Zoning change expands housing options in Brant County

County of Brant Council approved a staff recommendation to support a zoning by-law amendment that would permit four residential units as-of-right in the communities of St. George and Paris, during the regular Council meeting on Tuesday, May 13, 2025.
Earlier this year on February 11, Council directed staff to undertake a detailed analysis to identify local provisions that would permit up to four (4) units as-of-right, per lot, within the fully-serviced primary settlement areas of Paris and St. George. Currently, the County's existing zoning regulations permit up to three residential units per lot as-of-right (one primary and two ARUs), in fully serviced areas.
By approving the zoning by-law amendment, it would allow the County to qualify for the Canada Housing Infrastructure Fund (CHIF) – Direct Delivery Stream funding, which is designed to help enable the construction of more housing as it supports infrastructure projects such as water, stormwater, wastewater and solid waste systems.
To qualify, municipalities with over 30,000 residents must commit to permit zoning for four units as-of-right, per lot, in all low-density residential areas with municipal servicing. If received, the funding would support much-needed infrastructure upgrades in Paris and St. George, and would ultimately support increased housing options with the county.
According to an April 8 report, the initiative is 'one of the first steps in the County's Housing Needs Assessment process, aimed at facilitating the development of more affordable and diverse housing options while supporting focused growth and infrastructure.'
Allowing four units as-of-right would mean that a property can have up to four units on one lot. This could include a fourplex, which is one building split into four equal parts, or one main home and three additional rental units (ARUs) that are smaller.
Additionally, detached, semidetached, duplex, triplex, stacked townhouse, rowhouse, and street-fronting rowhouse dwellings could also all be used to achieve four units depending on the zoning of the lot.
While as-of-right permission means a property owner can build without going through a public meeting or getting Council approval, regardless of the configuration, a building permit would be required for any new proposed residential dwelling.
During the meeting, Negin Mousavi Berenjaghi, a Development Planning Student with the County, presented Council with some changes to the preliminary item from April 8 including side and rear yard setbacks, ARU building heights and maximum lot coverage. She also noted that there would be no changes to zoning requirements for parking, landscape open spaces, unobstructed access, lot frontage, and lot area.
She said that the reason for that would be to ensure that future infills remain gentle and to minimize impacts on existing developments.
'Any residential development and redevelopment must demonstrate the availability of adequate servicing. These required standards, along with site-specific conditions, can influence the potential uptake of the four units' initiative,' said Mousavi Berenjaghi. 'At least five parking spaces would be required for four dwelling units, assuming the primary dwelling unit fronts a public street and includes three ARUs. Smaller lots are unlikely to accommodate sufficient parking for more than three dwelling units.'
Following the rest of her presentation, resident Karen Seiling stood to express her concerns for the older, more unique residential areas.
'My understanding is that someone could come in and take that lovely home up on St. Andrew Street and make it into a fourplex, and the lovely front grass and backyard would now become a parking lot,' she said.
Brandon Kortleve, the County's Manager of Policy Planning, clarified that there are regulations in the zoning (such as parking, setback requirements and lot size) that will ultimately prohibit many owners from putting any additional units in, but that the goal is to ensure flexibility for those properties that can meet the criteria.
Seiling reiterated that it was one thing to allow additional units in the newer parts of Paris, but to do it in the older, more established neighbourhoods, would ultimately disturb the small town feel of the community.
'We're looking to you to do what's right for our little town,' she said.
Councillor Steve Howes said that while people are reasonably concerned about the issue, he pointed out that multiple units have been allowed in the county for some time now. He then asked staff how many home owners have actually taken advantage of the currently permitted three units as-of-right.
Alysha Dyjach, the County's General Manager of Development Services, later said that the answer to his question was zero, 'we don't have any yet that have come forward.'
Councillors John Bell and John Peirce said that while they were supportive of having diverse and innovative housing options, they were worried this would open some sort of Pandora's box.
Pierce said that because of the loss of lot coverage with the additional units, he was worried there would be nowhere for the vehicles to park without spilling out onto the streets.
'That's going to cause more problems with street parking and it's going to exacerbate a problem that we've already have. The initial statement in this report is, 'to increase the opportunities for diverse and innovative housing options,'' he said. 'One-hundred per cent we need to do that, but I believe this is not the way to do it. I think this is opening up something that we don't really want to do. If we want to do it on a case to case basis, that's a different story altogether, but I think just opening it up like this is going to cause issues.'
Looking at it from a different point of view, Councillor Lukas Oakley later said that the community desperately needs this type of expanded housing options.
'We need them to be in areas that are already developed, or else we will continue to have urban sprawl and pave over farmland or natural areas,' he said. '… In my opinion, it's the financially responsible thing, the socially responsible thing and the environmentally responsible thing to support this recommendation tonight.'
Councillors Jennifer Kyle and Howes said that while there isn't a perfect solution, they need to think of the younger residents looking for modest housing and the seniors who are looking to downsize.
'I think we need to be forward thinking for this because this is more of the gentle density that should theoretically keep that small town feeling, rather than continuing to expand out and put in more big apartment buildings,' said Kyle. 'If we can find some of these smaller solutions, I think that will actually help to keep the feel of the town.'
Mayor David Bailey said that while yes, there's funding attached to allow the four units as-of-right, he was worried about doing the wrong thing.
'I think we just need to tweak it so that we don't end up with these things looking like bunk houses on Grand River Street going up the hill because we didn't have our qualifications or our Terms of Reference right,' he said. 'Maybe we should just tweak it and then okay it, but I don't think we should have it so that that can happen. I'm worried about things slipping through.'
In the end the motion to enable four units as-of-right in all low-density, full serviced areas of Paris and St. George, was carried on a vote of 6-4, noting that Councillor Christine Garneau was not present.

County of Brant Council received a report detailing the results of the 2025 Community Grant Program during their regular Council meeting on Tuesday, May 27, 2025. The Community Grants program is a key funding tool that helps support a variety of non-profit and charitable organizations within the County to deliver vital services and amenities to the community. While Council used to choose which organizations received the funding, in an effort to streamline the process, the decision was made in 2023 to enter into a partnership agreement with the Brant Community Foundation (BCF) to deliver the grants. According to a report submitted to Council, grants were available under three categories: operational (up to $5,000), events (up to $5,000) and capital projects (up to $10,000), though organizations were permitted to apply for more than one type of grant. This year, the BCF received 109 grant applications with funding requests amounting to a total of $631,831. Given that a number of applications were considered late, incomplete, or otherwise ineligible for funding, only 75 grants totaling $350,000 will be issued come the week of June 16. During the meeting, Councillor David Miller expressed his concerns in regards to those organizations who typically rely on such funding, but were not able to make it through to the adjudication process. 'In the report it says, 'there were a number of organizations that typically receive community grants from the County that were deemed ineligible because of incomplete application materials,' I know one of them was Burford Minor Hockey and I don't think they're going to be happy.' Noting that many of the organizations are run by volunteers and in some cases, roles are often switched around, he asked staff if such organizations would have time to re-submit their applications and try again. 'Council was very clear when we went through this last fall, that we were not accepting any applications that were missing documents,' responded Heather Boyd, General Manager of Corporate Services. '…The instructions themselves were very clear that certain paperwork was required to be submitted as part of the process. …The awards are done now.' Councillors John Peirce, Steve Howes, Jennifer Kyle and Brian Coleman said that while they understood Miller's point of view and were sympathetic to the situation, the whole point of entering into the partnership with BCF was to take the politics out of the awards. 'I remember going back five years or so, the crazy, reverse auction process that we had where we all sat around this table trying to figure out who's worthy and who's not, and it was painful,' said Howes. 'We made the decision that we were going to take an arm's length approach to this after we determined how much money we were going to make available for these groups, and I think we have to stand by the process.' Councillor Lukas Oakley later pointed out that, as stated in the report, the County will be utilizing an on-line application portal through the BCF in 2026. 'One of the key improvements on that will be, in order to proceed to the next stage of the application, you have to provide the information requested,' he said. 'That should help clear up, at least in theory, some of these applications that were submitted and deemed incomplete because you won't be able to submit unless it is complete, or you're submitting supporting documents.' Councillor Robert Chambers then added that he would like to also have the application criteria reviewed at some point given that some of the organizations who are set to receive grants this year, appeared to be more Brantford centric. 'Some of the organizations I've never even heard of before,' he said. 'Some of the organizations are, in my mind, more City of Brantford centric than County of Brant. …I think we need to review, first of all, the criteria, and the amounts, at some point.' While there may be organizations who may not be satisfied with the outcomes, BCF staff will be the first point of contact to discuss award outcomes, and will be working on enhanced educational materials to support applicants down the line. County pilot program looks to increase rental housing

County of Brant Council received a report in regards to a new Temporary Rental Grant Pilot Program, during their regular council meeting on Tuesday, May 27, 2025. Overall, the program will attempt to get more houses with several bedrooms, available for rent in the short term, by incentivizing developers to turn their unsold inventory into rental units in exchange for a grant. As stated in a report presented to Council, 'the grant would be paid over a period of five years, equal to the amount of the Development Charges [DC] reduction they would have been entitled to if they met the criteria of Rental Housing Development under the Act.' The initiative comes after preliminary findings from the County's Housing Needs Assessment outline that the needs for rental housing in the community is not being met. '​​The initial housing needs assessment results came back, which noted a dire need for rentals within the county, specifically multi-bedroom rentals,' said Alysha Dyjach, General Manager of Development Services. 'Some commentary coming back from some of the councillors in this room indicated that it's time to potentially get some innovative solutions. What's before you tonight is not, in any way, a magic bullet. This is a very small, specific response to one, very small issue.' Not only would the program incentivize more rental units, but it would also help the local construction industry. According to the report, developers are saying that with fewer people buying homes, it has left them unwilling to continue with their developments due to the fact that the inventory of vacant constructed units is growing. On top of that, the County's allocation policy only allows developers to move onto the next phase of a subdivision when 75 per cent of the units in the previous phase are occupied. 'While this approach has helped manage infrastructure capacity, it is also contributing to the pause in construction activity as units remain unsold and unoccupied,' said Dyjach. 'The slowdown in construction activity has resulted in a surplus of vacant units for sale, while at the same time creating uncertainty in the local housing construction and job market which could result in job reductions, lower material demand, lower business attraction, and reduce municipal revenue that can be invested in infrastructure and services.' Within the program, staff are proposing a starting budget of $81,500 based on an initial estimate of 40 three-bedroom units. This would provide a per-unit investment of approximately $2037.50 in the first year. Staff did mention that because this is a pilot project, they were anticipating that the uptake could be significantly lower than the maximum amount. 'This is a temporary solution. It's not permanent, and we have no idea on what the uptake might be,' said Dyjach. 'What we're hoping is that this might potentially tip the scales to allow even if it's just a handful of rentals within our community. Those are rentals which families desperately need right now, who can't afford a down payment for home.' Councillor John Peirce congratulated staff for thinking outside of the box, but said it was a bit of a doubled-edged sword. 'There's nothing in here to indicate that we, as the County, would have any sway as far as the cost of rent would go. So sure, you've got a million dollar house there that they can't sell, so they can rent it, but are they gonna rent it for $4,000 or $5,000 a month that people still can't afford?' he said. 'I think it's a great idea, don't get me wrong, but I'm wondering, do we have any skin in the game, so to speak, when it comes to the amount that's going to be charged for rent? Because it doesn't help anybody if there's $3,000 to $5,000/ month houses out there to rent.' Dyjach responded saying that he was correct, the County would not have any control over the price of rent. 'To be clear, these are not affordable [units]. If they were affordable under what the province declares to be affordable, there would be a 100 per cent DC credit,' she said. 'So, these are not affordable, however, they do have to be rented and so if they are so high that there is no market for them, then they would not be eligible for the program.' While several councillors including Steve Howes, Lukas Oakley, Christine Garneau, and John Bell, commended staff for the innovative solution, Bell wondered if an entire family could be displaced if a developer sold their rental unit. 'I would like to be sure that people that do rent these properties, don't find that two months into their rental, the developer comes and says, 'sorry we sold it, so now you're out,'' he said. 'I think there needs to be some reasonable guarantee of tenure for people that use this program, and I think that's a reasonable quid pro quo from the developers.' Dyjach said that because these would be private rentals, the County ultimately wouldn't have any control over the lease agreements, but that staff could make it so that in order to be eligible for the grant, the units have to be rented in 12-month blocks. Later, Mayor David Bailey said he thought it was a great program. 'I think when people get into these units, they'll be able to establish some sort of a rental history with the builder, and perhaps be able to buy it later,' he said. 'If some people don't have any history on rentals, this is a good opportunity to have a break and all buy something you're already living in and familiar with, so I think it's really great.' In the end, Council unanimously voted to receive and support the report, approve funding for the project in the amount of $81,500 and directed staff to draft a Temporary Rental Grant agreement. Bus company welcomes plan to tackle city traffic

A bus company has welcomed council plans to develop proposals to tackle Oxford's "devastating" traffic. Oxford Bus Company previously urged Oxfordshire County Council to find a "Plan B", after the ongoing Botley Road closure delayed the authority's planned introduction of traffic filters. The council responded to this by confirming it would be drafting new plans to deal with the city's congestion problem. Luke Marion, the bus company's managing director, said he was "encouraged by the announcement" and "looked forward to engaging" with the council to "improve journeys" for bus users. "A robust bus network is critical in order for the Council to achieve its sustainability targets on the county's roads which we are wholly supportive of," Mr Marion said. "To further enhance the appeal of travelling by bus, we need journeys to be faster and more reliable than is currently possible. "Present levels of congestion are having a devastating impact on our city which we're keen to help resolve through positive discussion." Oxford Bus Company said journey times on the Abingdon Road had increased by an average of 17% since the Botley Road was closed, with services between Blackbird Leys and Oxford city centre slowing by 33% compared with 2013. Following Mr Marion's correspondence, the council confirmed that potential options to improve travel conditions would be discussed by the cabinet. The council had planned to introduce contentious traffic filters on several major roads in autumn 2024, but they were pushed back for another two years due to the ongoing closure of Botley Road.
