S'pore researchers to go on deep sea expedition with non-profit OceanX in October: Vivian
– Researchers from the National University of Singapore (NUS) are planning to embark on a deep sea biodiversity expedition to the high seas in the eastern Indian Ocean in October 2025, said Singapore's Minister for Foreign Affairs Vivian Balakrishnan on June 10.
The expedition, in collaboration with US-headquartered non-profit OceanX, will also bring together scientists from the region, especially other small island developing states, Dr Balakrishnan said as he delivered Singapore's national statement at the UN Ocean Conference taking place in Nice, France.
'This will give (researchers) an opportunity to document and to survey deep sea biological material,' he said, adding that the findings will help to deepen understanding of the oceans.
The Indian Ocean is the body of water between South-east Asia and the African continent. The high seas, which make up about two-thirds of the ocean, refer to ocean areas outside national jurisdictions.
Dr Balakrishnan on June 9 said, on behalf of the Alliance of Small Island States (Aosis), that it was important for small island developing states to lead, and not just participate in, ocean-related scientific expeditions.
Aosis is a grouping of 39 small-island and low-lying coastal developing states including Singapore, Palau, the Maldives and Belize.
Mr Mark Dalio, founder and co-chief executive of OceanX, told The Straits Times that its partnership with NUS 'reflects OceanX's ongoing commitment to advance ocean science in South-east Asia'.
'This mission will generate vital data on deep-sea biodiversity and ecosystem health, strengthen the region's scientific knowledge base, and support informed decision-making for ocean stewardship,' he said. 'We're proud to enable this next chapter of exploration into one of the region's least studied environments.'
Dr Balakrishnan said Singapore believes the expedition will contribute to the shared global goals of advancing ocean science education and capacity building.
In his address to the summit, which brings together 193 UN member states, the minister said the ocean is under severe threat from rising temperatures, acidification, overfishing and plastic pollution.
'As a low-lying coastal city state, Singapore is at risk due to rising sea levels, coastal erosion and the risk of flooding,' he added.
These challenges demand a multilateral solution – one that is underpinned by the United Nations Convention on the Law of the Sea (Unclos), said Dr Balakrishnan.
Unclos sets out the legal framework for all activities carried out in the oceans and seas.
In 2023, Singapore helped to broker an agreement under Unclos on the conservation and sustainable use of marine biodiversity outside national jurisdictions.
The High Seas Treaty, officially called the Marine Biodiversity of Areas Beyond National Jurisdiction Agreement, will enter into force after 60 countries ratify it.
French President Emmanuel Macron said on June 9 that 55 countries have done so. Singapore ratified the agreement in September 2024.
Dr Balakrishnan said it was crucial for this treaty to enter into force if the ocean and marine resources are to be conserved and sustainably used, and urged other countries to ratify the agreement.
He also said that Singapore would be renewing 15 of the past voluntary commitments it made to support ocean health, and undertaking 12 new ones.
Past commitments include environmental research programmes such as the Marine Climate Change Science programme and efforts to promote green financing in the maritime industry.
It also conducted ocean-related courses for fellow developing countries, such as on how coastal biodiversity can be managed under urban pressures.
On the new commitments, Dr Balakrishnan pointed to Singapore's first seagrass restoration project, launched in September 2024, saying these ecosystems will contribute to global climate efforts given that these habitats are the 'lungs of the sea'.
He also cited the 100k Corals Initiative, which was launched in December 2024 with the aim of planting 100,000 corals in Singapore's waters in the next decade and beyond.
'We believe this effort will support marine biodiversity and protect us from coral erosion in the seas around Singapore,' he added.
Singapore will also continue to provide capacity building assistance to developing countries to address ocean-related challenges, Dr Balakrishnan said. The Republic has conducted over 60 courses for more than 1,600 foreign officials under the Singapore Cooperation Programme Sustainability Action Package.
'Over the next year, we will conduct more of such courses on the state of blue carbon science, policy, finance and achieving high quality outcomes,' he said.
Dr Balakrishnan added: 'Singapore commits to working with all our partners to restore the health and to enhance the resilience of our oceans. The choices we make today will define the legacy we leave behind for our future generations.'

Harvard crackdown: Can Singapore become its own intellectual leader?
THE US has long been a global science leader, with this best exemplified by its scientists creating a Covid-19 vaccine – amid a pandemic no less – within a year. Given that vaccine developments typically take a decade or more, this is nothing short of a feat, and something that has been decades in the making – a result of generous state funding for research and an openness to talent, among other factors. This is why US President Donald Trump's crusade against Harvard University and other top American institutions should give us pause, even if the fate of Ivy League colleges an ocean away may not seem, at first, to have major repercussions for Singapore. Alongside the on-and-off-again tariffs, immigration crackdown and slashing of government budgets, some observers may regard Trump's first 140 days as part of a natural ebb and flow in American politics. After all, the country has seen its fair share of upheavals in the last 249 years, having survived a civil war in the mid-19th century and, over 100 years later, lived through a particularly turbulent 1968 punctuated by two assassinations, heightened social unrest over the Vietnam War and issues related to values and race. Yet, even Americans appear spooked themselves. Experts and ordinary people, regardless of political leanings, are voicing concern that American democracy is being eroded and possibly sliding into autocracy, multiple surveys have shown. In particular, the administration's clampdown on its universities could have far-reaching consequences. America's embrace of diversity had long been part of its DNA, a trait that has drawn the world's brightest minds who, in turn, have kept its universities at the forefront of research and innovation that have resulted in life-saving drugs and key inventions. Some of these foreign talents remain in the country in pursuit of the American dream; others, equipped with new knowledge and skills, return home for the betterment of their motherland. Singapore too, has benefited from the return of US-trained scholars who have gone on to helm senior positions in government and the private sector. Sign Up Sign Up But all that is now in peril under the Trump administration, which has threatened to cut funding and foreign student quotas – actions that portend a brain drain and a possible curtailment of its research capabilities. The question is how long this crusade would last, and whether the damage wrought would be permanent. Meanwhile, foreign students and postgraduates have been targets of an immigration crackdown. Some have had their visas revoked, and others fear they would not be able to re-enter if they leave. Prospective students are naturally reconsidering their choice, given the uncertainty and apparent lack of transparency. Even researchers are hesitating to visit; a French scientist was denied entry in March because he had criticised the administration in a text message. In 2022 and 2023, Singapore sent about a quarter of its Public Service Commission scholarship recipients to the US, and many more students went at their own expense. But the latest developments raise the question whether the city-state should reconsider its reliance on the US for intellectual leadership. The imbroglio should also prompt Singapore to look afield at Europe and China, which are now seizing the opportunity to woo students and researchers seeking alternatives. A small but growing number of Singapore students have headed for European and Chinese universities over the years. And not least, Singapore might also take a leaf out of their playbook and do the same, since having a strong talent mix is what would augment its universities' standing. Rather than looking mainly to the West for intellectual leadership, Singapore has now an opportunity to build up its own for the region.

Why China biotech is getting a DeepSeek moment, too
FROM artificial intelligence to military defence, China has offered a few DeepSeek moments this year, showing that the country is more than just the world's biggest factory, and that it also can compete with the United States on the technology front. Now biotech is having its own. In late May, Pfizer agreed to pay a record US$1.25 billion upfront to license an experimental cancer drug from Shenyang-based 3SBio, as well as making a US$100 million equity investment in the Hong Kong-listed biotech company. Two weeks later, Bristol-Myers Squibb said it would pay BioNTech US$1.5 billion guaranteed to license a similar cancer asset. It was a win for BioNTech, which bought Biotheus, the Chinese company that developed the drug, late last year for US$800 million. Increasingly, big pharmaceutical companies are seeing Chinese biotech as the disruptors. These two deals will allow Pfizer and Bristol-Myers Squib to go after Merck & Co's Keytruda, the world's top-selling medicine. 3SBio's drug works in the same way as a therapy from China's Akeso, which outperformed Keytruda in one trial. US-based Summit Therapeutics licensed Akeso's assets for US$500 million upfront in late 2022. Excitement These billion-dollar deals got bankers and investors excited. The Hang Seng Biotech Index is up about 60 per cent this year. By comparison, the S&P biotech index is down 6.5 per cent. Sign Up Sign Up There are good reasons to believe this rapid pace of dealmaking and enthusiasm for China biotech will last, with US President Donald Trump's economic policies serving as a major catalyst. Trump's threats to slash US prescription drug costs by '59 per cent, PLUS', as well as Medicaid and Medicare cuts in his big, beautiful tax and spending bill, will inevitably dent Big Pharma's bottom line. To cut in-house R&D expenses, these multinationals might have to come to China, where early-stage human tests are much cheaper and easier to run, despite comparable safety protocols. So far, the biotech industry is relatively insulated from Trump's tariffs, providing a meaningful safe haven for global investors. Rare earths materials and Boeing plane deliveries might be used as negotiation tools, but Beijing is making an exception for public health. It continues to welcome American-made medical supplies, including Pfizer's lung cancer drug Lorbrena and Merck's Gardasil, a HPV vaccine that protects against cervical cancer. Being in Beijing's good books allows Big Pharma to seal licensing deals with local partners. In addition, global drug companies and venture capital funds might want to take equity stakes too, just like Pfizer did last month. With a dip in biotech funding, especially in China, startups are unable to advance drugs on their own, and therefore demand large upfront licensing payments. This gives Western companies leverage to negotiate good deals. What is innovation without human talent? China's 'engineer dividend' is likely to pay off big time in the next few years, propelled by a hostile White House that vows to 'aggressively revoke' visas of Chinese studying in 'critical fields'. Already, the number of Chinese students in the US has dropped 22 per cent from its pre-pandemic peak, with many pointing to anti-Asian sentiment during Covid as a major drawback. Going forward, more could be forgoing US university degrees and working for promising startups at home instead. Between 2000 and 2020, the number of engineers in China ballooned from 5.2 million to 17.7 million, according to the State Council. The discipline and medicine are among the most popular fields for graduate studies. Those under the age of 30 account for 44 per cent of the total engineering pool, versus 20 per cent in the US, according to data compiled by Kaiyuan Securities. As a result, compensation for researchers is only about one-eighth that in the US. In other words, Chinese engineers are young, cheap and abundant. Tailwinds So what we've got are a lot of tailwinds: A group of strategic buyers eager to cut expenses and outsource research, a relatively benign local authority, and competitive talents. May 2025 second warmest on record: EU climate monitor
[PARIS] Global heating continued as the new norm, with last month the second warmest May on record on land and in the oceans, according to the European Union's climate monitoring service. The planet's average surface temperature dipped below the threshold of 1.5 degree Celsius above preindustrial levels, just shy of the record for May set last year, according to the Copernicus Climate Change Service. The same held for the world's oceans. With a surface temperature of 20.79 deg C, last month was second only to May 2024, with some unprecedented warmth regionally. 'Large areas in the northeast North Atlantic, which experienced a marine heatwave, had record surface temperatures for the month,' Copernicus reported. 'Most of the Mediterranean Sea was much warmer than average.' The increasingly dire state of the oceans is front-and-centre at the third UN Ocean Conference (UNOC), which kicked off Monday in Nice, France. Ocean heatwaves are driving marine species to migrate, damaging ecosystems, and reducing the ability of ocean layers to mix, thus hindering the distribution of nutrients. Surface water warmed by climate change drive increasingly powerful storms, causing new levels of destruction and flooding in their wake. Some parts of Europe, meanwhile, 'experienced their lowest levels of precipitation and soil moisture since at least 1979,' Copernicus noted. Britain has been in the grips of its most intense drought in decades, with Denmark and the Netherlands also suffering from a lack of rain. 'Brief respite' Earth's surface last month was 1.4 deg C above the preindustrial benchmark, defined as the average temperature from 1850 to 1900, before the massive use of fossil fuels caused the climate to dramatically warm. 'May 2025 interrupts an unprecedentedly long sequence of months above 1.5 deg C,' noted Carlo Buontempo, director of the Copernicus Climate Change Service. All but one of the previous 22 months crossed this critical threshold, which marks the 2015 Paris Agreement's most ambitious target for capping global warming. 'This may offer a brief respite for the planet, but we expect the 1.5 deg C threshold to be exceeded again in the near future due to the continued warming of the climate system,' he added. Over the 12-month period June 2024 to May 2025, warming averaged 1.57 deg C compared to the 1850-1900 benchmark. The Paris treaty target, however, is pegged to a 20-year average, in order to account for the influence of natural variability. The UN's climate science advisory panel, the IPCC, has said there's a 50-per cent change of breaching the 1.5 deg C barrier in line with these criteria between 2030 and 2035. Using this method of calculation, the world today has warmed by at least 1.3 deg C. The UN's World Meterological Organization (WMO), meanwhile, has said there's a 70 per cent chance the five-year period 2025-2029, on average, will exceed the 1.5 deg C limit. Scientists stress the importance of limiting global warming as soon and as much as possible because every fraction of a degree increases the risks of more deadly and destructive impacts, on land and in the sea. Limiting warming to 1.5 deg C rather than 2 deg C would significantly reduce the most catastrophic consequences, the IPCC concluded in a major report in 2018. AFP
