Los Angeles protests: What is the role of the US National Guard—and how is it deployed?

Time of India5 days ago

Tensions flared across Los Angeles on Sunday as thousands of protesters flooded the streets in response to President Donald Trump's controversial deployment of the National Guard. Demonstrators blocked major highways and set self-driving vehicles ablaze while law enforcement responded with tear gas, rubber bullets, and flash bangs to disperse the crowds.
As night fell, police declared the gathering an unlawful assembly, paving the way for arrests. Some demonstrators pelted California Highway Patrol officers with concrete, rocks, scooters, and fireworks along the closed southbound 101 Freeway. Officers were seen taking cover under an overpass amid the chaos.
Sunday marked the third and most intense day of demonstrations against Trump's immigration crackdown in Southern California. Public outrage intensified after around 300 National Guard troops arrived in the city. Their deployment focused primarily on protecting federal buildings, including the downtown detention center that became a protest focal point.

What Is the U.S. National Guard?
The U.S. National Guard is a crucial component of the Armed Forces Reserve, operating under both state and federal authority. Established by the Militia Act of 1903, the Guard comprises two branches: the Army National Guard and the Air National Guard.
As of 2023, the Guard includes roughly 419,000 reservists, with about 9,500 stationed in U.S. territories such as Puerto Rico, Guam, and the Virgin Islands.
Live Events
Service in the National Guard is open to U.S. citizens who meet physical, mental, and legal requirements. Many members serve part-time while pursuing civilian careers, although full-time positions are available. Former active-duty soldiers can transition into the Guard, usually without additional training, while new recruits undergo standard military training at designated facilities.
In exchange for their service, Guard members receive various benefits, including monthly pay (typically $200 to $600 per weekend, depending on rank), housing and meal allowances, educational assistance, healthcare coverage, and long-term pension eligibility.
What Does the National Guard Do?
The National Guard plays a dual role, supporting both domestic crisis response and international military operations. Control over Guard units depends on the nature of the deployment: state governors command them during in-state missions, while the President assumes control for national or overseas mobilizations.
Domestically, the Guard has been instrumental during major emergencies:
Hurricane Katrina (2005): Over 50,000 troops aided in evacuations, rescues, and restoring order in New Orleans.
Capitol Riot (January 2021): More than 25,000 Guard members were deployed to secure Washington, D.C., during President Joe Biden's inauguration.
George Floyd Protests (2020): Thousands were mobilized across states to support overwhelmed local law enforcement.
Abroad, the National Guard has contributed significantly to military operations in Iraq and Afghanistan, often supplementing active-duty forces. Although most members serve part-time (typically one weekend a month and two weeks a year), they are fully trained and prepared for active-duty deployment when required.
Who Can Deploy the National Guard—and Why?
Under normal conditions, state governors request the activation of the National Guard for local emergencies. However, President Donald Trump bypassed this process in Los Angeles by invoking a rarely used provision—10 U.S.C. §12406—that allows the President to federalize the Guard under specific circumstances:
If the U.S. is invaded or threatened with invasion by a foreign nation,
If a rebellion or threat of rebellion exists against the government,
If regular military forces are insufficient to enforce federal laws.
In his directive, Trump argued that the protests in Los Angeles constituted 'a form of rebellion against the authority of the Government of the United States,' thereby justifying the federal takeover of the National Guard.
However, the Guard's role in Los Angeles remains limited. Troops are there only to protect federal personnel—such as agents from Immigration and Customs Enforcement (ICE) and Homeland Security—as they carry out their duties. They are not authorized to conduct immigration raids or routine law enforcement against civilians.
Federal law—namely the Posse Comitatus Act—restricts the use of military forces for civilian law enforcement, except under special conditions like those outlined in the Insurrection Act. Although Trump threatened to invoke the Insurrection Act during the 2020 Black Lives Matter protests, he has not done so in this instance.
Why This Deployment Is Controversial
Legal experts point out that this marks the first time since 1965, during the height of the civil rights movement, that a president has federalized the National Guard without a governor's request. The move has reignited a debate over the balance of power between state and federal governments when it comes to military authority on U.S. soil.
The deployment drew strong criticism from Democratic leaders, including former Vice President Kamala Harris, who called it 'a dangerous escalation meant to provoke chaos.'
As protests continue in Los Angeles, the presence of federally commanded troops remains a flashpoint in the ongoing national conversation around immigration, policing, and federal overreach.

College teachers await 7th pay panelimplementation

Ludhiana: The 7th pay commission is yet to be implemented in aided colleges, despite Punjab govt promising to do so three years ago. The govt has been making tall claims about bringing about a revolution in education, but nothing has been done about higher education, members of Punjab and Chandigarh College Teachers Union (PCCTU) have alleged. Varun Goel of the Union recently said though the Centre is considering bringing about the 8th pay commission, Punjab govt is yet to implement even the 7th pay. "It is shameful that the CM had made the announcement on Sept 5, 2022 in Anandpur Sahib, which happens to be the constituency of education minister Harjot Bains, that from October that year the 7th pay commission would be implemented in the aided colleges of Punjab, but nothing has been done until now." More than 2,000 sactioned teaching posts out of 3,600 are lying vacant in aided colleges across Punjab. Vinay Sophat, vice-president, All India Federation of University and College Teachers' Organisation (AIFUCTO), said, "The govt had put a ban on recruitment of teachers in aided colleges. Similar is the case with non-teaching staff. It has become impossible to run colleges due to the acute shortage of teachers and other staff. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Memperdagangkan CFD Emas dengan salah satu spread terendah? " Making matters worse, teachers in many aided colleges have not received their salaries for five months. "Nowadays, when it is hard to run a household even when the salaries come on time, politicians and those in the management can't see how will we run our houses and take care of our families and children," a teacher complained. "Our salaries would invariably be delayed by two to three months, but it has crossed all limits this times," he added. They recently submitted a memorandum to opposition leaders, including Congress candidate Bharat Bhushan Ashu, with their demands. Follow more information on Air India plane crash in Ahmedabad here . Sopo contractor overcharging at wholesale market: Trawler owners

Margao: The long-pending feud between the sopo contractor and fish-carrying vehicles entering the SGPDA wholesale fish market reached the office of the chief officer of Margao Municipal Council (MMC) on Friday, as trawler owners complained about alleged overcharging and extortion by collection agents. A delegation comprising Savio D'Silva, Jose Philip D'Souza, and other boat owners met with chief officer Melwyn Vaz to address mounting grievances against the municipality-appointed sopo contractor's collection practices at the wholesale fish market complex. The meeting comes amid ongoing tensions that previously led to clashes between fish suppliers and sopo collectors. 'Collection of sopo from vehicles bringing fish to the wholesale fish market is illegal. They can't collect sopo from vehicles which come to supply fish to the vendors,' said Savio D'Silva, a fishing trawler owner, while speaking to the media after the meeting. 'Sopo is collected by the municipality from persons doing business in its jurisdiction, and this is the practice prevalent across Goa.' D'Silva voiced concerns regarding the sopo contractor's operations, including 'exorbitant' parking fees charged to vehicles parked outside the market premises. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Switch to UnionBank Rewards Card UnionBank Credit Card Apply Now 'When the vehicles are parked outside, they are charged exorbitant parking fees. No proper receipts are issued either,' he alleged. The sopo controversy has plagued Margao's municipal administration since early this year. The dispute initially emerged over unauthorised fee collection outside the SGPDA's wholesale fish market and has now evolved into a broader dispute involving tender processes and sopo collection practices. Earlier this year, the SGPDA filed a police complaint against the MMC-appointed sopo contractor for unauthorised fee collection outside the SGPDA wholesale fish market complex. Municipal councillors have also raised concerns about irregularities in the sopo tender process and alleged overcharging of vendors. The chief officer assured the trawler owners of convening a meeting of the sopo contractor and boat owners soon to address their grievances and find a resolution to the dispute. Tender scam: ED conducts fresh searches in 3 states

New Delhi: The Enforcement Directorate has conducted fresh searches in a money laundering case linked to an alleged contractor-bureaucrats nexus in Bihar where purported irregularities were detected in the tenders issued by the state govt. The raids were conducted at nine locations in Patna and Muzaffarpur, Surat (Gujarat) and Panipat (Haryana) on Thursday under the Prevention of Money Laundering Act (PMLA) in the case linked to Patna-based contractor Rishu Shree, the federal probe agency said in a statement. Several "incriminating" evidence and documents were seized during the raids that were carried out against some people and travel agents "connected" to the contractor, it said. The money laundering case stems from an FIR registered by the special vigilance unit (SVU) of Bihar govt against Rishu Shree and others. The companies of the contractor take contracts and sub-contracts in various Bihar govt departments like water resources, health, public health engineering, urban development, Bihar Urban Infrastructure Development Corporation (BUIDCO), education, building and construction and rural works department. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Switch to UnionBank Rewards Card UnionBank Credit Card Apply Now Undo It is alleged to that the contractor has a "nexus" with various govt officials to facilitate tenders for "illicit" personal gains, the ED said.
