Subvention Scheme: Greater Noida, Yeida give details to CBI for probe

The Noida, Greater Noida, and Yamuna Expressway authorities have begun preparing and handing over documents to the Central Bureau of Investigation (CBI) in connection with a Supreme Court-ordered probe into alleged collusion between real estate developers and banks in so-called subvention schemes.
The apex court, on April 29, directed the CBI to undertake a probe to unearth a possible nexus between builders and banks in sanctioning huge amounts under the scheme without following any due diligence.
Following the apex court's directive, the authorities have identified 24 housing projects—11 in Greater Noida, nine in Noida, and four in Yamuna City—that are under scrutiny.
These schemes were initially promoted by builders, promising to pay EMIs on home loans until possession was handed over. But many builders defaulted, and the projects were either stalled or abandoned, leaving buyers saddled with debt and no homes. The court's intervention came after receiving over 170 petitions from more than 1,200 homebuyers across the country.
Subvention schemes involve a tripartite agreement between the buyer, banker, and developer. Under these, buyers typically pay between 5% and 20% up-front, while the bank loans the rest to the developer in instalments. The developer pays the interest on a loan for a certain fixed period, usually two to four years, until the buyer takes possession. The buyer starts paying back the loan in equated monthly instalments after this.
Yeida CEO Arun Vir Singh confirmed that documents for the four Yamuna City projects—including Supertech's Upcountry and Oasis Realtech's Grandstand—have been submitted. 'We've handed over all related files to the CBI as per the Supreme Court order,' Singh said. Shailendra Bhatia, officer on special duty, has been named Yeida's nodal officer for the investigation.
In Greater Noida, the authority's additional CEO Saumya Srivastava said they have submitted records for 11 projects, including Supertech's Ecovillage 2 and 3, AVJ Heights, Earthcon, and Future World. 'We will continue to support the CBI in the probe,' he said.
The Noida authority, meanwhile, is yet to provide its documentation. CEO Lokesh M said they have received a request from the CBI and appointed a nodal officer, but will submit files once formally asked. Projects under the scanner in Noida include Supertech Capetown, Blossom Zest, Mahagun Mezzaria, and Jaypee Green Orchard.
The CBI has asked the authorities for comprehensive records—land allotments, lease deeds, approved building plans, payment histories, and official correspondence with developers. The court-mandated probe follows allegations that banks sanctioned full loans without due diligence, violating Reserve Bank of India and National Housing Bank norms. Buyers say banks are now pursuing them for recovery despite incomplete construction.
'The sad part is that the banks are taking action against innocent buyers. The builders misused the funds, and the buyers are suffering,' said Arun Kumar, a buyer from Supertech Capetown.
The Supreme Court has also approved seven preliminary enquiries—one specific to Supertech, five regional (covering Noida, Greater Noida, Yamuna City, Gurugram, and Ghaziabad), and one for other metro cities. The court has ordered the appointment of nodal officers from the RBI, state RERAs, and housing ministries, and deputation of police officers from UP and Haryana. Three chartered accountants will assist with forensic audits.

Writing the judgment, Justice Mehta said allowing the man's prosecution would be nothing but gross abuse of the process of law and the complaints were "nothing but a bundle of lies full of fabricated and malicious unsubstantiated allegations levelled by the complainant (woman)". The court was informed about a similar complaint the woman had lodged against an assistant professor at Osmania University in 2021, where she was studying. What rescued the man in the present case was the chats of the woman, who went by the name 'Muffin' on social media. In the chats, she admitted to being manipulative and her desire to "get a green card holder". "At one point of time, she also stated that it would not be difficult for her to trap the next one. In the very same breath, she mentions that she would not waste time with the accused appellant and needs to 'invest on the next victim'. She also mentions that she would irritate her victims to the extent that they dump her, and she could happily start with the next one. She also stated that she was using the accused appellant," the bench recorded in its judgment. Quashing the FIRs, the SC said, "Hence, even assuming that the accused appellant retracted from his promise to marry the complainant, it cannot be said that he indulged in sexual intercourse with the de-facto complainant under a false promise of marriage or that the offence was committed by him with the de-facto complainant on the ground that she belonged to the Scheduled Castes/Scheduled Tribes community."

Noida: The Noida, Greater Noida and Yamuna Expressway development authorities will jointly form a special purpose vehicle (SPV) unit to operate a fleet of 500 electric buses, with Noida leading the initiative. A consultant will be appointed to define the SPV's structure and recommend board members. The proposal for the project was recently discussed in a meeting in Lucknow attended by Noida Authority officials. Once set up, the SPV's details will be shared with the state govt. According to officials, the SPV will bear the operational costs of buses, which will be run by private agencies. Proposed equity split for the SPV is 48% for Noida, and 26% each for GNIDA and YEIDA. Meanwhile, the Directorate of Urban Transport (DUT) is working to hire an agency to operate the buses under the gross cost contract (GCC) model. The project is estimated to cost Rs 675 crore – which would cover the cost of purchasing e-buses, fast chargers (240 kW), plant and equipment, tools, and depot maintenance. Noida CEO Lokesh M said, "To run these buses, an SPV of the three authorities will be formed. While the DUT is procuring the buses and hiring an agency to run them, the viability gap funding will come from the authorities according to their stakes." The SPV will be ready by the time the operators and buses are in place, he added. As per the request for proposal (RFP) floated by DUT in March, the 500 buses will be deployed across 25 routes – 15 in Noida, seven in Greater Noida seven, and three in the YEIDA area. Under this plan, 300 buses will be deployed in Noida (150 12m ones and 150 9m ones), and 100 each will be deployed in Greater Noida and YEIDA. A maximum of two operators will manage the fleet, with services expected to commence in the second half of the year. Buses will ply at 10-15 minute intervals during peak hours and 15–20 minutes during off-peak times. The SPV will manage the fare system, while the operators will be paid on a per-kilometer basis. The project is planned for a 12-year term. As per the RFP, each bus is meant to ply 200km per day. However, in practice, buses may run 250–300km daily. Additional SPV-related costs include salaries for 50 employees (Rs 3 crore annually), office and utility expenses (Rs 2–3 crore), fare collection systems (Rs 2.5–3 crore), a project monitoring unit (Rs 1 crore), and depot maintenance (Rs 1–1.5 crore). Officials said that fares are expected to generate Rs 135 crore annually, with another Rs 10 crore from advertising. However, despite total revenues of Rs 145 crore, projected expenses exceed Rs 370 crore, creating a funding gap of Rs 225–230 crore annually. Noida Authority's share of the viability gap funding (VGF), based on its 48% stake, comes to about Rs 107 crore per year, or Rs 1,290 crore over the contract's 12-year duration. Initially, buses will be operated from terminals located in Sector 82 and Sector 91. Noida Authority will handle the necessary infrastructure development. Within one year of the agreement, Greater Noida and YEIDA will each construct one bus depot, officials added.

1 2 Hyderabad: With uncertainty looming over the existence of the Telangana Waqf Board following the amendment of the Waqf Act 2025, the state govt has sought advice legal advice from the advocate general and law department on whether the existing board should continue. According to official sources, the govt has requested guidance on the matter. Meanwhile, the minority welfare department has reportedly directed Telangana Waqf Board chairman Syed Azmatullah Husseni not to convene any board meetings until further orders. The issue came to the fore after chairman Husseni wrote a letter to the chief executive officer of the board last month, requesting that a meeting be convened. As the amended Waqf Act has come into force and there is no stay on its implementation from the Supreme Court , Telangana waqf board CEO Md Asadullah sought the opinion on the matter. Sources noted that the chairman has been forwarding files to the CEO. Officials said that under Section 14 of the amended Waqf Act, the composition of the board has undergone significant changes. While elected members are allowed to complete their terms, all nominated members are required to step down. The state govt is mandated to reconstitute the board in accordance with the new provision of Section 14. However, the recent board meetings and decisions taken by the chairman have placed the govt in a fix, prompting it to seek the opinion of the advocate general. However, the chairman, on his part, argued that the last Waqf board meeting was held in October 2024 and several public issues and grievances are still pending. He asserted that it is in the public interest to address these issues. "The board has every power to take up the issues, take decisions and pass resolutions," the chairman informed the govt.
