Commissioner Drew Harris was also welcomed and all the family of AGS and different branches "who Kevin was such a proud member for so many years".
Members of the Defences Forces and the PSNI present were also welcomed.
At a local level, work colleagues of Mr Flatley's wife Úna, his parents, Michael and Breda, and his two children and their schoolmates were welcomed.

Garda motorcycle colleagues from the Dublin Metropolitan Region's roads policing unit formed a guard of honour as the hearse carrying Garda Kevin Flatley's coffin arrived at St Peter and Paul's Church in Balbriggan, Co Dublin.
Two members of the Garda led the cortege, one carrying the Irish national flag and the other the flag of An Garda Siochana.
The bells of the church rang as the coffin arrived.
A large number of uniformed gardaí walked to the church with fellow mourners, including Garda commissioner Drew Harris.
Inside the church as the service began, members of a ceremonial unit of the Garda placed the Irish flag on Garda Flatley's coffin, along with his cap and gloves.

Speaking this morning, Garda Superintendent Liam Geraghty said there will likely be thousands of gardaí in attendance at his funeral in Balbriggan this afternoon, where they will perform a guard of honour "as he takes his final journey".
"Since Kevin passed away last Sunday and was killed in the performance of his duties, a member of An Garda Síochána has stayed in his presence for the entirety since he passed away," he said.
Speaking to RTÉ's Morning Ireland, Supt Geraghty said: "This morning, the Garda Commissioner will lead probably thousands of his colleagues to mark our respects and we're very, very grateful to Kevin's family for allowing us to take part in what is a family funeral and a very, very sad day for the family, but to allow us to show our respect and gratitude, and to honour Kevin as he takes his final journey."
Gda Flatley will be taken by hearse to St Peter's and Paul's Church in Balbriggan, where a guard of honour will take place.
"We will march with our colleague and bring him to the church for his funeral ceremony.
"We anticipate that there will be possibly up to thousands of gardaí in uniform, plainclothes gardaí and garda staff lining that route."
He will also be honoured by his local GAA club, where his daughters played and where he was a coach, and by the local schools.

The funeral of Garda Kevin Flatley will soon begin in Balbriggan, Co Dublin.
The 49-year-old father of two, who died after being struck by a motorcyclist while carrying out a speed checkpoint in Dublin last weekend, served as a garda for 26 years and had been with the Roads Policing Unit since 2018.
A large turnout of mourners is expected at his funeral service later.
The Taoiseach Micheál Martin, President Michael D Higgins, Minister for Justice, Jim O'Callaghan and Garda Commissioner Drew Harris are all expected to be in attendance.
The funeral cortege is set to pass through the Co Dublin town of Balbriggan before mass at St Peter and Paul's Church this afternoon.
Garda Flatley will later be laid to rest privately in Newcastle, Co Dublin.
He is the 90th member of An Garda Síochána to be killed while on duty.

Cyclist (60s) killed in collision with van in Co Cork
A man in his 60s has died following a collision in Co Cork on Wednesday. The collision, which involved a van and a cyclist, occurred on the N25 at Carrigtwohill at about 5pm. Emergency services attended the incident but the cyclist was pronounced dead at the scene. His body was removed to the mortuary at University Cork Hospital where a post-mortem examination will take place in due course. 'CHOICE TO HEAL' On her exoneration, Jacobs became a leading advocate against the death penalty and teamed up with Amnesty International to campaign against it. She lived in Los Angeles for a time and taught yoga, having solidified her love for the And she vowed not to become bitter, opting instead to leave her children with a legacy of hope. In 2006, she said: "It was very important, that choice I made to heal, rather than to spend the gift of a new life that I had looking backwards at the wrongs that were done to me." MEETING PARTNER In 1998, she met Peter Pringle at an Amnesty International Event which called for the sentence to be abolished. Man caught with child sex abuse and anime images on hard-drive avoids jail
A Co Donegal man caught with child sex abuse and anime images on a hard-drive has avoided jail. John Sweeney (60) appeared at Letterkenny Circuit Court on Wednesday where he pleaded guilty to possession of the images when his house at Dore, Bunbeg was raided by gardaí on July 24th, 2019. Det Garda Enda Jennings and Michelle Kelly were acting on information forwarded by the Garda National Protective Services Bureau. It followed information they received that a user had uploaded child pornography from an internet account traced to Sweeney. READ MORE Gardaí visited the house and seized three mobile phones and a hard-drive. All the images, including a total of 139 child abuse images and 94 anime images – a style of Japanese film and TV animation – were found on the hard-drive. He was arrested and taken to Milford Garda station where he co-operated and told gardaí he had been going through a difficult time and was drinking heavily. The court heard Sweeney lived alone and had no previous convictions. However, because of a backlog in investigating such cases around the country at the time, it wasn't until November 2023 that a plea could be made. A number for the One in Four counselling service was given to Sweeney and he went about getting counselling. Barrister for the accused, Patricia McLaughlin, SC McLaughlin said it was not the case that her client shared any of the images and had no great sophisticated knowledge of computers but was accessing adult pornography over a period of time. Child pornography then began to pop up and he developed some curiosity on this, saying her client had an 'unsophisticated fall' into it. A probation service report dated May 29th, 2025, said he was at a low risk of reoffending and noted he has expressed remorse and is aware the images are wrong and was happy to go under the supervision of the service. Ms McLaughlin asked Judge John Aylmer to consider dealing with the offence by way of a non-custodial sentence considering the overall amount of images, the amount of time the accused man had them in his possession – estimated to be two months – and how he came upon the images. Judge Aylmer said on the very early plea and the number of images involved, he placed the offence at the lower end of the scale and one which merited a sentence of two years before mitigation. In mitigation, the judge said Sweeney had no previous convictions, had co-operated fully with gardaí and had entered an early plea. He reduced the sentence to 18 months in prison and accepted the advance by Ms McLaughlin, that there were similarities to another case, the McGinty case. He agreed that this was one of those unusual cases where the court can suspend the entirety of the 18-month sentence and ordered Sweeney to go under the supervision of the probation services.
