UT to develop portal to keep track of schedule H drugs

Time of India28-05-2025

Chandigarh: For real-time monitoring of all schedule H drugs, the Chandigarh administration will develop a portal where chemists can upload records of such drugs available with them.
Deputy commissioner Nishant Kumar Yadav chaired a meeting of the Narco Coordination Centre (NCORD) on Tuesday to discuss prevailing issues related to drug trafficking, substance abuse, and associated public health and safety concerns within the UT. The meeting aimed to reinforce enforcement mechanisms, streamline inter-departmental coordination, and ensure effective ground-level execution of anti-drug measures.
During the deliberations, Yadav directed all sub-divisional magistrates (SDMs) to inspect a minimum of three chemist shops per month in their respective jurisdictions. These inspections are to be conducted in collaboration with drug inspectors to ensure comprehensive compliance with regulatory norms governing the sale and distribution of pharmaceutical substances.
A key focus of the directive was to ensure that all chemist shops within UT Chandigarh are equipped with functional and strategically positioned CCTV cameras providing full visual coverage of the shop premises.
It is also mandated that all such CCTV systems maintain a minimum backup storage capacity of 30 days of recorded footage. This measure is being instituted as a deterrent against illegal activities and to strengthen accountability in the pharmaceutical retail sector.
It was further emphasised that any instance of non-compliance or regulatory violation identified during such inspections shall attract strict punitive action in accordance with the relevant provisions of law.
The district information officer was directed to develop a portal where chemists can upload records of all scheduled-H drugs available with them for real-time monitoring.
Officials of the health department were directed to start a drug de-addiction centre at GMSH Sector 16, Chandigarh. Additionally, the education department, UT Chandigarh, has been instructed to undertake a comprehensive survey to identify and eliminate the presence of any tobacco vendors operating within a 100-yard radius of educational institutions.
A consolidated report on the action taken is to be submitted to the superintendent of police (crime), UT, within 15 days from the date of issuance of this directive.
Furthermore, the police department and education department have been jointly tasked with preparing and implementing a structured action plan aimed at conducting awareness campaigns and educational programmes to sensitize students and youth about the dangers of drug abuse.
These initiatives are intended to build resilience, promote healthy lifestyle choices, and foster a drug-free environment across the city.
The meeting also took note of the nationwide launch of the Tele MANAS (Mental Health Assistance and Networking Across States) initiative by the govt of India. This programme offers round-the-clock mental health counselling and support services through telephone and digital platforms. The primary objective of Tele MANAS is to provide timely emotional support, coping strategies, and professional referrals to individuals experiencing psychological distress, mental health disorders, or stress-related issues.
Citizens are encouraged to avail themselves of the free and confidential services of Tele MANAS by calling the national mental health helpline number 14416.

Three women arrested for attack on Gaya doctor who treated rape survivor's mother

Bihar police on Wednesday (June 4, 2025) arrested three women in the case related to a doctor in Gaya district who was beaten by the villagers after being tied to a tree until his body was covered with blood for treating the mother of a rape survivor. The incident happened on Tuesday (June 3) in Harakurha village under Gurpa police station when rural doctor Jitendra Yadav had gone to treat the lady whose daughter was raped in 2021. Mr. Yadav was dragged out of the house and beaten mercilessly with iron road and sticks. Police had lodged the case against 10 people at Fatehpur police station out of which three people have been arrested, the accused include women as well. The victim is undergoing treatment at Magadh Medical College in Gaya. After the incident, police visited the hospital to record Mr. Yadav's statement. After the FIR, Sub Divisional Police Officer (SDPO) Sunil Kumar Pandey conducted raids along with Fathepur Station House Officer (SHO) Prashant Kumar Singh and Gurpa SHO Vinay Kumar to arrest the accused. During raids, Khushboo Devi, Basanti Devi and Putul Devi were arrested. While speaking to The Hindu, Gaya Senior Superintendent of Police (SSP) Anand Kumar said, 'Three women have been arrested in the case related to the doctor and raids are being conducted continuously to arrest the rest seven accused.' According to the rape victim's mother, her 15-year-old daughter was raped and three people were named in the case. She pointed out that the accused family, who are also the strongmen, were pressuring her family members to withdraw the case. The family said that the only fault of the rural doctor was that he supported the rape victim's family. 'On May 30, we recorded our testimony and one of the accused was arrested and the rest are still absconding. They have beaten up our family members several times in the past to withdraw the case. The goons of the accused side entered my house and dragged the rural doctor,'the mother said in the media statement. However, the SDPO Mr. Pandey denied that the case of doctor beaten was related to the rape case rather it was case of land dispute. Tejashwi slams Bihar govt. However, the incident has taken a political turn after the video of the doctor went viral on social media. Leader of Opposition in Bihar Legislative Assembly Tejashwi Yadav shared the video on his social media 'X' on Tuesday. 'The situation in Bihar is worse than that under the Taliban. In Gaya district, a doctor who went to treat the mother of a rape victim was tied to a tree by the accused and beaten until blood came out of from his body,'Mr. Yadav said. He further said, 'In 20 years of corrupt NDA government, the police and administration are completely incapable of preventing crime, apprehending criminals, or delivering punishment and justice, which is why people are taking the law into their own hands wherever and however they please.' He added that Bihar is in a state of anarchy and the Chief Minister is unconscious, the government is intoxicated, whereas officers and ministers are busy looting the treasury, and governance is in shambles. Meanwhile in another case, a youth was arrested for raping her 11-month-old niece in Gaya district under Amas Police station area on Wednesday. The condition of the Mahadalit girl is critical and being treated at a government hospital.

Nearly 15,500 smugglers held in Punjab anti-drug drive

In three months of launching its anti-drug drive 'Yudh Nashian Virudh', the Punjab Police have arrested 15,495 drug smugglers and registered 9,087 FIRs, according to an official. A roadmap has been prepared to eliminate drugs from Punjab. To achieve this, a two-pronged strategy is being adopted to further dismantle the narcotics network by segregating big drug suppliers and peddlers from the drug users, Director General of Police Gaurav Yadav said. Along with this, a balanced approach of zero tolerance has been adopted by taking stringent legal actions against traffickers and motivating users to undergo de-addiction treatment, he said. 'Our aim is to choke the supply chain by isolating and punishing the actual drug dealers while offering a compassionate path to recovery for drug users,' said Yadav. Sharing the outcome of the 'Yudh Nashian Virudh' drive, the DGP said the police have registered 9,087 FIRs and arrested 15,495 drug smugglers since March 1.

HC dismisses plea for CBI probe from Chandigarh doctor

The Punjab and Haryana high court has dismissed a plea from a city doctor, Rosy Arora, seeking the transfer of probe into a September 2020 FIR, registered by a Kenyan woman, to the Central Bureau of Investigation (CBI). Arora's husband Dr Mohit Dhawan is entangled in a dispute with a Kenyan woman over a dental treatment she received at his clinic in Chandigarh in 2017-2018. This has led to multiple FIRs, one of which is a criminal case registered against seven UT cops, by the CBI in February this year, on Dhawan's complaint. The dentist had alleged he was abducted from the district courts complex in 2022. The FIR was registered upon Supreme Court intervention. The dentist claims that he was being harassed at the behest of former CBI special director Rakesh Asthana and former Chandigarh director general of police TS Luthra. While the initial FIR, on the foreign national's complaint, was registered against Dhawan, his wife was roped in as accused later. The allegations are of cheating and offences under IT Act. The doctor, in her plea, alleged that she has been falsely implicated at the behest of some senior police officers, even though the dispute is between her husband and the foreign national. UT had claimed that a challan has been filed in the case and there is no ground for conducting a fresh investigation by transferring the case to CBI. There are specific and serious allegations against the petitioner woman as probe has revealed that she is the proprietor of the clinic and had impersonated as an employee to induce the foreign national to spend money for the dental treatment. The bench of justice Manisha Batra, while dismissing the plea, observed that the investigation by CBI is to be granted only in exceptional circumstances where the court is of the view that accusations are against a person, who by virtue of his post, could influence the investigation and may cause prejudice to the cause of the complainant. The court recorded that even as the woman alleges that the FIR was registered to wreak vengeance upon her husband who has filed certain petition against some high-ranking police officers. However, the names of those officers and details as to why such police officers are so offended have not been mentioned. Though there are some other FIRs, against the petitioner, nothing at this stage is reflected that petitioner had been implicated due to that reason. The court recorded that prime facie, the claim of the petitioner that she was not the proprietor of the clinic appears to be false. 'At this stage it cannot be stated that she had no concern with the said clinic and had no hand in inducing the complaint to accept the offer for getting treatment in the said clinic,' the court said while dismissing the plea.
