weapons," he said. "If there is a yawning gap in either of these, or two of these, so this will place the other country at a disadvantage. So, when a country is at a disadvantage - at the moment we are not, let me be clear - if that goes beyond a proportion, it puts a stress." TRUMP, TRADE AND A TORN-UP WATER TREATY US President Donald Trump has said repeatedly that he used the issue of trade access to broker the India-Pakistan ceasefire, most recently on Friday. "I think the deal I'm most proud of is the fact that we're dealing with India, we're dealing with Pakistan and we were able to stop potentially a nuclear war through trade as opposed through bullets," he said. India has denied Mr Trump was the deciding factor, and has said it was talk between the neighbours' militaries and not tariffs that made the difference. Pakistan sees things differently. "Sadly, the Indians have not, I think, accepted that President Trump was there in the ceasefire. It was actually brokered by President Trump," General Mirza told CNA, while also noting that many other nations played a role. "It was thanks to the US that they finally were able to affect their ceasefire." But the truce is not the end of this dispute. New Delhi has suspended the decades-old Indus Waters Treaty, which is meant to govern the use of rivers that mainly flow through India and are critical for Pakistan's agriculture and water supply. Indian Prime Minister Narendra Modi has vowed that, "India's water will flow for India, stay for India, and serve India." But not observing the agreement, which was brokered by the World Bank and signed in 1960, is a red line for Pakistan. "For 240 million people, most of which is an agrarian society, if you stop, hold or lower, slow the flow of water, if you are at my place, what would you do?' asked General Mirza.

Australia coach Tony Popovic is eyeing victory over Japan on Thursday to not only boost his side's World Cup qualification hopes but further improve the Socceroos' prospects of becoming the strongest team in the Asian confederation. The Australians face Hajime Moriyasu's much-changed squad in Perth knowing a win would take them to the verge of securing a ticket for next year's 48-team finals in North America as runners-up in Group C behind the already-qualified Japanese. "A win is something that we're pushing towards," said Popovic, who led his team to a 1-1 draw when the sides last met in October. "We feel confident we can show an improved performance from what we did in Japan, albeit that was a very good one. "We'll have to be at our best to beat the best team in Asia. That's where we want to get to and to be the best we have to beat the best and they clearly are." The Japanese confirmed their ticket for the finals in March and, as a result, head coach Moriyasu has named a squad featuring eight uncapped players for the trip to Perth. While Liverpool midfielder Wataru Endo and Real Sociedad's Takefusa Kubo have been included in the 27-player line, the Japanese are missing key players such as Kaoru Mitoma, Hidemasa Morita and Ayase Ueda.
