Head of transnational drug ring nabbed, deported to India, says report

PETALING JAYA : The alleged mastermind of a transnational drug trafficking syndicate has been arrested in Malaysia and deported to India, says a report.
The Hindustan Times reported that Navin Chichkar, who allegedly headed the syndicate while in Malaysia, is now in the custody of India's Narcotics Control Bureau (NCB) in Mumbai.
A Mumbai court has placed him under NCB remand.
Navin's arrest reportedly followed a joint operation involving Interpol, India's Central Bureau of Investigation and Malaysian enforcement authorities.
The NCB is said to have been tracking the suspect for several years, while Interpol recently issued a Red Notice following a request by the agency.
Navin was first linked to a drug trafficking case in 2021 but allegedly absconded. He then surfaced in Thailand before moving to Malaysia, where he was recently located and detained.
In January, the NCB seized 200gm of cocaine concealed in a projector being flown to Australia via a private courier.
The bust led investigators to a larger cache of narcotics allegedly linked to the same network. In total, the agency has so far confiscated 11.7kg of cocaine, 4.9kg of cannabis and 5.5kg of cannabis-based gummies from suspected syndicate members.
The NCB's probe is said to have uncovered an elaborate drug trafficking route involving the shipment of cocaine from the US to India, and further distribution domestically and internationally.
Customs agents and operators of the hawala system, an informal value transfer system based on the performance and honour of a huge network of money brokers, are said to be involved in the syndicate.
'Navin's interrogation is likely to reveal more details of his operations, including the source of drugs in the US,' the Hindustan Times quoted an NCB source as saying.
'Financial investigations have already led to the identification of assets, including properties and bank accounts in Thailand. Efforts are under way for their attachment,' the official added.
Eight people have been arrested so far in connection with the case.

GEORGE TOWN, June 5 — The Penang state government will offer a five per cent discount to Indian Muslims for the purchase of residential and commercial units under the newly introduced Madani Home Ownership Campaign (MOC), part of the Madani Inclusive Property Sector Catalyst Policy. State Housing and Environment Committee chairman Datuk Seri S. Sundarajoo said the discount would be available throughout the campaign period, from June 1, 2025, to May 31, 2026, to boost the sale of such properties. 'In addition, the Penang State Housing Board has introduced a special category, Rumah MutiaraKu Type D (RMKu D), with a ceiling price of RM400,000, targeted at households earning up to RM15,000 a month. 'This category is not allowed to be sold on the open market and cannot be used to fulfil affordable housing compliance requirements,' he said during a press conference at Komtar today, alongside State Local Government and Town and Country Planning Committee chairman H'ng Mooi Lye. Sundarajoo also announced a reduction in contribution rates for developers who do not physically build RMKu Type A or B units-from RM120,000 to RM100,000 in areas under the Penang Island City Council, and from RM120,000 to RM72,500 under the Seberang Perai City Council. To ensure cash flow and timely delivery of RMKu units, Sundarajoo said the previous 20 per cent open market release limit has been increased to 50 per cent. However, a release fee of 10 per cent of the selling price will be imposed. He added that upgrade packages for open market units will be capped at 50 per cent of the base price, and such packages will not be allowed for PN1 units, to maintain transparency in compliance with the RMKu policy. Other incentives under the policy include waivers on the sale or purchase charges of RMKu A and B quotas for developers who do not meet the price-controlled unit requirements, as well as exemptions from conducting a social impact assessment report. Sundarajoo said the policy, which was approved during the state planning committee meeting No. 5/2025 on June 3, is expected to have a positive impact by boosting home ownership rates, encouraging approval of strategic new projects and fostering a more inclusive, sustainable and competitive property development ecosystem. 'We are confident the implementation of the MOC policy will help raise home ownership levels among Penangites. The state government will continue to review, refine and gather feedback from industry players and the public to improve and update these guidelines,' he said. Previous initiatives introduced by the state include the Home Ownership Campaign (HOC) and the Penang State Property Sector Stimulus Policy 2020, which was extended four times, most recently as HOC 3.0 PLUS, which ended on Dec 31 last year. — Bernama

KUALA LUMPUR, June 5 — The resignations of two key ministers will not disrupt the progress of the National Environmental, Social and Governance Strategic Plan (NESP) or the 13th Malaysia Plan (13MP), both of which are nearing completion, said Deputy Economy Minister Datuk Hanifah Hajar Taib. To a question on the progress of NESP and 13MP, Hanifah Hajar confirmed that the 13MP is almost ready to be presented to the Cabinet, while work on the NESP is actively ongoing. 'All ministries understand the importance of ESG (environmental, social and governance), and our civil servants have been working on it with clear ideas they want to implement,' she told reporters on the sidelines of the Forward Faster Symposium 2025 hosted by the UN Global Compact Network Malaysia and Brunei (UNGCMYB) here today. It was reported that the 13MP document is expected to be tabled in Parliament next month. However, she noted that a definitive timeline for the delivery of the NESP has yet to be confirmed. This follows the resignation of Datuk Seri Rafizi Ramli as Minister of Economy and the resignation of Natural Resources and Environmental Sustainability Minister Nik Nazmi Nik Ahmad, which will take effect on July 4. Earlier in her keynote address at the symposium, Hanifah Hajar said the NESP is aligned with global ESG frameworks and complements six pillars under the National Sustainability Strategic Framework and Industry ESG. 'The NESP is a comprehensive initiative aimed at guiding Malaysian businesses toward ESG compliance and sustainable practices. It will support Malaysian business entities, especially small and medium enterprises in phases, to move toward ESG reporting and even beyond compliance,' she said. The one-day symposium brought together over 200 participants, including high-level executives, sustainability practitioners, and business leaders. With the theme 'Accelerating Corporate Sustainability Commitments for a Resilient Future,' the event featured in-depth discussions and high-level dialogues on the evolving role of business in achieving the 2030 Agenda for Sustainable Development. ISKANDAR PUTERI, June 5 — Low-income earners in Johor who are not listed under the federal e-Kasih database can now own their first home. Johor Housing and Local Government chairman Datuk Mohd Jafni Md Shukor said the state government will expand its Projek Rumah Prihatin Johor (RPJ) to all 56 state constituencies in August. 'The move was taken following feedback and complaints that there are still many low-income earners who are not listed in the e-Kasih programme and have failed to be eligible for the state government's affordable housing schemes,' he said. He said the RPJ was developed to support those ineligible for existing federal and state housing programmes. Mohd Jafni said the RPJ was first launched as a pilot in the Machap and Bukit Permai constituencies. Following its success, the state is ready to roll it out statewide. Under the RPJ, homes will be built on land owned by the applicants or their families, with supporting proof via promissory letters. Buyers can choose between a two-bedroom unit priced at RM66,000 or a three-bedroom unit at RM86,000. Both options include a RM30,000 subsidy from the Johor government. Applicants must cover the remaining cost – RM36,000 or RM56,000 depending on the house type – via a loan. 'These homes will be completed within seven months,' said Mohd Jafni. He said the programme is aimed at those who have land but cannot afford to build their own homes. 'Applications are currently open and can be made at the respective district office. 'The approval process only takes three months if all the applicants' conditions are met,' he said.
