Morocco Committed to Sustainable Ocean Governance

Morocco's Secretary of State for Maritime Fisheries, Zakia Driouich, reaffirmed on Friday in Bouknadel Morocco's strong commitment to sustainable ocean governance, in line with the High Royal Directives.
Speaking at the opening of the high-level preparatory workshop for the third United Nations Ocean Conference (UNOC-3), scheduled from June 9 to 13, 2025, in Nice, Driouich recalled that Morocco has adopted an ambitious roadmap for the blue economy, noted a press release from the Secretariat of State for Maritime Fisheries.
Driouich also stated that this roadmap includes an integrated maritime legal framework, fishery management plans, the development of Marine Protected Areas, and the fight against Illegal, Unreported and Unregulated fishing, according to the press release.
On this occasion, she praised the crucial role of the Mohammed VI Foundation for Environmental Protection, notably through its flagship initiatives such as Clean Beaches, Blue Flag, and #b7arblaplastic.
She also emphasized the importance of involving youth and civil society in these efforts, recalling the participation of more than 500 young people in the African consultation held in Tangier in October 2024, and the engagement of over 950 young African experts in the oceanography capacity-building program launched in November 2024.
In addition, Driouich stressed the need for a strong, coordinated African voice at UNOC-3, drawing in particular on the outcomes of key events organized in Morocco, such as the African consultation in Tangier, the Blue Africa Summit Forum, and the regional BBNJ workshop in Rabat.
In this regard, she called for the promotion of African initiatives in ocean governance, the mobilization of blue financing, and the strengthening of North-South, South-South, and triangular partnerships.
Furthermore, Driouich recalled that Morocco was one of the first countries to ratify the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ), demonstrating its commitment to the sustainable management of marine resources, in line with Sustainable Development Goal (SDG) 14 on life below water.
She concluded by reaffirming the Kingdom's readiness, under the enlightened leadership of His Majesty King Mohammed VI, to share its experience and support African partners in developing an inclusive and sustainable blue economy, while stressing the need to anchor these efforts in a vision of food sovereignty, regional integration, and shared prosperity.

As a reminder, a French media outlet revealed in April 2024 that OCP planned to construct a fertilizer production unit in Kenya. This project was reportedly to be announced during a visit by President William Ruto to Morocco—a visit that has yet to take place. At the time, the French publication noted that «the Kenyan Minister of Agriculture, Mithika Linturi, is working with his counterparts in Rabat and with Moroccan industry giant OCP to finalize the details of this future infrastructure». Kenya could follow in the footsteps of Nigeria and Ethiopia—two African countries that benefit from Moroccan expertise in the fertilizer sector while maintaining their recognition of the «Sahrawi Arab Democratic Republic (SADR)».

A few weeks after the meeting on January 26, 2023, in Dakar between Moroccan Prime Minister Aziz Akhannouch and President Ruto, Wetangula traveled to Algeria, where he met with President Abdelmadjid Tebboune and reaffirmed his support for the Polisario. Wetangula publicly reiterated this stance following the signing of the «Tangier Appeal» in November 2023—an initiative by several African political figures calling for the expulsion of the «SADR» from the African Union—during a meeting with the Polisario representative in Nairobi. «I assured him of the importance of keeping the Sahrawi Republic on the AU agenda» and its «membership in the African Union», he emphasized.

The high-level meeting established new institutional frameworks to elevate bilateral cooperation in accordance with the vision set by King Mohammed VI and President Abdel Fattah El Sisi. Bourita described the Moroccan-Egyptian relationship as rooted in history with solid foundations, enjoying special care from both leaders. The ministers activated the High Joint Committee as an umbrella mechanism to oversee bilateral relations. 'Egypt has a presence in East Africa, Morocco has a presence in West Africa,' he said, urging better economic coordination between the countries. The ministers referenced existing frameworks, including the Arab Trade Agreement, the Agadir Agreement, and the African Continental Free Trade Area, as foundations for enhanced cooperation. The meeting addressed cultural dimensions, with plans to strengthen connections between intellectuals, journalists, and artists from both countries. Minister Abdelatty carried a written message from President El-Sisi to King Mohammed VI, underlining the personal leadership engagement. The countries' stance on regional pressing challenges On regional challenges, Morocco reiterated support for Egypt's water security rights, calling it a matter of Arab national security that must be resolved through dialogue. Meanwhile, both ministers condemned Israel's unrelenting assaults on Palestinians in Gaza. They voiced support for a two-state solution, calling for the establishment of a Palestinian state based on 1967 borders and with East Jerusalem as its capital. Bourita noted that Morocco and Egypt consult almost weekly before major regional commitments, positioning both nations as voices of wisdom that push toward solutions rather than inflaming tensions. This visit, the first by the current Egyptian Foreign Minister, establishes systematic cooperation across multiple domains. The meeting reflects the deep-rooted strength of Moroccan-Egyptian relations and the commitment of both sides to translate high-level political will into practical mechanisms that match the ambitions set by their respective leaderships. With both countries positioning themselves as stabilizing forces in their respective regions while maintaining strong historical ties, today's agreements provide a structured framework for addressing shared challenges while maximizing mutual opportunities in an increasingly complex regional environment.
