
Saint John pulp mill and city staff in conflict over 550-spot parking lot on parkland

An Irving Pulp & Paper proposal to build a 550-stall parking lot on parkland not far from the west Saint John mill is causing conflict between the company and the city.
Irving wants the parking lot for workers who will be needed for the pulp mill's NextGen project — a $1.1 billion operation that will replace the mill's recovery boiler and increase pulp output.
J.D. Irving Ltd. bought the land overlooking Reversing Falls more than 25 years ago, and the Centracare psychiatric hospital that stood on the property was demolished.
The company then created Wolastoq Park, honouring the Wolastoqey name for the St. John River, with trails and statues that tell the history of the area.

An Irving Pulp & Paper proposal for a parking lot on Wolastoq Park land has a major hurdle to clear — winning Saint John council's approval. The city has concerns about losing park space and increasing congestion.
Now the pulp mill, which has a regular workforce of about 350, wants land rezoned from "park and natural area" to "stable commercial" to make way for the parking lot. The lot would take up a third of the park space.
The proposal was sent to the city's planning advisory committee in January after resident pushback.
Mark Reade, a senior planner with the city, Tim O'Reilly, the public works director, and Irving Pulp & Paper vice-president Mark Mosher addressed the committee.
City staff are not on board with the Irving proposal saying the new parking lot would have a large impact on the already complicated Simms Corner intersection and on the quality of life for residents in the area.
The change is also likely to reduce or eliminate the community-park-oriented function of Wolastoq Park now enjoyed by the city and nearby communities, staff said.
Reade told the committee the company "could construct a parking structure on the mill site, so [the proposal] is not necessarily due to lack of land."
Staff recommended denying the Irving proposal, but the planning committee disagreed. The proposal now goes before city councillors on Monday, when there will be a public hearing.
A city spokesperson said there would be no further pubic comment on the parking proposal until the hearing.
The Irving plan has supporters as well, including the Chamber of Commerce and Saint John Construction Association.
Mosher said that that when JDI bought the property in 1998, it was on the condition that something be done with it to drive the city and provincial economy. Until such a solution was found, the site was to be converted into a park.
The NextGen Project, he said, will replace much of the pulp mill's infrastructure and is necessary for the mill's long-term viability.
He said the city and province will benefit through tax revenue and job growth.
Mosher said the company did explore alternatives, including building a parking garage on site. While the immediate need is for parking for 200 people needed for the mill upgrades, the mill's site will also be losing 350 parking spots because of the NextGen construction.
He said constructing more parking on the mill site would require shutting down the existing lot for at least 18 months — during which time there would be no parking. That left few options, other than using shuttle buses, which Mosher rejected.
"To ask a construction workforce that currently works 10-hour days, four days a week to then stand in line waiting for a bus to be taken to their car in the middle of the winter … will create a significant challenge," Mosher said in an interview.
Parking is a necessary amenity to attract workers, he said.
"Construction associations are telling us if you want to bring workers back to New Brunswick, you need to provide amenities, and one of the very basic amenities is parking."
Simms Corner intersection a complication
The nearby Simms Corner intersection, which the city has been exploring ways to fix for at least two decades — plays a significant role in the issue.
O'Reilly said increases to road, port and rail networks have already had a challenging impact, and the parking lot proposal would add to them.
"Some of the additional truck traffic in terms of some of the development is going to grow as well over the number of years," he said.
O'Reilly said the Irving group hasn't done a good job identifying these impacts.
Mosher said the heaviest traffic period will be during the construction phase of the NextGen project, after which there will be less road traffic as the company will transition to rail.
He also said there are factors, such as population growth, are also affecting congestion at Simms Corner.
Committee member Anne McShane questioned how the increased traffic might affect safety.
While McShane ultimately sided with city staff in a committee vote, she said she is hoping a proposal will come about that benefits both Irving and residents.

Only 39% of workers report using AI-powered tools to complete work or develop new skills in the last 1-3 years, despite 63% reporting their employer encourages AI usage and innovation. While 61% report access to formal training, more than half (58%) feel they've been left to learn AI on their own rather than in employer-led programs. "Our survey suggests that workers are optimistic about the potential of AI, and there's an opportunity for more structured support from employers. In Saint John, the city most vulnerable to Trump's tariffs, voters are anxious
When the fog lifts, you can see the smoking chimneys of the many factories owned by the multinational Irving company that surround the city of Saint John, NB. On one side of the harbor are those of Canada's largest crude oil refinery and, on the other, those of its large pulp and paper mill — a constant reminder to residents that thousands of them depend on Irving for their livelihoods. Seafood, steel, wood, paper and oil: Saint John's industries export a large portion of their production to the United States — more than 80% of Irving Oil's barrels and 96% of its total goods, according to the Canadian Chamber of Commerce (CCC). For all these reasons, the city of just over 70,000 people ranks at the top of the CCC's list of Canadian cities most vulnerable to tariffs imposed by Donald Trump's United States. And Saint John residents fear job losses if the tariffs drive businesses into troubled waters, former city mayor Don Darling said. Everyone is talking about the tariffs here, given the huge Irving factories, confirms Ann, a woman in her seventies encountered Saturday evening outside the Imperial Theater. 'Definitely,' Jaime said, a bartender at a pub in downtown historic Saint John: 'My customers are blue-collar workers. They talk about it a lot.' In fact, the impact of the tariffs is already being felt, according to Mel Burns, a construction contractor. Some of her clients rushed to have work done before material prices rose, but others preferred to cancel their contracts. Shannon Merrifield, CEO of the Saint John Chamber of Commerce, confirms the 'grave concern' of businesses in the port city. 'People are worried,' she says, because New Brunswick is 'interconnected with Maine' and dependent on the US state. She has noticed a slowdown in investment, with businesses 'watching their wallets.' The city has two federal ridings, one held by Conservative John Williamson and the other by Liberal Wayne Long. Its people are divided between the two parties and their dueling visions for Canada's future. Tariffs at the forefront Nestled in a hollow of the Bay of Fundy, the city was already weakened by rising living costs before the tariffs arrived, adding to the prevailing anxiety. Makeshift camps for homeless people are clearly visible along the roadsides. 'School lunches have become lighter recently,' said Anne, a high school teacher. But the city is planning and organizing, Merrifield said. Speaking on the sidelines of an evening event attended by a host of local candidates for the federal election, she argues that Saint John can pull through because of its port — the third largest in Canada in terms of tonnage — which is well positioned to ship goods to destinations other than the United States. She urges candidates to take up the demands of local businesses: fewer barriers to interprovincial trade, more infrastructure and increased immigration to meet the needs of businesses. There have not yet been any job losses caused by the tariffs, said Jennifer Murray, Atlantic region director for Unifor, but she fears multiple levels of repercussions for workers, which could spill over into the hotel sector. She wants elected officials to use the money from the counter-tariffs to help workers. Since the 25% tariffs and counter-tariffs also apply to aluminum, Canadian brewers fear an increase in the cost of their beer, since cans are mainly manufactured in the United States. Moosehead Brewery, as old as Canada itself, has its headquarters and main facilities in the New Brunswick city. The company with the iconic moose head logo responded to the tariffs with sarcasm, putting up for sale the 'presidential pack,' a huge crate containing 1,461 cans of beer, 'Just enough Canadian Lagers to get through a full presidential term' at a rate of one beer a day. A divided city The city of Saint John has two federal ridings, Saint John-St. Croix and Saint John-Kennebecasis. When Parliament was dissolved, the former was held by Conservative John Williamson and the latter by Liberal Wayne Long. If election projections are to be believed, both are expected to be re-elected on April 28. Residents feel their city is at a disadvantage compared to other cities in the Atlantic provinces, which is why they alternate between voting Conservative and Liberal, according to Ann, a voter we met in a small shopping center. In a hamburger restaurant on Main Street, where customers can keep an eye on the Irving pulp and paper mill, workers from the industrial plant come to eat lunch. 'This is a conservative, blue-collar province,' one of them summed up before tempering his remarks: 'No matter who wins, this is Irving's town. It owns everything. What Irving wants, it gets.' He believes the Liberal Party of Canada will win the election because he saw its leader, Mark Carney, hold a campaign event at the Irving Shipbuilding yard in Halifax alongside the company's CEO. Matt Lanigan hopes the city will be completely painted blue. The industrial mechanic believes the Conservative Party is 'best for workers.' He says that since 2015, his purchasing power has only declined under a Liberal government that he believes is throwing money around. He believes the Conservatives, who promise to cut taxes and get rid of the carbon tax, which he said should leave him with more money in his pocket. Other workers in heavy industries in the port city also prefer Conservative Leader Pierre Poilievre. Some describe him as a very down-to-earth leader who emphasizes family values and his modest origins 'like us' — unlike the wealthy banker Carney, they say. Many of these men are not opposed to US tariffs: they believe Canada should do the same and promote domestic manufacturing. But others trust the Liberal leader more to ensure their city's growth and 'stand up to Trump,' as Anjaila puts it. Her friend Anne prefers the Green Party, but says she has already voted for the Liberals to get rid of the Conservatives, who she says are 'too right-wing' and don't respect women's or gay rights, and she is prepared to do so again. Debbie Smith will also vote red: she is impressed by Carney because he has already taken action, she says, notably by quickly strengthening trade ties with Europe. 'He's the most experienced' for the colossal task ahead of Canada, added Wilhelm Postma. 'These are crucial elections,' concludes Murray, because we need to 'redefine our economic relationship with the United States.'

Always a bestseller, book market returns with hopes of raising $500K
St. Vital Centre's Indigo bookstore may be feeling envious this weekend, as another page peddler takes centre stage. From Friday to Sunday, hundreds of tables carrying some 300,000 books for sale wind through the mall, with nearly every genre and subgenre known to the printed word represented. At least that was the number volunteer Carol Irving, who co-ordinates the Children's Hospital Book Market annual fundraiser, gave on Thursday afternoon. Then came a bigger number — $10 million — when she talked about how much the event has raised in its nearly 65 years. 'Beware of the little old ladies in the blue smocks with the white hair,' she said. 'They're powerful. All of them. They know how to organize. They know how to get a job done.' The first sale, in 1961, was held at the brand new Polo Park shopping centre. It raised $1,500, the equivalent of about $16,000 today. Crews of 120 volunteers work in shifts to sling the gently used books to thousands of customers who flow through the mall. The donated books come from all over, and can be dropped off at local fire stations, Daytona Homes' show homes and Dufresne furniture stores. The Children's Hospital Foundation expects the market will raise $500,000 this year for programming, from music therapy to toys and playroom improvements. 'Book Market makes a monumental impact for kids and families in hospital by supporting innovative Child Life programming,' said Jenny Kidder, manager of Child Life, a program designed to support children and their families during medical experiences via emotional aid and therapeutic activities. 'The face of Book Market is different. Now, we have all kinds of people: civil engineers, teachers, nurses,' she said. '(When I started), there were very few men that were involved, but now we have many men … everybody is here for a reason and a purpose.' Irving's authority as a Book Market historian rests on more than her experience co-ordinating the event: three generations of her family have volunteered, with her aunt Dorothy Farris being one of the event's pioneers. 'Children's Hospital Book Market was incredibly important to Dorothy,' said Irving. 'She lost a son to brain cancer, and her therapist suggested for her to grieve and to heal, that it would be very good for her to become involved with an organization that helped sick children.' Irving, who seems quick to give credit for the titanic undertaking to everyone but herself, says Book Market is, above all, a community effort. SUPPLIED The Children's Hospital Book Market in 1971.
