Warming US-Russia ties could put China's Arctic ambitions on ice, experts warn

China is expected to redefine its
Arctic policy – including an ambition to become a great polar power by 2030 – amid growing scrutiny from far northern countries and a possible US-Russia cooperation deal for the region, according to experts and insiders.

Beijing put forward its plan for a
'Polar Silk Road' – as a complement to its massive infrastructure scheme, the Belt and Road Initiative – in a 2018 white paper that envisioned greater access to the Arctic's rich natural resources and a bigger role in its governance.
China's description of itself in the plan as a 'near-Arctic state' – despite sitting 1,400km (870 miles) south of the Arctic Circle and having no territory in the region – raised the suspicions of the US and its allies, in the midst of intensifying geopolitical rivalries.
It also provoked a backlash from the Arctic countries – including Russia, which stretches across more than half of the region's coastline and has long prioritised maintaining its sovereignty there.
Since then, China has put more emphasis on science diplomacy – including a focus on building heavy icebreakers and carrying out polar observations – while largely toning down its other ambitions.

According to Marc Lanteigne, a professor of political science at the Arctic University of Norway, 'China has been trying to rework what the Polar Silk Road is all about and it has also started to take a more practical approach to the Arctic'.
An insider with direct knowledge of the situation, who spoke on condition of anonymity, noted that Beijing's interest in continuing its Arctic push had appeared to decline in response to the geopolitical tensions.

Russia said on Sunday its forces had advanced to the edge of the east-central Ukrainian region of Dnipropetrovsk amid a public row between Moscow and Kyiv over peace negotiations and the return of thousands of bodies of soldiers who fell in the war. Despite talk of peace, the war is stepping up with Russian forces grabbing more territory in Ukraine and Kyiv unfurling high-profile drone and sabotage attacks on Russia's nuclear-capable bomber fleet and, according to Moscow, on railways. Russia, which controls a little under one-fifth of Ukrainian territory, has taken more than 190 square km (73 square miles) of the Sumy region of northeastern Ukraine in less than a month, according to pro-Ukrainian open source maps. Now, according to the Russian defence ministry, units of the 90th Tank Division of the Central Grouping of Russian forces have reached the western frontier of Ukraine's Donetsk region and are attacking the adjacent Dnipropetrovsk region. 'The enemy does not abandon its intentions to enter the Dnipropetrovsk region,' Ukraine's Southern Defence Forces said on Telegram. 'Our soldiers are courageously and professionally holding their section of the front, disrupting the occupier's plans. This work does not stop for a minute.' Dmitry Medvedev, the deputy chairman of Russia's Security Council, said the Dnipropetrovsk offensive showed that if Ukraine did not want to accept the reality of Russia's territorial gains in peace talks then Moscow's forces would advance further.

Photo: AFP A Colombian right-wing presidential candidate who was shot during a campaign event in Bogota has successfully undergone initial surgery, the city's mayor said on Sunday. 39-nine-year-old senator Miguel Uribe was speaking to supporters in the capital when a gunman shot him twice in the head and once in the knee before being detained. A security guard managed to detain the suspected attacker, a minor who is believed to be 15 years old. Uribe was airlifted to hospital in "critical condition" and underwent a "neurosurgical" and "peripheral vascular procedure," the Santa Fe Clinic in Bogota confirmed. He "overcame the first surgical procedure," Bogota mayor Carlos Fernando Galan told media, adding that he had entered "the critical hours" of recovery. His wife, in an audio recording shared with media, said "he came out well from the surgery." The motive for the attack is not yet publicly known. Colombia's defense minister Pedro Sanchez vowed to use law enforcement's full capabilities and offered a roughly US$725,000 reward for information about who was behind the shooting. In a video address to the nation posted on social media, President Gustavo Petro also promised investigations to find the perpetrators of the "day of pain". "What matters most today is that all Colombians focus with the energy of our hearts, with our will to live ... on ensuring that Dr Miguel Uribe stays alive." Uribe, a strong critic of Petro, is a member of the Democratic Center party, which announced last October his intention to run in the 2026 presidential election. Authorities said there was no specific threat made against the politician before the incident. Like many public figures in Colombia, Uribe had close personal protection.
