Mismatch between skills and market demands keeping millions of young Indonesians out of work

SUKABUMI, Indonesia: Indonesian youth Icha Nur Septiani sent out more than 2,000 resumes before she finally landed a job as a customer service expert at a major ride-hailing company.
But for about eight months, all the 23-year-old got was rejection after rejection.
It was not what she expected when she graduated with an electrical engineering diploma from Bandung State Polytechnic in 2023.
'I basically just applied to every job listing, as long as I met the qualifications,' she told CNA's Money Mind programme.
Spending three to four hours daily to browse job vacancies on her laptop became the norm for her. She set a target of making 20 to 30 applications a day through various job platforms.
'If I sent out around 15 to 20 applications in a day, I would receive around 10 to 12 rejections, either through WhatsApp, email or directly on the job platform,' she said.
INTENSE COMPETITION FOR JOBS
But Icha's struggles are not uncommon among jobseekers in Indonesia.
There is intense competition for jobs, and young people are the worst affected, said observers.
An estimated 9.9 million Gen Zs are unemployed in Indonesia.
The unemployment rate among those aged 15 to 24 is over 17 per cent - much higher than the national unemployment rate of 4.9 per cent.
Experts told Money Mind that it is not surprising to see thousands of applicants for a single role.
Economist Telisa Aulia Falianty, a senior lecturer at the University of Indonesia's faculty of economics and business, said the current job market is very competitive.
'In my generation, for example, educated people were still rare,' she added.
'If we wanted to work in sectors (requiring higher education), it was relatively easy. If we had access to education, it was relatively easy to get. But now, everything is more competitive.'
For Icha, she even applied for positions outside her field to boost her chances of getting a job. Still, no offers came.
'Was it me? Was there really something wrong that I didn't know about?' wondered Icha, who lives in Sukabumi in Indonesia's West Java province.
'I also felt embarrassed in front of my family … I hated having to ask for money, especially for interviews out of town, only to fail again and again. That really made me feel pressured and like a total failure.
'I kept asking myself, 'What's actually wrong with me?''
GOVERNMENT POINTS TO DISCONNECT
The Indonesian government has said that there is a disconnect between the jobs Gen Z applicants want and the skills the economy needs.
'We have economic growth, but the younger generation cannot really optimise or use the benefit of our economic growth translated into employment creation for them,' said the University of Indonesia's Telisa of the differing expectations.
'There is some mismatch between the economic growth sectors — the ones that create employment — and the demand or preference of Gen Z when it comes to work.'
She added that countries with a large population and a higher population density usually face problems with youth unemployment.
The government is addressing these issues by focusing on science, technology, engineering and mathematics (STEM) subjects, and improving vocational education.
But such efforts will take time to bear fruit, said observers.
'We know that Indonesia is still lacking digital talent,' said Telisa.
'So actually, the average skill of Gen Z and millennials is good in terms of technology, but only as users. But for work, they should have more complicated skills and more advanced skills to develop.'
BECOMING MORE EMPLOYABLE
Experts urged young Indonesians to enhance their skills to stand out in a crowded job market.
For Icha, she took up more certifications to make her employable in areas like data analytics.
Career coach Teddy Diego, who worked with Icha to improve her resume after she failed to secure a job, advised jobseekers to also focus on relevance when applying for a job, instead of listing all the achievements they have.
When asked how he guides jobseekers in their job search, he said: 'I focus on what companies in Indonesia are actually looking for, whether it's administrative requirements, specific skills, or how to successfully go through the recruitment process.
'Information on these aspects isn't always clearly or effectively communicated by companies. That's why I try to fill that gap by providing guidance and insights to jobseekers.'
On Icha, he noted that she possesses strong job competencies.
'Her experience, her willingness to learn, her involvement in various organisations, and all the certifications she's taken really show that,' he added.
'The issue was more about how she presented all of that in her resume, and also how she presented herself during interviews.'
While her current customer service role is not linked to her diploma, Icha earns up to 5 million rupiah (US$300) monthly. This is above the national average of 3.27 million rupiah a month.
'Even though technically it might not align with my major, it fits with the soft skills,' she said.
'(This includes) the problem-solving skills I use every day to handle drivers' complaints, how I adapt, and also communicating with other teams.'
Icha still hopes to earn her bachelor's degree one day, a step toward achieving her dream of becoming an engineer.
'If I look at my friends, maybe most want a job in an air-conditioned room, something not too physically demanding,' she said.
'But for me, I want to work wearing a wearpack (protective clothing); I want to work with a helmet on. I want to work in the field.'

"Indonesia and the European Union have agreed to conclude outstanding issues and we are ready to announce a conclusion of substantial negotiations by the end of June 2025," Airlangga Hartarto said in a statement. He did not disclose details about what agreements may have been reached. Denis Chaibi, EU Ambassador to Indonesia, said: "Negotiations are ongoing and substance will determine timing. We will communicate in details when we have an outcome." The EU is Indonesia's fifth biggest trade partner, with total trade between the two reaching US$30.1 billion last year. Indonesia had a US$4.5 billion trade surplus, Airlangga said. Indonesia and the EU have previously disagreed on the EU's trade rules for products with potential links to deforestation which could affect Indonesian palm oil, as well as Jakarta's ban on exports of raw minerals. Indonesian officials have been motivated to accelerate talks on free trade agreements, keen to diversify the country's export destinations as they deal with US tariff challenges. Are Gen Z and Millennials too clever for their own good? While these risk-tolerant investors may feel the most confident about spotting scams, they're also the most likely to jump into new investment opportunities, sometimes without conducting proper due diligence . A recent survey by forex broker experts at BrokerChooser found that 76.22% of 25- to 34-year-olds are 'confident' they can spot investment scams, and 32.62% even said they are 'very confident.' Across all age groups, 60.20% of respondents felt confident spotting scams—but only 16.8% were 'very confident,' with that number dropping to just 8.67% among those over 55. At the same time, a striking 91% admitted they would act in ways that could expose them to fraud. When asked what they'd do when presented with a new forex investment platform 'pending regulation,' claiming to have 2,000 investors and offering returns of 15% to 20% per month, 35.67% of respondents aged 25 to 34 said they'd ask friends or family if they'd heard of it. According to the report, this is a form of social proof that scammers often exploit. Millennials (26.53%) and Gen Z (20.21%) said they would 'test' the platform by investing a small amount, compared to just 3% of Boomers, unknowingly exposing themselves to greater risk. This comes as investment scams surge worldwide. In 2024 alone, Infosecurity Magazine reported that fake investment domains jumped 25% compared to the previous year, with nearly 13,000 fake investment domains detected across more than 7,000 IP addresses. Globally, it is estimated that over US$1 trillion was stolen through scams, according to the Global Anti-Scam Alliance. Despite these, interest in investing among younger adults continues to rise. About 30% of Gen Z started investing while still in university or early adulthood—over three times more than Gen X (9%) and five times more than Boomers (6%). BrokerChooser also found that younger investors are more likely to be swayed by common scam tactics. Almost one in five Gen Zs (19.96%) said screenshots of profitable trades would convince them to invest, while 15.03% would trust celebrity or influencer endorsements. 'This is concerning given that two out of three forex customers typically lose money and the fact that 50% of fraud now involves the use of AI, which can be used to fake images,' it noted. Notably, OSC research found that people were 22% more likely to invest in AI-enhanced scams than in traditional ones. Meanwhile, 35.37% of Millennials said they would trust testimonials from so-called 'successful traders,' even though these could be easily faked or paid endorsements to create a false sense of credibility. One of the most common red flags, unregulated platforms claiming to be 'pending approval,' still manages to hook people. When asked how they would verify the legitimacy of a forex trading platform, 23.15% of respondents said they would ask the broker directly for copies of their licences and certificates. However, this can be risky, as it relies entirely on trusting the broker's word, who may provide forged or misleading documentation. Indonesia probes alleged nickel mining in world-renowned coral reef haven Raja Ampat

JAKARTA: Indonesia is investigating alleged nickel mining in Raja Ampat amid growing concerns about environmental damage to one of the world's top marine biodiversity hotspots. An official from the Environment and Forestry Ministry confirmed on Wednesday (Jun 4) its law enforcement division is probing the situation. Her comments came a day after activists from non-governmental organisation (NGO) Greenpeace Indonesia staged a peaceful protest in Jakarta at an environmental conference attended by Deputy Foreign Minister Arif Havas Oegroseno. Raja Ampat, in Southwest Papua province, harbours an estimated 75 per cent of the world's known coral species. Designated as a UNESCO Global Geopark, the archipelago is also home to over 2,500 species of fish, according to Greenpeace Indonesia. 'We are currently following up and developing steps for law enforcement,' said Rosa Vivien Ratnawati, secretary of the ministry's Environmental Control Agency, at a sustainability forum in Bali on Wednesday, reported the Jakarta Globe. The previous day, Energy and Mineral Resources Minister Bahlil Lahadalia said he would summon companies, whether state-owned or private entities, with nickel mining permits in Raja Ampat for a review. 'We will review this with my directors. I will call the owners in. There must be local values that must be respected,' Bahlil was quoted as saying by Jakarta Globe on Tuesday at the sidelines of the Human Capital Summit in Jakarta. At the Indonesia Critical Minerals Conference and Expo on Tuesday, a group of protesters was seen walking into the event venue with large banners as deputy minister Arif was speaking. Some of the banners read 'Nickel mines destroy lives', 'Save Raja Ampat from nickel mining' and 'What's the true cost of your nickel?'. Greenpeace said in a press release that its youth activists as well as four young West Papuans from Raja Ampat were involved in the demonstration, intended to warn government officials and industry leaders about the environmental and social costs of nickel extraction. News outlet Tempo reported three activists and a Papuan woman were detained by the police after the protest. PROTECTED FORESTS CLEARED FOR NICKEL MINES: NGO Nickel is a critical mineral for stainless steel as well as electric vehicle batteries. Indonesia is the world's biggest nickel producer and is trying to keep more of the production value chain on its shores. But nickel extraction and processing – in places such as Sulawesi and Halmahera in the Maluku islands – have caused concerns such as health impacts on surrounding communities, damage to forests, rivers and other ecosystems, as well as infringement of indigenous people's rights. A study by Greenpeace found that over 500 hectares of forest and native vegetation have been cleared for nickel mines on the West Papua islands of Gag, Kawe and Manuran within the Raja Ampat archipelago, resulting in soil runoff and sedimentation that endangers coral reefs and marine ecosystems. According to Greenpeace, the three islands are classified as small islands and are protected under the law on the management of coastal areas and small islands, which prohibits mining activity in such regions. While the full legal documentation of several mining projects in Raja Ampat is still under review, two licenced operators, Gag Nikel and Kawei Sejahtera Mining, are known to be active in the region, news outlet Jakarta Globe reported. According to Jakarta Post, Gag Nikel holds an operating licence that encompasses the entire Gag Island, which is regarded as a protected tropical rainforest. According to an annual report by local mining giant Antam in 2023, the island has estimated nickel ore reserves of more than 42 million dry tonnes. Minister Bahlil, who comes from Papua, stressed the need for special consideration in mining regulations given Papua's special autonomy status, local media reported. Local authorities in Raja Ampat have expressed frustration at their limited jurisdiction, according to Jakarta Globe. The archipelago's regent, Orideko Burdam, said that although 97 per cent of the archipelago comprises conservation land, decisions on mining permits are controlled by the central government in Jakarta, hindering local intervention. 'When environmental damage occurs due to mining, we are powerless because we lack authority,' he was quoted as saying by Jakarta Globe. Julian Kelly Kambu, head of the West Papua Forestry and Environment Department, said that several firms were given mining licences before the creation of Southwest Papua as a province. Julian warned that unless regulatory authority is decentralised, the sustainable development goals in the region could be at risk, the Jakarta Globe reported. Local leaders are calling on the central government to reconsider the limits of regional authority over forest and land management, to encourage greater involvement from indigenous communities to improve their economic well being.
