EVERETT, Wash. - A derelict property in Everett tormented a neighborhood for years, with police responding more than a dozen times for fights, fires, and drug use.
According to officials, multiple people were living in the home since 2022 without water.
City officials were aware of the issues for months, but ran into red tape and roadblocks trying to take action.
Officials said they were finally able to clear the property out in February, thanks to the owner's assistance.
What they're saying
"I wasn't really wanting to leave my house, like, just to walk around the neighborhood like I used to," said one neighbor who didn't want to use their name.
People who lived near the home said they did not feel safe, and did not know who to call to fix the problem.
Everett Police said in a few months they had responded to the south Everett property 16 different times. Investigators said they responded to calls for fights, drug use, welfare checks, and burning trash.
Police said vehicles were accumulating around the property and people were sleeping in tents. Investigators said they removed a dog from the property that tested positive for meth.
Everett Police reported that social workers visited the home three separate times to offer services.
The other side
In April 2024, Everett's code enforcement department was notified by police of the issues at the home.
"We understood their frustration, because police and fire had been called there a ridiculous amount of times," said Kelsey Albertson.
Albertson is a code enforcement supervisor with the City of Everett.
She tells FOX 13 Seattle that the property was condemned in June 2024. However, that did not stop the issues.
Albertson tells FOX 13 Seattle the biggest roadblock to fixing the problem was finding the owner of the home.
"We can't remove anyone without permission of the owner, and we don't want to go to the property and remove them without the ability to board it, because they're just going to come back," said Albertson.
It took months to track down the actual owner of the property, Albertson said. She tells FOX 13 Seattle the owner was dealing with personal issues and unable to get the property under control.
The owner agreed to allow the city to go onto the property and clear out the trash and board up the property.
Albertson tells FOX 13 Seattle the property now has a new owner.
What you can do
According to police, the property had no running water and multiple people squatting since 2022. One neighbor told FOX 13 Seattle that even though the house was impacting their lives, they did not report it.
"If you have a nuisance property, you can definitely report it," said Albertson.
You can file complaints on the app "SeeClickFix," or you can go to the city's website and file a report.
"If they report it to us, we'll immediately start our process," said Albertson.

CHELAN COUNTY, Wash. - As the manhunt for Washington triple-murder suspect Travis Decker stretches into day 5, authorities are shedding light on how the search is going. Travis Decker, 32, is wanted in the murders of his three young daughters, who were found dead at a Wenatchee campground on Monday. Decker allegedly killed the girls, ages 5, 8 and 9, after picking them up for a visitation on Friday, May 30. The bodies of the missing girls were located by SWAT at the Rock Island Campground in Leavenworth, believed to have died from asphyxiation. Now, Washington authorities are executing an extensive search throughout the area, saying Decker could be hiding anywhere. What we know Decker is known to be a survivalist, capable of surviving off the grid for months. Decker is a former military member with extensive training, and Chelan County Sheriff Mike Morrison said "he could have scoped out [the] area before, put supplies out there, and has the ability and the knowledge to survive for a long period of time." On Wednesday, Sheriff Morrison said they spotted a shirt in Icicle Creek, near the campground where the girls were found dead. U.S. Marshals and helicopters are assisting in the search, and a swift water rescue team was also brought in to comb through the creek, which stretches eight miles long. Leads in the case are continuously being tracked down, as Travis had about a three-day head start. The sheriff's office has mapped out a general area of where Decker might be, adding that teams are being deployed to different sites he was known to frequent in the area. A number of trails, roads and campgrounds have been shut down as law enforcement and search crews work to navigate the terrain. Authorities are now asking owners of cabins and residents in remote areas of Chelan, Kittitas, King, Snohomish, and Okanogan counties to secure their properties by locking all doors, including sheds and outbuildings, and leaving window blinds open and outside lights on. Decker is described as 5 feet 8 inches tall, 190 pounds, with black hair and brown eyes, last seen wearing a light-colored shirt and dark shorts. He is considered dangerous, but it's unknown if he is armed. If you have seen or believed to have seen Travis Decker, you are asked to call 911 immediately and do not approach him. Anyone with information on his whereabouts is urged to call the Chelan County Sheriff's Office tip line at 509-667-6845 or submit a tip online. Court documents obtained by Fox 13 Seattle also reportedly stated that Decker's cell phone activity showed "he drove to and left the same campground a day prior to the kidnapping." The girls were first reported missing on May 30 after they had not returned on time from a 'planned visitation' with Decker. Police said at the time that Decker was 'homeless and living in his vehicle or at various hotels/motels or at campgrounds in the area.' 'The visitation was part of a parenting plan, but he has since gone outside the parameters of it, which is not normal and cause for the alarm,' police added in their statement. On May 31, Washington State Patrol issued an endangered missing person alert, declaring the girls and their father 'at-risk/missing." Officials also shared a photo of Decker's vehicle. While the search lasted through the weekend, authorities canceled the endangered missing persons alert on Monday, June 2, due to the discovery of the girls' bodies. The girls' bodies were discovered near the Rock Island Campground, accessed by Icicle Road, after Decker's unoccupied white 2017 GMC Sierra pickup truck was located in the area. WENATCHEE, Wash. - Authorities are searching for the father of three young Wenatchee girls, ages 5, 8, and 9, after they were found dead on Monday. Travis Decker, 32, is wanted for three counts of first-degree murder and first-degree kidnapping. Decker is described as 5 feet 8 inches tall, 190 pounds, with black hair and brown eyes. He transferred to the organization in 2021 from the Active Component – and has been pending a disciplinary discharge for not showing up to his monthly drills. The last drill he attended was about a year ago. Travis Decker shows up in several social media posts from current and past members of the armed forces. Based on FOX 13 Seattle's review of those accounts and other social media profiles, Decker likely has advanced infantry combat training. Multiple Facebook and Instagram posts show Decker show he was an airborne paratrooper who earned his elite 'Ranger' tab – meaning he has elite wilderness evasion and survival skills. A different social media profile under his name claims he qualified as an instructor at the US Army's National Guard Warrior Training Center at Fort Benning, Georgia. Authorities are still searching for Decker. It is unknown whether he is currently armed, and he may pose a significant risk if approached. Anyone who believes they may have seen Decker since Friday, May 30, or knows his current whereabouts is asked to call 911 immediately. Due to safety concerns, the public is advised not to attempt to contact or approach Decker. The three girls, ages 9, 8, and 5, were reported missing on Friday, May 30, at 9:45 p.m., after their mother told police they had not been returned following a planned visitation with Decker. Decker was believed to be living out of a white 2017 GMC Sierra pickup truck, Washington license D20165C. Officers immediately began searching for Decker and the children. Checks of local motels yielded no results, and information from the local Flock database indicated the vehicle had traveled westbound on Highway 2 from Wenatchee on May 30. On Monday, June 2, resources including Chelan County deputies, detectives, Emergency Management, and a Homeland Security helicopter joined the search. At approximately 3:45 p.m., a Chelan County deputy located Decker's unoccupied vehicle near the Rock Island Campground, accessed by Icicle Road. During an immediate search of the area, the bodies of the three missing girls were discovered. Decker was not located. The Washington State Patrol was contacted Friday night to request an AMBER Alert, but it did not meet the required criteria. On Saturday, Wenatchee Police detectives provided additional information, and an Endangered Missing Person Alert (EMPA) was issued.
