Tamil Nadu rural workers opting agricultural jobs declines by 20%: Planning Commission report
A study by Tamil Nadu's State Planning Commission has revealed a structural shift in rural livelihoods marked by a 20% decline in dependence on agriculture for employment opportunities since 2012, with younger workers (aged 15–34) leading this transition, preferring non-farm jobs due to better wages and more stability.
A total of four reports by the State Planning Commission were submitted to Tamil Nadu Chief Minister M.K. Stalin at the Secretariat in Chennai on Monday (June 9, 2025). Deputy Chief Minister Udhayanidhi Stalin, who is also the State Planning Commission's ex-officio Vice-Chairman, Executive Vice-Chairman J. Jeyaranjan, State Planning Commission submitted the reports to Mr. Stalin.
The report of the study on rural non-farm employment in the State indicated that over 75% of male workers and 50% of female workers are now employed in non-agricultural activities.
'Construction has emerged as the dominant sector for male workers, particularly among the youth, while manufacturing remains the primary employer for women across all age groups,' an official release said quoting the report.
The study was undertaken in 12 villages of six districts with higher as well as lower rural non-farm economy (RNFE). It highlighted a significant shift away from agriculture, with an increasing number of workers engaging in non-farm sectors, such as construction and manufacturing.
Three other reports — 'Tamil Nadu's vision for sustainable development goals', 'Tamil Nadu's automotive future' and 'Reimagining Tamil Nadu – Path to knowledge economy' were also submitted to the Chief Minister.
'Tamil Nadu's vision for sustainable development goals' highlighted the current status of the State and interventions by the State government through various welfare schemes.
The report on 'Tamil Nadu's automotive future' recommended the establishment of electric vehicle clusters, enhancing logistics infrastructure with roll-on roll-off terminals and multimodal hubs, and expanding research and development through centres of excellence and skill parks.
The report on 'Reimagining Tamil Nadu – Path to a knowledge economy' focused on two key pillars: Global Capability Centers (GCCs) and the future of manufacturing. 'It examines the current landscape and provides inputs on accelerating growth and redefining the manufacturing sector through innovation, technology, and sustainability. It also highlights the importance of strengthening the MSME ecosystem as a key driver of economic resilience, while underscoring the need for inclusive growth with attention to social equity as a guiding principle for economic transformation,' the release said.

GCC's lounges for gig workers to be launched on June 11
Chennai Corporation has completed the work on construction of the first phase of gig workers' lounges in the city. The State government has given its nod to inaugurate the facility in various parts of the city. Chief Minister M.K. Stalin has directed the civic body to ensure safety and security of women gig workers who visit the lounges across the city. The civic body is planning to monitor the lounges by real time surveillance through the Integrated Command and Command Centre in Kalaignar Karunanidhi Maaligai. The first set of gig workers' lounges will be inaugurated in Anna Nagar and K.K. Nagar on Wednesday. The gig workers who are involved in food delivery and e-commerce delivery work will be permitted to utilise the facilities free of cost. 'Each of the lounges will be able to seat 25 gig workers. The lounge will have LED lighting for better visibility on the road. It is 20 feet long and 10 feet wide with a Scandinavian design theme,' said an official. The Scandinavian design theme was selected as the city's gig workers demanded a simple, functional lounge with natural materials. Anna Nagar and K.K. Nagar were selected in the first phase because of the presence of a large number of women gig workers in the area. Many women gig workers will be able to utilise the lounge during the night, in a safe and secure atmosphere, said an official. The lounges will have charger points, air conditioning and toilets.

UP eyes global biz, set to host 1st GCC conclave
Lucknow: A month after promulgating the global capability centres policy, UP is set to host the first GCC conclave on Tuesday, officials said, adding that GCCs are centres through which a company supports its offshore operations using technology and data. "The event — to be convened by chief secretary Manoj Kumar Singh — aims to position UP as a premier investment destination and to showcase unmatched investment opportunities in the development of GCCs," an official spokesperson said on Monday. Being hosted by Invest UP, the state's investment promotion and facilitation agency, the effort will bring together industry leaders, industry associations, policymakers and other key stakeholders to deliberate on emerging opportunities, industry requirements, infrastructure support, and the strategic vision for GCC-led growth. Earlier in May, the state cabinet approved a policy under which the govt will provide subsidies and benefits to companies wishing to establish GCCs in UP. Industry and govt estimates are that with the implementation of the policy, two lakh jobs are expected to be generated in sectors like IT, analytics, HR, customer support and finance. It will also pave the way for more international investment in the state, which will help in the development of both urban and rural areas. Officials said that India is home to around 1,700 functional GCCs at the moment, and their numbers are expected to grow. A few months ago, Microsoft laid the foundation stone for a 10,000-seater development centre in Noida, while MAQ set up a 3,000-seater engineering development centre. The govt is now willing to attract new players in cities beyond NCR, such as Lucknow, Varanasi, Kanpur and Prayagraj.

TN aims for ‘decent work' for all by 2030
Chennai: Tamil Nadu is focusing on 17 Sustainable Development Goals (SDG) including productive employment and decent work for all by 2030. The vision document prepared by the State Planning Commission and planning and development department also lays emphasis on reducing poverty in all its forms, promoting sustainable agriculture, access to modern energy, urgent action to combat climate change, protecting life below water and on land. Quality education for all, gender equality, empowerment of women, building resilient infrastructure, promoting inclusive and sustainable industrialization and foster innovation, sustainable consumption and production patterns are other major goals. The document provides a comprehensive plan for achieving the SDGs by fostering the goal of 'Development for All'. Underscoring the state govt's support through various initiatives, it said, the TN Rural Transformation Project works to improve the economic conditions of rural communities by promoting livelihood opportunities, access to markets and financial services, and enhancing the productivity of agriculture and allied sectors. Further, the initiatives such as Skill Development Mission and TN Industrial Investment Corporation are helping towards achieving sustained economic growth and decent employment. Another goal emphasized on ensuring access to affordable, sustainable, and modern energy for all, while the goal on climate action stressed the need to take urgent action to combat climate change and its impacts by regulating emissions and promoting developments in renewable energy. While the goal to protect life below water by using ocean resources sustainably and making ocean contamination free, the goal relating to protection of life on land is through conserving and restoring TN's terrestrial ecosystems.
