
Full text: U.S. ambassador Pete Hoekstra talks about future of U.S.-Canada relations
On June 3, U.S. Ambassador to Canada Pete Hoekstra spoke at an event organized by the Empire Club of Canada. Below is his full speech, followed by an interview with Lisa Raitt, vice chair of Global Investment Banking at CIBC Capital Markets.

Thank you. It's great for Diane and I to join you today. Thank you to many of you who expressed a warm welcome. Diana and I have felt nothing but a warm welcome since we arrived in Canada five, I think, five weeks ago. Not that anybody is counting, but we have thoroughly enjoyed every minute of it. We thoroughly enjoyed the opportunity that you provided with me being the ambassador to go to Mackinac Island for three — for three days — last week. Those of you who have been to Mackinac Island, I think you can appreciate how beautiful that is, especially when the weather is nice. For those of you that haven't been: Please go. It is an awesome place. But the great thing today is, for me, as an immigrant to America, is to make America's case to you, to talk about what's going on and why it is so important, not only for us as American citizens, but for you as Canadian citizens, and the deep relationship and the friendship that we have shared for so long.

People call Donald Trump a transformational president, especially in this second term. You know, I couldn't agree more. I got my start in politics in 1993, and I learned a little bit about transformational politics —about the — with the last transformational figure in American politics. Some of you may remember. Some of you weren't even born in 1993, but Newt Gingrich, who became the Speaker of the House. I ran against a Republican incumbent as a Republican in a primary in 1992 I was working in the private sector. I was having a great career, and one night, I woke up and I rolled over to Diana, I said, you know, I think I'm going to run for Congress. And she said, 'Go back to sleep and you'll feel better in the morning.' Well, you know, I didn't feel any better in the morning. And I started talking to some friends and some people that I really trusted, and I'd say, 'I think I'm running for Congress.' And they'd start laughing, and they said, 'You've never talked about politics.' And then I told them why I thought I might be qualified, and that I've never done anything political, and they said, 'Maybe that's what we need right now.'

So in 1992, I ran against a 26-year Republican incumbent. If you know anything about politics in America, winning and unseating an incumbent is almost impossible. I spent about $50,000, he spent three quarters of a million. On election night, I had 48 per cent. You think that's bad? No, it's good. We had a third candidate in the race. He had 42, so I went on in a solid Republican district, to become the next congressman. Got to Washington, and one day, Newt Gingrich called me in my office. They were thrilled. Freshman Republican, you're in the minority, you don't count. But Newt Gingrich is calling, and I go and I see Newt, and Newt says, 'Pete, what do you do every day?' That's kind of like, 'Well, excuse me, Newt, I'm a congressman. I vote. I go to committee hearings. I meet with constituents.' And he says, 'I want you to stop all of that. Don't do any of that.' He says, 'You're a marketing guy. I need you to work with me on a project so that, in 1995, when you come back, Republicans will hold the gavel. We will be in the majority.' So I became involved working with Newt on the Contract with America. The rest is history. Transformational.

Sudbury, Ont., seed producer helping expand national seed production through new partnership
A seed company in the Sudbury, Ont., community of Lively is helping with Canada's national re-greening efforts by working to expand national seed production. Northern Wildflowers produces flower, grass, shrub, and tree seeds for home gardening and agriculture purposes. The company is one of 13 recipients nationwide selected to receive funding from World Wildlife Fund (WWF) Canada's Seed Orchard Program. It's an initiative which works to expand native seed production to increase seed supply for re-greening and land restoration efforts. "The best process to re-green a large site is with seed through something called seed-based restoration," said Jenny Fortier, founder and CEO of Northern Wildflowers. "So, you would apply seeds from the species that are native in that area. So, the seed is that key piece to being able to complete those projects." Fortier said the partnership with WWF-Canada will provide funding to producers, including Northern Wildflowers, to hire and train more seed collector interns, and support growers in expanding their seed farming production. "All of the other native seed growers in Canada that we talk with, everyone's expanding and growing as fast as they can to serve supply, but, you know, that's still within limitations," explained Fortier. "So, this partnership really helps us to do that just a little bit faster." She added the partnership comes as Canada works to meet its "30 by 30" pledge of protecting 30 per cent of lands and waters by 2030. Fortier said the largest obstacle challenging land restoration efforts is a lack of Canadian grown native seeds in the market. WWF-Canada said on its website that increasing the native plant supply through initiatives like seed orchards is "essential." "Restoring healthy habitats isn't possible without these locally-sourced seeds and we're delighted to work with this amazing group of grantees and partners to bring restoration projects to life," said Ryan Godfrey, community action specialist with WWF-Canada. Since 2021, WWF-Canada says the seed orchard program has supported grant recipients in Ontario in planting 35,500 native plants in 20 seed orchards and harvesting 72 kilograms of seed from 142 different native plant species.

New York transit executive selected to be new head of TTC
A New York City transit executive has been tapped to take over as the head of the Toronto Transit Commission, Mayor Olivia Chow announced Thursday. Mandeep Lali, who was previously in charge of subway operations at New York's Metropolitan Transportation Authority (MTA), will replace former TTC CEO Rick Leary, who resigned last summer. 'Mr. Lali has over two decades of global experience in transit,' Chow said during Thursday's news conference in Scarborough. 'He deeply understands public transit in a big, busy city. Mandeep Lali's depth of experience managing the most complex subway system in the world is exactly what we need to get Toronto moving.' TTC Chair Jamaal Myers called the hiring process an 'extensive international search' that lasted nearly nine months. He noted that Lali has 'immense experience' in both the private and public sector and has held senior roles at 'two of the world's most iconic transit system.' In addition to his experience at the MTA, Myers said Lali spent 13 years in 'progressively senior roles' at Transport for London. 'What made Mandeep stand out among all of the outstanding candidates that we considered was his clarity of vision,' Myers said. 'When we asked him what his goal for the TTC was he said, without missing a beat, 'To make the TTC the most reliable transit system in north American.' Wall Street's ‘hopium' high not exhausted yet
By any measure, the recent resilience of U.S. stocks is remarkable, with Wall Street powering through numerous headwinds to erase all its tariff-fueled losses and move into positive territory for the year. And although these headwinds haven't gone away, the rally may still have some juice left in it. Since the April 7 lows plumbed after U.S. President Donald Trump's 'Liberation Day' tariff debacle, the S&P 500 and Nasdaq are up 23 per cent and 32 per cent, respectively. 'Big Tech' has led the way, with the Roundhill 'Magnificent Seven' ETF (MAGS-A) gaining more than 35 per cent. On the face of it, this is remarkable given that many of the concerns that sparked the crash – elevated U.S. import tariffs, tensions between the world's two largest economies, and chaotic and unorthodox policy out of Washington – remain in place today. Equity bulls are essentially betting that many things will go right in the coming months: the Federal Reserve will cut rates; no economic downturn; inflation won't spike despite the tariffs; U.S. tech companies will continue generating strong results; fiscal concerns in Washington will moderate; and perhaps most importantly, Trump will continue to back down on his most aggressive tariff threats – or to use the acronym de jour, investors are assuming the 'TACO' (Trump Always Chickens Out) trade will hold. That's a lot of stars aligning. Some of the biggest names in finance are skeptical, particularly regarding the U.S. fiscal outlook. Bridgewater founder Ray Dalio and JP Morgan CEO Jamie Dimon, both long-time deficit hawks, this week repeated their warnings that the U.S. debt is unsustainable. But these calls have fallen on deaf ears, or equity investors simply think any fiscal fallout will take years to materialize. On the one hand, investors – especially the retail crowd believed to be driving this rally – appear to be overly optimistic. But looked at another way, U.S. equity investors may not be ignoring today's underlying risks, but simply viewing them less apocalyptically than they did a few months ago. Indeed, the overwhelmingly negative sentiment from earlier this year paved the way for the recent rebound. Sentiment among institutional investors reached extreme levels of bearishness in the wake of 'Liberation Day', and recession fears ballooned to historically high levels as well, Bank of America's April fund manager survey showed. Meanwhile, May's survey showed fund managers holding the biggest underweight position in U.S. equities in two years. When sentiment and positioning are that stretched, it doesn't take much for prices to snap back in the opposite direction. If the latest American Association of Individual Investors (AAII) Sentiment Survey is any guide, the snap back in equities still has room to run. Pessimism over the short-term outlook for U.S. stocks increased to an 'unusually high' 41.9 per cent last week, above its historical average of 31.0 per cent for the 26th time in 28 weeks. As HSBC's multi-asset strategy team noted this week, it is precisely because these sentiment and positioning indicators are being kept 'thoroughly in check' that market dips now are short-lived. It's also good to remember that even though Wall Street has erased its early losses and valuations are rising back towards their recent highs, U.S. stocks are still laggards this year. The S&P 500 is up only 1.5 per cent in 2025 thus far, while the MSCI All Country World Index has jumped around 6 per cent, hitting an all-time high on Wednesday. This suggests there may be room for U.S. outperformance on a relative basis in the coming weeks and months, though, of course, relative value metrics might still favor non-U.S. markets. This doesn't mean we should expect capital to start flooding back into the U.S. again. International institutional investors may continue to rethink their allocation to U.S. assets, creating a long-term risk to U.S. stocks. But for now, domestic U.S. investors are picking up the slack.
