Plan to prevent repeat of Manchester 'dust devil'
"Appropriate measures" will be put in place to prevent a repeat of a dramatic "dust devil" that startled onlookers in Manchester over the weekend.
The swirling 30ft (10m) column of dust and debris was pictured beating a path across Great Ancoats Street in the city centre on Saturday afternoon.
Similar in appearance to a mini-tornado, the phenomenon was caused by contrasts in temperature causing air to rotate.
Manchester City Council said the dust devil originated from the Central Retail Park building site, a vacant swathe of open land which is being redeveloped into a civil service office complex.
The authority said: "The meteorological conditions required to create a so-called dust devil are uncommon in urban areas and so it's rare that a site is affected in the way we saw over the weekend.
"However, dust control is a consideration for any development, and we'll ensure the developer takes appropriate measures to manage the site throughout the construction period."
One eyewitness said he "froze" when she saw the column of dust spiralling towards him.
Violinist Adam Riding, 30, said: "It was the most amazing thing.
"I've never seen anything like that, and to witness it in the city on really not a very windy day.
"It was like this wind tunnel between buildings had created this mini-vortex. It was bizarre."
Met Office meteorologist Alan Goodman said dust devils were a "rare occurrence" in the UK.
He said: "The ground was very, very warm. When you get this very warm air near the ground it will rise.
"And then if you just get it right, the air starts to rush in from the sides and you get this sort of rotation motion."
The Government Property Agency, which is redeveloping the Central Retail Park site, said the dust devil was the result of "exceptional meteorological conditions".
It added: "In response to this, the contractors currently managing the site have taken the additional steps of bringing in a road sweeper and a towable water bowser to reduce the likelihood of dust being blown from this plot if unusual weather patterns continue."

Hot and humid Friday to end in thunderstorms, Met Office warns
Parts of eastern England may reach up to 30C on Friday, but the Met Office has warned of thunderstorms later that evening. Cambridge is forecast to reach 29C, while temperatures are expected to reach 27C in Canterbury and 25C in Nottingham and Durham. In Scotland, Aviemore could hit 24C as Met Office meteorologist Alex Deakin said much of Friday would be 'hot and humid' with a 'small chance' temperatures could reach 30C. Temperatures of 30C would make it the hottest day of 2025, surpassing the 29.3C recorded at Kew Gardens in west London on May 1. It means the parts of the UK could be hotter than Ibiza, Mykonos and Los Angeles. 'A good chunk of England and southern Scotland will be dry for most of Friday,' said Mr Deakin. He said 'beefy showers' were expected on Friday in Wales and the west of England after 'a humid start to what will be a very warm day for some on Friday'. Moving into Friday evening, a yellow weather warning is in place for London, Wales, England's east and south east, east and south west, as well as the West Midlands, with the Met Office warning they could cause disruption overnight. 'It will be cooler in the far south west, particularly as the heavy downpours arrive in the afternoon,' Mr Deakin said. He also warned of hail, gusty wind and the possibility of flooding as the skies cloud over. While many areas within the warning zone may escape severe weather, torrential downpours could bring 30–50mm of rain in a short time before conditions ease on Saturday morning. Cardiff, Plymouth, Bath, parts of Greater London, Brighton and Norwich were among the areas included in the warning. Mr Deakin said there was 'a bit of uncertainty' over Saturday, but predicted 'heavy rain' in the north of England's, Northern Ireland and parts of Scotland as well as afternoon thunderstorms further south. The UK Health Security Agency (UKHSA) has issued its first yellow heat-health alert of the year, running until 8am on Sunday in the east of England, East Midlands, London, and the south east. Under UKHSA and the Met Office's Weather-Health alerting system, a yellow alert means there could be an increased use of healthcare services by vulnerable people. It may lead to an increase in risk to health for individuals aged over 65 or those with pre-existing health conditions, including respiratory and cardiovascular diseases.

York and wider areas of North Yorkshire have been issued a weather warning for heavy rain and thunderstorms over the next few days. The Met Office has issued a yellow alert as the weather conditions 'may lead to some disruption' throughout the weekend. It's been put in place from 12am until 6pm on Saturday, June 14. 'Rainfall will vary across the warning area and some places will avoid the heaviest rain. 'However, 10-20 mm of rain is likely to fall in some places in an hour or less, with potential for 30-50 mm to accumulate in a few hours. 'Event rainfall could reach 60-80 mm in some locations. Strong gusts and hail may also accompany some of the thunderstorms.' Items include; bins, garden furniture, trampolines, tents, gazebos, sheds, and fences. 'Give yourself the best chance of avoiding delays by checking road conditions if driving, or bus and train timetables, amending your travel plans if necessary.' Warning of flooding as heavy rain hits
Drivers have been warned of a risk of flooding on some roads as heavy rain is due to hit the island over a 10-hour period. A yellow weather warning has been issued for heavy rain between 14:00 and 22:00 BST. Ronaldsway Met Office said temporary downpours were possible across the island, with rainfall up to 1.8in (30mm) in places. The warning comes after a TT fortnight that was beset with weather delays and cancellations. It also follows the warmest, sunniest – and third driest – spring on record for the Isle of Man.
