OCCI unveils 14 initiatives to boost business

Muscat – The Oman Chamber of Commerce and Industry (OCCI) announced 14 initiatives on Wednesday aimed at enhancing the business environment and promoting economic diversification across the governorates, in line with Oman Vision 2040.
The initiatives were developed in collaboration with the Oman Vision 2040 Implementation Follow-up Unit as part of a strategic development cycle. The announcement was made during the closing ceremony of a three-day workshop on integrated economic development attended by senior government officials, OCCI board members, and sectoral committee heads.
The initiatives focus on three key pillars: Improving the business environment, fostering economic partnerships in the governorates, and broadening the scope of economic diversification. Six initiatives fall under the first pillar, while the second and third pillars each include four initiatives.
Zakaria bin Abdullah al Saadi, CEO of OCCI, stated that a detailed implementation plan has been developed in coordination with the Oman Vision 2040 Follow-up Unit to ensure these initiatives deliver the desired impact. 'This structured approach is aimed at strengthening the chamber's role in supporting the private sector,' he said.
Faisal bin Abdullah al Rawas, Chairman of the OCCI Board of Directors, emphasised the chamber's commitment to reinforcing the private sector's role in the national economy.
'These initiatives reflect a collaborative effort involving experts, business owners, and stakeholders to align with Oman Vision 2040's sustainable economic growth targets,' he said.
Saadi added that the development cycle introduced a new collaborative framework between the public and private sectors. He noted that the initiatives were crafted to prioritise national economic growth and sustainability, ensuring alignment with Oman's strategic goals.
The OCCI's efforts aim to foster stronger partnerships and provide a supportive environment for businesses to thrive, further contributing to the diversification and resilience of Oman's economy.

Muscat-- The International Monetary Fund (IMF) has issued and published a report on the transparency of the Central Bank of Oman (CBO) based on the IMF's best practices for central bank transparency (CBT). The report issued today said that this voluntary assessment was conducted to review the transparency and disclosure practices of CBO, focusing on five key areas, as issued by the IMF: governance; transparency of policies, operations, outcomes and official relations of central banks. This assessment serves to enhance CBO's independence and its relations with relevant stakeholders and facilitates information sharing and intellectual exchange with counterparts. The IMF report concluded that CBO places great importance on transparency in its practices, in line with international best practices. This reflects its commitment to strengthening its role as a critical public institution in the country through a robust transparency framework. The Sultanate of Oman is the first country among the Gulf Cooperation Council (GCC) States to undergo this voluntary assessment and the second among Arab countries. This reflects CBO's commitment to advancing to the highest international standards and practices. During its field visit, the IMF held extensive meetings with stakeholders from CBO and relevant government, private, and civil society organizations to assess its transparency practices and governance frameworks. This ensures constructive dialogue with stakeholders to achieve more effective outcomes in monetary and banking policies. The report's most prominent findings indicate strong governance and a sound legal framework. The CBO has a strong legal framework for internal governance, with a clear legal structure and broad powers, which enhances decision-making and accountability. The report also highlights the monetary policy transparency as the CBO ensures transparency in monetary policy and the stability of the financial system through cooperation with other financial institutions in the country, as well as through the issuance of regular bulletins and periodicals to ensure effective communication. Additionally, the report spotlights effective financial stability tools as IMF experts found that CBO is focusing on enhancing tools related to the Emergency Liquidity Response (ELA) and macro-financial stability, reflecting its ongoing efforts to improve the transparency of financial system stability management in the Sultanate of Oman. Further, the report underlines commitment to stakeholder communication as the CBO is working to enhance its communication with the public, ensuring that key policy decisions are accessible and understandable, including through its website and social media channels. In addition, the CBO's efforts to strengthen its AML/CFT framework were commended, and the review encouraged it to continue enhancing transparency in its supervisory and oversight practices in this area. It is noteworthy that the IMF issued the "Central Bank Transparency Code" in 2020, reflecting the growing responsibilities and significant expansion in the requirement for central banks to clarify the nature, purpose, and manner of their activities. This allows for a deeper public understanding of the role of these activities in optimally serving their interests, consistent with current mandates, enhancing central bank independence, and enhancing the impact of monetary and banking policies. Accordingly, the CBO has taken into account the recommendations presented by the IMF team and is committed to continuing to enhance transparency in line with the objectives of Oman Vision 2040 and international best practices, while considering the local context and national legal framework. The mission provided an opportunity for self-assessment, in conjunction with the CBO's ongoing efforts to modernize its legal and regulatory frameworks. The CBO will develop a plan to implement the recommendations and findings contained in the IMF report, which will contribute to ongoing improvements in the transparency of its operations, practices, and policies to ensure sustainable economic growth.

MUSCAT: Oman's non-oil exports declined by 16 per cent in 2024, even as refined oil shipments surged, underscoring the economy's continued dependence on hydrocarbons, according to a new report by Enjaz Consultancy. The May 2025 edition of Enjaz's Economic Analysis Series, authored by well-known Omani business personality Dr Mahmood Sakhi al Balushi, reveals that crude oil still accounts for 45 per cent of total exports. Refined oil exports, fuelled by the Duqm refinery, doubled to reach 17 per cent of export volume, partially offsetting a sharp downturn in non-oil sectors. 'Excluding crude, Oman's trade balance continues to register deficits despite oil price gains,' said Dr Al Balushi. Non-oil exports declined for a second consecutive year—down 1.1 per cent in 2023 and 16.3 per cent in 2024—while overall imports rose by 12 per cent, adding pressure to the current account. The UAE remained Oman's largest trading partner, with both exports and re-exports rising over 10 per cent in 2024. Imports from the UAE also topped RO 4 billion, according to the report. Trade with Kuwait strengthened, reflecting increased demand for minerals and equipment linked to Duqm's industrial expansion. Imports and re-exports surged, making Kuwait one of Oman's fastest-growing trade routes. Meanwhile, trade with Saudi Arabia weakened, with exports and imports down 19 per cent and 30 per cent respectively. New coastal infrastructure, including Al Suwaiq Port, helped boost re-export activity with Iran. Despite spikes in energy-linked exports, Oman's trade deficit (excluding oil and gas) has remained consistent over the past decade. The report shows non-oil exports now account for just 28 per cent of total export value—highlighting a key vulnerability as the country implements Vision 2040 economic reforms. Imports surpassed RO 6.5 billion last year, with the top sources being the UAE, China, and a wide 'Others' category that includes emerging markets. The report calls for intensified export diversification to address structural imbalances. Analysts say Duqm's refining and logistics capacity could anchor future non-oil growth if matched by industrial policy and foreign investment. 'Refining gains are clear, but sustainable trade surpluses require broader value-added exports,' Dr Al Balushi noted.
