Western intelligence agencies warn spyware threat targeting Taiwan, Tibetan rights advocates
DETROIT, April 8 (Reuters) - Western intelligence agencies warned on Tuesday of an increasing threat from Beijing's security services to use malicious mobile phone applications to surveil Taiwanese independence activists, Tibetan rights advocates and others opposed by the Chinese government.
An advisory issued late on Tuesday warned of "the growing threat" posed by malicious surveillance software deployed by a Chengdu-based contractor reported to have ties to China's Ministry of Public Security. The advisory was signed by cybersecurity agencies in Britain, the U.S., Canada, New Zealand, Australia and Germany.
Those most at risk include people connected to Taiwanese independence, Tibetan rights, Uyghur Muslims and other minorities in the Xinjiang Uyghur Autonomous Region, democracy advocates (including in Hong Kong) and the Falun Gong spiritual movement, according to Britain's National Cyber Security Centre in the advisory.
The warning comes amid increasing tensions surrounding Taiwan, including April 1 Chinese military drills around the island and a March 28 visit to the Philippines by U.S. Defense Secretary Pete Hegseth in which he reaffirmed Washington's commitment to deterring Chinese aggression in the region.
The contractor, Sichuan Dianke Network Security Technology Co., Ltd., was linked to the deployment of a pair of distinct malware packages. They were tracked as 'BADBAZAAR' and 'MOONSHINE' and used to ferret sensitive information from mobile devices while also giving operators remote access to devices' cameras, microphones and location data, the advisory said.
The warning is for non-governmental organisations, journalists, businesses and other individuals who advocate for or represent the groups, the NCSC said in the advisory.
'The indiscriminate way this spyware is spread online also means there is a risk that infections could spread beyond intended victims," it said.
The Chinese embassy did not immediately respond to a request for comment.
The warnings build on previous cybersecurity industry reporting that detailed malware and infrastructure used by the contractor going back several years.
The advisory cited a January 29 report, opens new tab published by Intelligence Online, a news organization focused on international intelligence operations, linking the malware to the contractor. The report said the contractor has provided services to China's Ministry of Public Security.
The FBI, NSA, and intelligence agencies in Australia, Canada, Germany and New Zealand participated in the advisories, according to the NCSC.

The grandiose military parade will showcase soldiers, sailors, airmen and US Marines marching in their uniforms in front of thousands of spectators. As many as 7,000 troops and seven band contingents have reportedly been called to participate in the show. They will be accompanied by at least 150 military vehicles and some 50 aircraft. Some 2,000 civilians could also take march alongside the US military. The Army expects as many as 200,000 people could attend the festival and parade. For years, the president is said to have had his eyes on a full-blown military show, but has failed to put up a working plan - until now. Plans are to roll down battle tanks, massive military equipment, and aircraft and missiles, just as Trump first envisioned the parade during his first term. Among the military equipment set to be flaunted are M1A1 Abrams tanks, Bradley Fighting Vehicles, World War II Sherman tanks and four WWII-era P-51 aircraft. The whole celebration will be enclosed with an 18-mile ring of steel to protect the parade. Drones and a small army of cops will be on hand to keep order - with there expected to be protests across the country as part of "No Kings" day, a series of anti-Trump rallies by people objecting to the parade. It comes after a week of unrest in many cities - with anti-immigration raid riots in LA and protests against ICE across the US. Major development in double murder of UK gangsters in holiday hotspot
Police in Spain have confirmed a man has been arrested in the UK on suspicion of the Costa del Sol shootings of gangsters Ross Monaghan and Eddie Lyons Jnr. The BBC has reported the suspect was taken into custody in Liverpool by Merseyside Police under an international arrest warrant issued by the Spanish authorities. Spanish cops have yet to make a formal statement. But a well-placed Spanish police source said today when asked about the arrest: 'The specialist UDYCO Costa del Sol police group which is leading the investigation has identified this man. 'As they couldn't find him in the places where they thought he could have been in Malaga, they asked a court in Fuengirola which has opened a judicial probe into the shootings to issue an international arrest warrant for this man. 'Police in the UK have arrested the man in Liverpool under this international warrant.' No details have yet emerged about the suspect's age or nationality. He is now facing extradition to Spain so he can be questioned about the May 31 murders. The suspect's return to Spain would be delayed if he decides to oppose officials said days after the murders they had 'no doubt' they would catch the gunman who shot dead Monaghan and Lyons Jnr. Javier Salas was the first Spanish government representative to confirm the victims were Scottish after the horror shooting at Monaghan's Irish pub Monaghans Fuengirola. And he spoke again three days later to say he was convinced police would find and arrest the culprit. Graphic CCTV footage first published by Spanish TV showed one of the two men murdered being cornered inside the premises and shot in the chest and stomach from close range. The killer, dressed in black, was filmed shooting Glaswegian Ross Monaghan, 43, dead after targeting his pal Lyons Jnr outside the pub seconds earlier as terrified tourists and locals ran for cover. Spanish police sources confirmed they believed the killer was blond following claims detectives haven't commented on that he could also be Scottish. He fled on foot but was driven from the scene by an accomplice in a car waiting nearby which headed along the old N340 dual carriageway east towards the resort of Benalmadena. Officers from the elite Spanish National Police Costa del Sol-based Anti-Drug and Organised Crime Unit UDYCO have headed the ongoing probe, although they are reporting to a Fuengirola-based investigating judge coordinating the operation. Career criminal Monaghan, who fled Scotland for Spain after a failed attempt on his life outside a Glasgow primary school in 2017, was tried but acquitted over the murder of notorious Glasgow hood Kevin 'Gerbil' Carroll at an Asda car park in 2010. In August 2017 he and Eddie Lyons Jr, both members of the Lyons Glasgow crime family, were cleared of being involved in a brutal street attack on three men outside the Campsie bar in Bishopbriggs, East Dunbartonshire. The shooting in Spain came amid a violent gang war that has ripped through Scotland since March said to have started over a fallout over drugs. The gun murders followed the fatal shooting nearly seven weeks ago of a 32-year-old British man in nearby Calahonda a 15-minute drive from the Irish bar towards Marbella. He was shot dead around 8pm on April 21 in a professional hit as he headed back to his car after finishing a football match with friends. The killers fled in a getaway car that was later torched. Police are investigating the brutal assassination as a drug-related gang shooting but have yet to make any arrests. The victim has not been named but was known to come from Liverpool. Reports at the time described the incident as the fourth shooting so far that month on the Costa del Sol, where rival gangs have increasingly used extreme violence to settle scores and a number of international mafias are known to have a base. Four days before the Calahonda shooting a 34-year-old man was rushed to the Costa del Sol Hospital in Marbella after being shot outside a nightclub in the famous Costa del Sol resort.

The staggering milestone includes troops who have been killed or wounded so severely that they cannot fight on. According to the Ukrainian General Staff, one million Russian military troops have been put out of action since February 24, 2022, with 628,000 of those casualties occurring in the last six months. Burning through a million troops has won Putin just 20 per cent of Ukraine's total territory - mainly in southern and eastern areas - which is a humiliating conversion rate. He told The Sun: "Putin believes he's winning the war. The Russian army is moving forward like it or not. "He believes that he can outlast the West, that the West is weak." Russia's strategy, Dr Hall said, has been one of "meat assault". Advertisement This relies on the logic that if you flood the front line with overwhelming numbers, "eventually some will get through". Dr Hall said Putin has learned this strategy from his ruthless Soviet predecessors in World War Two. Their idea was "ten men to every rifle", which meant: "You pick up the rifle of a fallen soldier. You keep going, you get shot. You're next. Your buddy picks up your rifle. "The Soviet army would eventually push through. So that remains the case in Russia." He said: "They're simply not going to be told, especially in the poorer areas where Russia is recruiting - like Buryatia and Bashkortostan and elsewhere." Advertisement NO STOPPING Even with the death toll climbing higher by the day — over 1,140 Russian soldiers killed or wounded on Tuesday — Putin appears to be doubling down. The bloody milestone comes as Putin calls for a major upgrade to Russia's ground forces, Ukrainian outlet Pravda reports. The Kremlin tyrant declared them the 'dominant force' in modern warfare and demanded faster development of 'advanced weapons systems' with 'the highest tactical and technical specifications.' In a meeting on the state armaments programme, Putin also directed resources toward strengthening Russia's navy, further signalling his long-term military ambitions. Advertisement It all comes as Russia is reportedly building up a 50,000-strong force alongside the border of Kharkiv amid fears of a fresh summer offensive to attack the city. 10 With the US backing out of direct negotiations to broker a peace deal and Putin stalling ceasefire talks, experts fear a major Russian offensive could mobilise in the coming weeks. The Ukrainian military in April reported that the Kremlin was amassing troops to prepare for a fresh assault on Kharkiv - Ukraine's second largest city. Military analysts believe he is trying to press home his advantage and capture more Ukrainian land. They warn that Putin only has a "four-month window" to get a breakthrough in Ukraine this year. And this could be the beginning of Russia's summer offensive targeting the border city of Kharkiv - the "fortress" city of Ukraine which put up the maximum resistance at the start of the invasion.
