Why PV Anvar looms over Congress, LDF in Nilambur bypoll
The forthcoming by-election to the Nilambur assembly constituency in Kerala's Malappuram is generating huge political interest with the entry into the fray of its two-term independent MLA P.V. who had a falling out with the ruling Left Democratic Front (LDF), after he targeted chief minister Pinrayi Vijayan, is now state convenor of the Trinamool Congress (TMC). He resigned as MLA in January after facing the heat for alleging that additional DGP (director general of police) M.R. Ajithkumar was involved in gold smuggling. Ajithkumar is widely considered as an officer enjoying the trust of the Vijayan Anvar contesting the June 19 bypoll, both the LDF and the Opposition United Democratic Front (UDF) are gearing up for the used to be a Congress citadel, with Aryadan Muhammed holding the seat uninterrupted for almost 30 years since 1987. Anvar, backed by the LDF, wrested the constituency in 2016 by 11,500 votes and again in 2021. The Congress has fielded Aryadan Muhammed's son Aryadan Shoukath, who had lost the election in 2016. The LDF nominee is the CPI(M)'s M. Swaraj, a youth leader and native of Nilambur. The BJP has announced advocate Mohan George, a former Kerala Congress (Joseph) leader, as its candidate in continuation of the party's efforts to woo the Christian nomination paper as a TMC nominee was rejected by the returning officer as the party had apparently delayed authorisation. Anvar then is technically contesting as an Independent, which could mean political freedom to decide on his loyalties should he do the Congress-led UDF and LDF assess Anvar's impact on the bypoll? 'Anvar cannot change the destiny of the Congress in Nilambur. We will win by a massive mandate and also inflict a shock on the Pinarayi Vijayan government. The people of Kerala are waiting to give their verdict,' said leader of the Opposition V.D. state secretary M.V. Govindan Master considers Anvar politically irrelevant. 'Anvar is of concern for the Congress. We are least bothered about him. We are confident of winning the bypoll,' he told INDIA Anvar remains a force to reckon with in the electoral politics of Malappuram. The 58-year-old entrepreneur-turned-politician has a Congress family background. He started his electoral career with the 2011 assembly polls, in which he contested from the Indian Union Muslim League (IUML) stronghold of Eranad as an Independent, losing narrowly by 11,246 votes but securing a 41.5 per cent vote contested the Lok Sabha polls in 2014 from Wayanad but failed—a vote share of just 4 per cent. In the 2016 assembly polls, the CPI(M) backed him from Nilambur and again in 2021. Under the LDF banner, he also contested the 2019 Lok Sabha polls from Ponnani as an Independent, losing by over 193,000 was favoured by the CPI(M) as he lent the party political mileage in Malappuram against the IUML. But relations strained after he was denied a ministerial post in the second innings of the Vijayan government. Whether or not he wins, Anvar can arguably determine the outcome of the election since he has a captive vote base of around 25,000 in Nilambur. Good reason for the LDF and the UDF to keep fingers crossed till counting to India Today Magazine

India demands WTO action on trade barriers, dispute resolution reform
Paris [France], June 4 (ANI): India has pushed for comprehensive World Trade Organization (WTO) reforms, calling for decisive action against non-tariff barriers and restoration of the paralysed dispute settlement mechanism during high-level ministerial discussions in Paris. Commerce and Industry Minister Piyush Goyal outlined India's reform agenda at a mini-ministerial gathering of 25 WTO member countries, emphasising the need to address trade distortions and strengthen multilateral governance ahead of next year's crucial ministerial conference. Speaking to reporters after the Australia-convened meeting, Minister Goyal articulated India's three-pronged approach to WTO modernisation. 'India made a strong pitch for addressing non-tariff barriers that certain countries use to deprive others of market access, taking necessary action against non-market economies, and ensuring we have a strong dispute settlement mechanism,' he said. The minister emphasised preserving the WTO's consensus-based decision-making process while maintaining special treatment for developing nations - principles India views as fundamental to the trading system's legitimacy. India's concerns are central to the WTO's crippled dispute settlement system, which has been effectively non-functional since 2009 due to US opposition to appellate body appointments. The paralysis has left countries without recourse when trade disputes arise, undermining the organisation's enforcement capacity. While some members have promoted the Multi-Party Interim Appeal Arbitration Arrangement (MPIA) as an alternative, Minister Goyal expressed scepticism about its effectiveness. 'Only one or two members spoke about that, but there doesn't seem to be much consensus or traction to that idea. I haven't heard of any cases resolved through MPIA,' he noted. India firmly rejected attempts to expand the WTO's mandate beyond traditional trade issues, particularly opposing the China-led Investment Facilitation for Development proposal backed by 128 countries. Minister Goyal argued that such initiatives would fragment the multilateral system and create new divisions among members. 'Issues that have been mandated at the WTO should get priority and should be the first issues to be resolved,' he said. 'Issues going beyond trade should not be brought into it as it would create further differences between member countries.' The discussions addressed several longstanding challenges, including agricultural trade reforms and environmental concerns. Key agenda items included finding permanent solutions for public food grain stockholding programs and addressing overfishing practices that threaten marine ecosystems. Minister Goyal highlighted the need to resolve existing mandated issues before introducing new frameworks, reflecting India's preference for completing unfinished business rather than expanding the organisation's scope. Despite growing tensions within the 166-member organisation, Minister Goyal rejected suggestions that the WTO faces an existential crisis. 'One should not jump to the conclusion that an existential crisis has been created,' he said, calling for pragmatic problem-solving within existing frameworks. The minister emphasised collective commitment among participating countries to revitalise the organisation. 'We have all resolved to collectively work to strengthen the working of the WTO, to ensure core principles are respected and work towards global good and global growth in trade,' he stated. (ANI)

The plea stemmed from a dispute over a 2011 Energy Purchase Agreement (EPA) between Reliance Infrastructure and Dhursar Solar Power Pvt Ltd (DSPPL), under which the Anil Ambani-led company had committed to purchase all power generated by DSPPL's solar power plant. In 2012, DSPPL signed a direct agreement with IDBI Trusteeship Services Ltd, designating it as as the holder of DSPPL's claims. DSPPL energy to Reliance Infra between 2017 and 2018, and sent ten invoices to the company. However, after Anil Ambani's fir was unable to pay the dues, IDBI Trusteeship, under the Insolvency and Bankruptcy Code (IBC), issued a demand notice in April 2022, seeking more than Rs 88 crore in unpaid dues. IDBI Trusteeship filed a plea with the NCLT against Reliance Infra, and on May 30, a division bench of judicial member KR Saji Kumar and technical member Sanjiv Dutt said admitted the Anil Ambani-promoted company into CIRP. 'We come to a definite conclusion that the operational creditor (IDBI Trusteeship) has become successful in establishing operational debt due and payable against the CD (corporate debtor) and that the CD (Reliance Infrastructure) is in default,' the NCLT bench said in its order. Meanwhile, Reliance Infrastructure stated that it has already paid the dues in full to DSPPL, and asserts that the plea was time-barred as the invoice dates back to September 2018, adding that the petition was non-maintainable due to its pre-existing dispute with DSPPL.
