Broadcast video of suspect ute leads to hit-run arrest
Publicly broadcast video of a ute police say hit and killed a father of eight more than four years ago has led to an arrest after members of the public provided vital information.
Matthew Neary, 37, was found lying in the northbound lanes of Mandurah Road in Golden Bay early on Sunday, November 22, 2020, and declared dead at the scene.
Mr Neary, whose partner was pregnant with his ninth child, was reportedly walking home from a party when the alleged hit-and-run occurred.
WA Police on Tuesday appealed for information on the unsolved case and released video of a white Nissan Navara ute seen driving in the area at the time.
The video, showing distinguishable features of the ute, was broadcast by media outlets, prompting members of the community to contact police.
As a result of information received, police on Wednesday arrested a 22-year-old man in Perth.
The man, who was 17 at the time of the alleged hit-and-run, has been charged with failing to stop and provide assistance after an incident causing death and failing to report an incident occasioning death.
He was to appear before the Perth Children's Court on Thursday.
Detective Senior Sergeant Hugh Le Tessier, in charge of major crash investigations, told reporters police were unable to identify the ute's registration.
But he said CCTV enhancements identified distinguishable features including a black decal on the lower part of the passenger side doors, a faded rear tail light and an aftermarket bull bar.
Det-Sen Sgt Le Tessier thanked the community for their assistance.
"The support we received from the community as a result of the media broadcasts was greatly appreciated and played a pivotal role in bringing this matter to a close," he said.

Paul Michael Lamp: Heartfelt plea for support in search for missing man near Coolgardie
The devastated family of a man believed to be missing around the Coolgardie area say they will continue their search despite police efforts ending. The family of Paul Michael Lamp sent out a heartfelt plea to the community to help them continue search efforts for Mr Lamp, who has been missing since May 9, after police confirmed they had suspended their search efforts at the weekend. The 54-year-old was last seen leaving his home in Chidlow before travelling through Northam and obtaining some cash and a small amount of food. He was then seen at a business in Kalgoorlie before travelling west towards Coolgardie. His phone last pinged off a tower near Coolgardie, giving police a 1600sqkm search radius a bit south of the Great Eastern Highway as a potential location. With the help of SES, police and air wing, the area was searched before efforts were suspended on the weekend. His wife, Yasmin, broke down out the front of Coolgardie Police Station on Thursday that she 'just needed him back'. She told the Kalgoorlie Miner she was not sleeping, not eating, and their boys aged 14 and 16 were not coping. His sister, Rachael, said the father-of-two was from a big family and everyone loved him. 'If he's out there and he can hear us, the boys need him,' she said. 'Yas needs him, his nieces, his nephews, his siblings, his parents. 'If anybody has any information, please contact police and let them know.' She thanked the police, SES and community members who had already helped them in their search efforts, but asked for ongoing community support as they continue their own searches of the area and further out. Mr Lamp's brother, Joshua, said anyone with information from the area who wished to remain anonymous could reach out to the Find Paul Lamp Facebook page. WA Police Goldfields-Esperance Acting Superintendent Mick Kelly said the some areas in the search zone were 'quite dense' and only accessible by four-wheel-drive, where others were more sparse. 'But there's nothing to say that Mr Lamp has continued outside this 1600sqkm search area until we get an activation or the handset is turned back on and recharged,' he said. 'And I can say that his vehicle has not activated any ANPR cameras, our assets that alert us to positions of vehicles.' Acting Supt. Kelly said police had no suspicion of criminality in relation to Mr Lamp's disappearance, and while he was someone who enjoyed prospecting shows, there was no indication he had gone prospecting. He said the family had no understanding of why Mr Lamp was in the Kalgoorlie-Boulder or Coolgardie areas, other than the family previously coming here when he was younger. 'There's grave concerns for his welfare,' he said. 'If someone was to sight him, call police, and if he does hear or see this particular message, please reach out to your family. 'Your loved ones are hurting. They just want to know that you're safe and well. And then we can bring him home.' Mr Lamp is believed to be driving a blue Nissan Navara utility with the registration 1HNT095. He is described as being approximately 180cm tall, having tanned skin, a medium to solid build with thick, short, dark hair and brown eyes. Updated search maps and information are being added to the Find Paul Lamp Facebook page. Anyone able to help with search efforts, or who has information, is urged to message the page or phone 0405 731 750. Police can be notified on 131 444.

Bailey Seabourne was killed in accident when his friend was speeding and driving recklessly
Don't miss out on the headlines from Police & Courts. Followed categories will be added to My News. A Tasmanian teenager was killed when he was thrown from a vehicle driven by a friend that was speeding and driven 'in a foolhardy and reckless manner', a Coroner has found. Bailey Matthew Grant Seabourne was 16 when he died in the accident at Wesley Vale in the state's North-West on May 9, 2022. He was a backseat passenger in a Nissan Navara utility that was driven by Seth Brown, a novice driver licensed at P1 level. Ms Mackey said in the hours before the accident Mr Brown had been driving around Devonport with four passengers when his licence restricted him to driving with just one peer passenger aged between 16 and 21. 'At times he was speeding, performing burnouts and drifting in suburban streets and around public playgrounds and carparks,' she said. 'The manner of his driving posed a significant risk to himself, those present in his vehicle as well as to the public generally.' Ms Mackey said Mr Brown made three stops before the accident and it was 'surprising' given his driving that the passengers remained in the ute. 'The decision making of Brown as driver of the vehicle and of his passengers who remained when they were aware of the risks he was taking with his driving is indicative of a lack of common sense and maturity of those present and endorses the sense behind the P1 restriction for peer passengers,' she said. Evidence had been given from police, other motorists and passengers that the vehicle was speeding with the digital speedometer recording 127km/h before the accident on Mill Road near the turnoff to Devonport Airport. Mr Brown lost control and the vehicle flipped. Ms Mackey said Bailey was not wearing a seatbelt and was ejected onto the roadway during the accident. 'He landed on the roadway a distance of 7.8m from the resting place of the vehicle,' she said. 'Bailey's seatbelt was twisted in the buckle and jammed and could not be extended to meet the receiving end. 'The seatbelt was unable to be tested after the accident due to the damage sustained to the vehicle.' Drugs or alcohol were not contributing factors to the accident and Ms Mackey extended her 'sincere condolences to the family and loved ones of Bailey'. As a result of the accident, Mr Brown pleaded guilty and was convicted of causing death by dangerous driving and dangerous driving and was sentenced to two years imprisonment and disqualified from driving for three years 'Couldn't get a hold of him': Heartbreaking fatal revelation
